ORDER:
In G.O.Ms.No.246, Housing and Urban Development Department Dated on 16. 2002,
orders have been issued to develop an "Administrative City" on the out of Chennai to
relocate the present Secretariat Complex and other Government Officers some of the
Villages shutting New Mahabalipuram Rand and Old Mahabalipuram Road, i.e., "
Thiruvidunthai and Thaiyur" Villages to Chengalpattu Taluk, Kanchipuram District,
have identified to create, an administrative center residential developments, water front
developments, infrastructure developments and others stated amenities. The Government
has also constituted a High Power, Committed for guidance and drawing detailed
proposals, for setting up of an Administrative city under the chairmanship of Hon'ble
Chief Minister.
2. The Member Secretary, Chennai Metropolitan Development Authority, has row
reported that, " Thiruvidanthai and Thaiyur" Villages abutting New Mahaballipuram
Road and Old Mahabalipuram Road respectively in Chengalpattu Taluk, Kancheepuram
District have been identified to create an Administrative City. To Avoid the problems
inherent in Land Acquisition, the Member Secretary, Chennai Metropolitan Development
Authority has suggested the following for consideration of the Government.
(i)
4(1) Notification may be initiated urgently and the developments those
villages i.e., "Thiruvidanthai Thaiyur," Villages have to be frozen.
(ii) No land transaction should be allowed in these villages and he Registration
Department should not register the land transaction documents.
(ii) The Local Body should not accord any planning building permission for the
developments in these villages.
(iv) The Government agencies should not take up any development activities in
theses villages.
(v) The Collector is to be asked not to assign any poromboke lands.
He has requested the Government to issue necessary orders to the concerned
departments in this regard.
3. The proposals of the Member Secretary, Chennai Metropolitan Development
Authority have been examined. In detail in consultation with the Rural Development,
Municipal Administration and Water Supply, Commercial Taxes and Revenue
Departments in the Secretariat and the Government have decided accept the above
proposal of Member Secretary, Chenai Metropolitan Development Authority.
Accordingly the Government issue the following orders.
(i) 4(1) Notification proposals may be initiated urgently and the developments of
"Thiruvidanthai and Thaiyur" Villages are hereby forzen.
(ii) No land transaction should be allowed in those villages and that Registration

(iii) The Local Body should not accord any planning/building permission for the
developments in these villages.
(iv) The Government agencies should not take up and development activities in
these villages.
(v) The Collector Kancheepuram District is directed not to assign any poromboke
lands
4. The Departments concerned are requested to take necessary follow up action.
The Member Secretary, Chennai Metropolition Development Authority has in monitor
the action taken by these departments and report given then and theirs to Government in
Housing and Urban Development Department.
