Section 1:
Vision, Mission, Objectives and Functions
Vision
To have an effective, efficient and robust system of land records and Land Revenue
Administration that minimizes dispute and litigation and creates a socially just and economically
viable system of land management.
Mission
Mission
Updation of Land Records and Strengthening of Land Revenue Administration in the
State using modern technology to make access of the people easy to the Land Revenue related
activities. To ensure speedy disposal of cases and providing citizen centric services and
information under one roof. Evolving Disaster Management plans through participatory
approach to cope with multiple hazards.
Objective
1. Modernization of Revenue Department by laying emphasis on Computerization of Land
Records, Digitization of Cadastral Maps using survey technology and Computerization of
Registration Work.
2. Speedy Disposal of Revenue Cases.
3. Ensuring availability of relevant data for better land and agriculture management.
4. Citizen focus in provision of services using IT for making available Record of Rights
(RoR), certificates/copies, undertaking registration attestations/ mutations, etc.
5. Disposal of cases of acquisition of land .
6.
Issuance of various certificates viz Permanent Resident certificate, Category certificate,
Property certificate, Area certificate, Income certificate, Valuation of land certificate etc.
7. Implementation of J&K State land vesting of Rights Act- 2004(Roshni Act).
8. Internal efficiency/ responsiveness/ service delivery of Department.
9. Preparedness for Disaster Management.
10. Preparation of Citizen Charters for Revenue Department

11. Expanding of Project to digitize mussavis in the State.
12. Relief and rehabilitation measures.
13. Providing of Land Records Statistics for decision making.
14. Rationalization of Land valuation criteria/land valuation system for progress of stamp
duty and registration.
15. Citizen focus in provision of services using IT for making available land records,
certificates/copies, undertaking registration, attestation of mutations, etc at Departmental
Website.
16. Preparation of Disaster Management Plan for Hazard Vulnerable Risk Areas in the State.
17. Engagement of consultancy for preparation of Disaster Management Plan for the Districts
viz Kupwara and Ramban in the 1st instance on Pilot basis during 2012-13 and extend the
same to others districts of the state during 2013-14.
18. Holding of monthly Video Conferences with the DCs.
Section 4:
Description and Definition of Success Indicators

1.1 Computerization of Land Records
Data entry/re-entry/updating under NLRMP
Success Indicator
All textual data including the records of rights
(RoRs), mutation data and other land attributes
data to be updated and computerized. All
pending mutations shall be updated in 6
districts during 2013-14.
1.2 Digitization of Cadastral Maps under Digitization of all maps of 1430 villages during
2013-14.

Registration powers vests with the Judiciary
Officers and is pending till the final decision of
the Government is taken.
1.4 Integration of Land records and registration
under NLRMP
As above.
1.5 Re- Survey with Modern equipments under
NLRMP
Survey/re-survey and updating of the survey
& settlement records in 150 villages during
2013-14.
1.6 Modernization of Record Rooms under
NLRMP
Upgrading modern record rooms/land records
management centers in 6 districts of the State
with:a) a storage area with compactors/storage
devices for physical storage of records and
maps,
b) an operational area with computers/servers,
storage area network (SAN), printers, etc., and
c) a public services area for waiting/reception,
etc.
The land record details to be indexed and
stored. A document management system, i.e.,
scanning of old records; digital storage and
retrieval system should be introduced for
online storage and retrieval of the records,
indexing of data and images, etc. so as to move
towards cyber record rooms/maintenance of
land records.
1.7 Issuance of Records of Rights through
Tehsil centers under NLRMP.
Availability of certified titling copies of
Records of Rights at Tehsil Computer Centers
in 20 Tehsils during 2013-14.
1.8 Disposal of Revenue cases
1.9 Ensuring availability of relevant data for
better land and agriculture management.

Agriculture Census operation is of three
Phasesa) In the phase-I data on number and area of
all operational holdings and village level land
use information has been collected and
submitted to GOI and National Level Report
issued.
b) In phase-II, 20 % villages will be covered
for collection of detailed data of all the
resident cultivators and input survey work will
be completed by 2013-14.
c) In the phase-III, 7% villages will be covered
for collection of detailed data of all the
resident cultivators on the basis of door to
door survey. The input work will be completed
by the end of 2014.
1.10 Preparedness for Disaster Management
To raise the level of awareness among the
people and take preparatory measures to
minimize the impact of Disasters.
