Some additional information below, in case it is the Tribe, and not BIA who are looking to purchase
sandbags; Private companies, GSA contracts and FEMA and Corps of Engineers stockpiles of
sandbags are available to Tribes. Tribes who experience flooding should have bags, plastic
sheeting, and sand stockpiled. And planning in place for organized filling of bags and distribution.
Often bags are most efficiently filled and stored in a dry place, above freezing, prior to the need.

A supplier that can deliver overnight if you want a full truck load, of 500,000 bags, will cost about
$0.15/ bag or $75,000, delivery costs included. Units of 5,000 bags are currently about $0.23 /
bag, but those prices go up, as the lower cost bags are shipped and they must send higher cost,

Suggestions:

Offices and Tribes that experience flooding periodically, if not routinely, stock pile
bags/sand in dry storage for flood seasons to come.

Consider the psychological impacts of flooding and other disasters and call on the
Employee Assistance Program (EAP), or Indian Health Service (IHS) to provide postCritical Incident counseling for responders as well as those impacted by the damage.

Consider the attachments above in training and supervising those filling and moving
bags as there is a great risk of back injury. Have a Safety Officer on site.

Use the ICS System w/ Overhead Team on all such incidents… Involve your Fire
Management Officers (FMO).

Keep both the Regional and Central Office (CO/HQ) line management and the Regional
Office Emergency Management Coordinators (EMC) so they can keep the ASIA OHSES
informed, and we in turn can keep the DOI-IOC (Emergency-Interior Operation Center /
“Watch Office”) informed per policy requirements.

1. Are you maintaining liaisons/contact with your BIA Agency Superintendent and
Regional Emergency Management Coordinator (EMC) and other agencies Tribal
Liaisons (local, State, IHS, Corps of Engineers [Corps/COE/USAEC]/Tribal
Emergency Management Council, etc.) ?
2. Have you contacted your State OEM, and/or FEMA Tribal Liaison, to see if they are
working on an Emergency and/or Disaster Declaration that would allow FEMA
assistance? Has the Tribe formally declared the incident an Emergency or Disaster?
3. How many bags needed ? [See attachments for estimations of the number needed.]
Contact Corps for on-site assistance with planning/engineering of protection.
4. Have you contacted your County/State EM offices, and/or local Fire Depts. to preplan and see if they have stockpiled bags/sand, or can provide?
5. Does FEMA or the Corps have a stockpile nearby…?
6. Is there a Bureau of Reclamation (BOR) or Corps of Engineers (COE) office (or
another Department of Interior, Regional Emergency Coordination Council (I-RECC)
member office close by that might have a stock pile you could borrow from until yours
arrive?
7. Do you have a cost code, or are you asking for State, Corps of Engineers, or BIA
(Region or Central Office [CO]) funding?
8. If you need BIA funding, your Regional Director needs to request reprogramming
from the CO, and ASIA can support your request?
9. Where do you need them delivered?
10. Do you or Tribe have any other un-met needs? Have they been reported to,
discussed with, local/State/BIA Emergency Management/Services representatives?
