Purpose To select in an open manner those athletes who meet the eligibility requirements for the 4th Hong Kong Games (HKG) as the representatives of Kwai Tsing District Council (DC) to participate in the competitions of the 4th HKG. 2. Introduction of the HKG The HKG is a territory-wide major multi-sport event held biennially with the 18 DCs as the participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage members of the public to actively participate in sports, and to strengthen the public’s sense of belonging to the district they live in. The 4th HKG will be held from 27 April to 2 June 2013, featuring competitions in eight sports, namely athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. Each DC will select in an open manner the talented athletes within its own district as its representatives to participate in the competitions of the 4th HKG. The divisions and quotas for the 4th HKG Basketball Competition are as follows: (1) Division (a) Men’s Division (2) (b) Women’s Division Quota Each district may enter 1 men’s team and 1 women’s team and each team shall consist of 5 to 12 players. 3. Date, Time and Venue of the Kwai Tsing District Basketball Athlete Selection Contest Date of Contest 15 & 22 December 2012 (Saturday) 4. Quota for the Selection Contest Division Men’s Division Women’s Division Quota 8 Teams 8 Teams Note: There are 5 to 12 players in each team. If the number of enrolled teams exceeds the available quota, the sum of the total scores obtained by the 5 athletes with the highest marks in each team with respect to their registered divisions as endorsed by the Hong Kong Basketball Association for the year 2012/13 will be used to determine the teams’ order of priority for participation in the selection contest. (The scoring method is: 3 marks for an athlete in Men’s Division A1, 2 marks for an athlete in Men’s Division A2 and 1 mark for an athlete in Men’s Division B; and 3 marks for an athlete in Women’s Division A and 1 mark for an athlete in Women’s Division B.) If there are enrolled teams scoring the same marks, their order of priority for participation will be determined by drawing lots to be held on 13 November 2012 at 10:30 am at Kwai Tsing District Leisure Services Office (Kwai Tsing DLSO) , Address: Room 805, Kwai Hing Governement Offices, 166-174 Hing Fong Road, Kwai Chung, N.T.. 6. Eligibility Requirements (1) Participants must be born in or before 1999 and be holders of valid Hong Kong Permanent Identity Cards or holders of valid Hong Kong Identity Cards who have resided in Hong Kong for 3 years or above. (Holders of Hong Kong Identity Cards must produce to the Organiser records of their first entry to Hong Kong, such as One-way Permits or passports. The date of their first entry to Hong Kong must be on or before 27 April 2010 to prove that they have resided in Hong Kong for 3 years or above.) (2) Participants must reside within the district boundary of Kwai Tsing District and be able to produce proof of place of residence. (a) The district boundary of Kwai Tsing District is defined in the Electoral Boundary Maps in respect of the District Council Election. (b) Participants shall submit a copy of a valid documentary proof of their place of residence bearing their names upon enrolment for verification of identity and record purposes by the Organiser. invalid. (i) Valid proof of place of residence includes: statement (such as mortgage statement, rates demand note, bill for electricity or water charges, monthly bank statement or telephone bill) issued by public utilities or commercial organisations or banks within the latest 3 months; or (ii) declaration of place of residence issued by the Home Affairs Department; or (iii) tenancy agreement or resident card; or (iv) student handbook showing proof of place of residence (if a student handbook cannot be provided, the documents stated in (i) to (iii) above bearing the name(s) of the participant’s parent(s) together with the participant’s birth certificate may serve as proof). (c) (3) Student hostels and athlete hostels cannot be regarded as the place of residence. Those athletes who participated or will participate in the basketball competitions of the Olympic Games (excluding the Summer Youth Olympic Games and the qualifying round of the Olympic Games), the Asian Games, the East Asian Games, the National Games of the People’s Republic of China, the World Championships (excluding the World Youth Championship) or the Asian Championships (excluding the Asian Youth Championship) between 2010 and 2013 are not eligible to participate in the basketball competition of the HKG. (4) Serving professional basketball athletes are not allowed to participate in the basketball competition of the HKG, excluding the full-time athletes who are undertaking training and receiving subvention or subsidy offered by the government or relevant organisations (such as the Hong Kong Sports Institute, the Sports Federation & Olympic Committee of Hong Kong, China, and national sports associations). (5) All athletes who meet the eligibility requirements for the HKG may form teams to participate in the Kwai Tsing District Basketball Athlete Selection Contest. (6) Each participant may only participate in the selection contest of 1 district. If a participant is found participating in the selection contests of more than 1 district, the whole team will be immediately disqualified with all its selection results cancelled. (7) Participants must meet the eligibility requirements (1) - (6) mentioned above. If it is found that any participant fails to meet the eligibility requirements, furnishes false information, or represents more than 1 district or has participated in the selection contests of more than 1 district, the Organiser has the right to disqualify the participant and the whole team from representing Kwai Tsing District in the HKG. (8) All information provided in the enrolment form must be true and correct and the form should be completed in detail. All the information entered (except residential address, contact telephone number and occupation) cannot be changed once the enrolment form 3 is submitted. Participants should notify Kwai Tsing District Leisure Services Office immediately of any change of residential address during the selection process, otherwise the participants will be regarded as furnishing false information. If a participant is no longer a resident of Kwai Tsing District because of moving to another district during the selection contest period, he/she will be disqualified. (9) A participant aged under 18 must provide a declaration signed by his/her parent or guardian before taking part in the athlete selection. (10) The Organiser reserves the right to forbid any participant from taking part in the selection. 7. Format (1) A single knock-out system shall be adopted. (2) Each match shall last 40 minutes, comprising 4 periods of 10 minutes each. (3) For all matches, the timing rules will be based on the international basketball rules and regulations. (4) If a match ends in a tie within the normal playing time, there will be an extra period of 5 minutes. If the match still ends in a tie after the extra period, 5 players from each team shall be assigned to shoot a free throw at the penalty line and the “sudden death” rule shall be adopted. 8. Enrolment is free of charge 9. Method of Participation (1) The duly completed “Enrolment Form” together with the “Declaration” and a copy of the valid proof of place of residence (please refer to Paragraph 6(2)(b) herein) of each team member, to be kept by the Organiser for record purposes, should be submitted in person or by a representative to the Kwai Tsing District Leisure Services Office (DLSO) (office hours: 8:30 a.m. to 6:15 p.m. from Monday to Friday; closed on Saturdays, Sundays and General Holidays) of the Leisure and Cultural Services Department (LCSD) or any of the LCSD sports centres in Kwai Tsing District (office hours: 7:00 a.m. to 11:00 p.m. from Monday to Sunday) within the enrolment dates stated in Paragraph 4 above. The original or a copy of the identity document (please refer to Paragraph 6(1) herein) of each team member must also be produced for verification of identity upon submission of the Enrolment Form. Remarks: As the period from 7:00 a.m. to 10:00 a.m. is the busiest period of the shroff offices, to avoid overcrowding and to save queuing time, participants are advised to make enrolment after 10:00 a.m. 4 (2) For enrolment by post, please send the duly completed “Enrolment Form” together with the “Declaration”, and a copy of the identity document (please refer to Paragraph 6(1) herein) and valid proof of place of residence (please refer to Paragraph 6(2)(b) herein) of each team member to the Kwai Tsing DLSO (address: Room 805, Kwai Hing Government Offices, 166-174 Hing Fong Raod, Kwai Chung, Hong Kong) of the LCSD within the enrolment dates stated in Paragraph 4 above (the date of receipt of the form by the Organiser will be regarded as the receipt date) with ‘‘The 4th Hong Kong Games Kwai Tsing District Basketball Athlete Selection Contest’’ clearly marked on the outside of the envelope. 10. Time of Team Leaders’ Meeting and Fixture Draw All participating teams must send a representative to attend the team leaders’ meeting at which a fixture draw will be held. The teams failing to send their representatives shall fully accept the resolutions passed at the team leaders’ meeting with no objection. Inclement Weather Arrangements If a Pre-No.8 Special Announcement has been issued, or Tropical Cyclone Warning Signal No.8 or above or Black Rainstorm Warning Signal is still in force 2 hours before the reporting time for the first round of the matches on the contest day, all matches on that day will be cancelled. The Organiser will notify the participants of the corresponding arrangements separately in due course. Notes: Very High Air Pollution Level (i.e. Air Pollution Index: 101 - 200) Activities shall be held as scheduled. The Environmental Protection Department advises participants with existing heart or respiratory illnesses (such as coronary heart disease and other cardiovascular diseases, asthma and chronic obstructive airways diseases including chronic bronchitis and emphysema) to reduce physical exertion and outdoor activities, to seek advice from a medical doctor before participating in sports activities and take more breaks during the activities. Children and the elderly are advised to reduce physical exertion and outdoor activities. Severe Air Pollution Level (i.e. Air Pollution Index: 201 - 500) Activities shall be held as scheduled. The Environmental Protection Department advises participants with existing heart or respiratory illnesses (such as coronary heart disease and other cardiovascular diseases, asthma and chronic obstructive airways diseases including chronic bronchitis and emphysema), children and the elderly to avoid physical exertion and outdoor activities. The general public is advised to reduce as far as possible physical 6 exertion and outdoor activities, to seek advice from a medical doctor before participating in sports activities and take more breaks during the activities. 15. Points to Note (1) All participating teams must report to the Organiser and produce the valid photo-bearing identity documents of their team members 30 minutes before the scheduled time for each match. If any participating team fails to turn up in full team (i.e. 5 persons) at the official commencement time of a match or any team members fail to wear identical jerseys in a neat and tidy manner, the team will be regarded as withdrawing from the match and the opponent team will be judged as the winner by the Organiser at a score of 20:0. (2) If false information is provided, or in case of violation of the competition rules or any misbehaviour, the Organiser has the right to disqualify the team/player concerned from the competition. (3) Each team shall prepare 2 sets of numbered jerseys in different colours that meet the required specifications for the competition. The numbers indicated on the jerseys should be marked on the Players’ List. If the teams playing in the same match wear jerseys of the same colour, it will be determined by drawing lots as to which team shall change their jerseys. The numbers indicated on the front and back of the jerseys worn by each player shall be those marked on the Players’ List and between 0 and 99. No other numbers will be allowed and no team members shall share the same number. All players shall wear non-marking rubber-soled sports shoes for the competition. (4) Basketballs used in the competition will be provided by the Organiser. No on-site warm-up and practice sessions will be arranged on the competition days. (5) The team leaders and coaches shall restrain and be responsible for the behaviour of the players of their team. 16.
