Talking points for Technical Assistance – For internal use only
Please note that there will be two TEA letters scheduled to go out- one on Title I School Improvement Interventions and one on
State Accountability Interventions. Please refer and/or direct people to these letters for additional information.
Improvement Required Identification
 Improvement Required-first year – Campuses that missed one or more of the four indexes (student achievement, student progress, closing
performance gaps, or postsecondary readiness)
 Improvement Required-Multiyear—Campuses that were rated AU in 2011 and are Improvement Required in 2013. For example, if a
campus was Academically Unacceptable-2nd Year in 2011 and Improvement Required in 2013, they will be considered Improvement
Required-3rd Year
Improvement Required Interventions
 Improvement Required-first year: Participation in the Texas Accountability Intervention System (TAIS) (see flowchart)
 Improvement Required-multiyear Participation in the Texas Accountability Intervention System (TAIS) (see flowchart)
Note: Improvement Required campuses address missed indexes and missed safeguards in the improvement process and plan
Safeguards
 Met standards/ missed safeguards – Address missed safeguards in the improvement plan.
 If you have missed multiple safeguards you may be contacted to discuss how those missed safeguards are being addressed in your
improvement plan.
 Ongoing negotiations with USDE regarding the ESEA flexibility waiver could result in additional federal requirements based on missed
safeguards.
 Additional information will be shared as it is received via TEA website, TAA letters and/or listserv.
AYP
Due to ongoing negotiations, local education agencies (LEAs) will not be required to implement current Adequate Yearly Progress (AYP)related School Improvement Program (SIP) requirements prior to the start of school year 2013-2014. This delay in implementation is a
temporary suspension pending the outcome of the continuing waiver negotiations. Determinations of which federal School Improvement
Program requirements will be implemented for the 2013-2014 school year will be communicated upon notice. (See list below)
SIP requirements not required prior to the start of the start of school year 2013-2014:
 20% District Reservation for School Choice, 1% for Parent Outreach and Supplemental Educational Services (SES)
 10% Campus Reservation for High-quality Professional Development
 School Choice Notification Letter
 SES Parent Notification Letter and Packet
Although specific federal requirements are on hold, strategies to address Corrective Action, Restructuring, and Alternative Governance were
based on identified needs, thus districts may want to consider continuing implementation--refer to Leticia Govea at TEA 512-463-1427
Funding
 New SIP funding on hold due to Waiver
 Rollover funds (for previous Title I SIP campuses) – refer to Becca Marsh at TEA 512-936-2256
PSP.
 Campuses that are Improvement Required (IR) will have a PSP. Log into ISAM and view the PSP Registry or visit www.psptexas.net for
PSP selection guidance.
 Districts will not be receiving a PSP. There will NOT be a district PSP this year

Intervention Training Registration
 Information on TAIS training can be found on the Texas Center for District and School Support website www.tcdss.net
 Districts rated Improvement Required and districts with campuses that are “Improvement Required” will need to send District Coordinator
of School Improvement (DCSI) to this training.
 TCDSS website outlines information on the required attendees and who would be considered additional participant. Additional attendees
are limited to those listed on the website due to space limitations.
 Up to three ESC team members can come to the training.
ISAM and Resources
 Specific interventions will be loaded into ISAM the week of September 16. For information on proposing DCSI or PSP e-mail
isam@tea.state.tx.us.
 Support Specialists at TEA and TCDSS will be assigned specific campuses/districts soon. They will serve as a main point of contact and an
ongoing resource to identified schools.
