Outdoor Education, PE and Sport Service Course administration: booking, fees and conditions Information note Outdoor Education, PE and Sport and Duke of Edinburgh’s Award courses are open to any leader who wishes to take on a responsibility for any of the activities offered. They vary from introductory curriculum courses through to those that provide the certification required by a leader prior to an activity taking place. Qualifications may be locally accredited or nationally recognised through a governing body award. There are also a number of more advanced courses offered to leaders wishing to enhance their technical expertise and experience. Course costs A course cost is shown for each course. These costs are met in different ways: Local Authority Schools and Colleges (Hampshire, Portsmouth and Southampton) Schools will be charged directly for the staff members they approve to go on a course. This will be at local authority (HCC) rates. Youth and social care contexts Charges for all courses will be made directly to the manager, or district/area concerned. Local Authority (HCC) rates. Post-16 Establishments Some establishments have an SLA which reduces costs to an agreed rate. All other establishments and external providers All courses are charged at full cost. Duke of Edinburgh’s Award DofE Courses will retain their own cost structure for those registered under the HCC licence as far as is possible: Local Authority (Hampshire, Portsmouth and Southampton) Open DofE Centre volunteers (lowest subsidised rate) Local Authority Schools and Colleges (Hampshire, Portsmouth and Southampton) Outdoor/Courses/Course administration – booking fees and conditions Updated: 20 January 2011 (CW) Still current at: 17 February 2016 All other establishments under the HCC Outdoor Activities Licence courses are charged at full cost. Out of County/External providers – commercial rate. HCC Volunteers unattached to a DofE Centre should contact their Local DofE Committee for funds (Local Authority rate) Note: Volunteer charges, in the majority of cases, are covered by the DofE Centre. Where this is not possible, the DofE Manager or Field Officer should be contacted. Governing body awards Some of the courses offered require extra funding to meet governing body requirements for resources or registration fees. These costs are charged directly to all participants, regardless of category. Booking Bookings should be made as early as possible using the on-line booking system (details below). Many of the courses have limited numbers and you are advised to book early. Your provisional place will be acknowledged at this stage. If your circumstances change, please notify this office straight away. If you cannot find the course you require please contact the office via outdoor.education@hants.gov.uk or telephone 01962 876214. Viability, payment and cancellation In most circumstances a course will be made viable about two weeks before it is due to run. At which point a place is confirmed and details are sent out. Participants should note that once course details are sent out they are eligible for full costs should a cancellation be made. For large multi-day and residential courses, this penalty will be incurred if cancellation is made within four weeks of the course. Please note, only participants able to produce a doctor’s certificate can reclaim costs through the insurance arrangements. Where particularly unusual circumstances occur, contact should be made with the Outdoor Education, PE and Sport Service The Outdoor Education, PE and Sport Service does reserve the right to cancel a course should the numbers fail to reach the minimum required to make it viable. Wherever possible, a transfer will be offered. Cancellation of any DofE course must be made in writing to the County DofE office, or by e-mail to dofe@hants.gov.uk. Travel costs The course costs do not cover travel unless they are stated as an integral part of the course, eg pick up and minibus travel to Wales for specialist courses. Travel costs are the responsibility either of the individual or their school, college or youth group, etc. Applicants should negotiate this expenditure in advance with their line managers. Wherever possible, courses will be arranged locally to minimise travel costs. Certificates Courses leading to a governing body award will be certificated by that national body. Courses that lead to a Local Authority ‘letter of recognition’ regarding leader competence will have their certificate awarded by the County Inspector : Outdoor Education or the DofE Manager. Training courses that do not have either of these will be provided with an attendance certificate, where appropriate. Insurance The majority of course participants will be covered by their department’s insurance, for example if they work for the Children’s Services Department in Hampshire County Council, Portsmouth City Council or Southampton City Council.
