Exhibit Rules
All 4-H members in the Lake of the Woods County 4-H program shall
comply with the following rules as suggested by the University of
Minnesota Extension Service. Only those complying with regulations
are permitted to exhibit in the classes listed.
l. Eligibility
Members may exhibit, demonstrate, or take part only in projects in
which they are enrolled. All work on projects entered should be done
by the 4-H member and completed during the current 4-H year
unless otherwise noted.
a) Absentee judging of projects: 4-H members who have a conflict
must have pre-approval with 4-H staff prior to scheduled date of
judging. More information can be found at:

b) Judging experiences for youth with disabilities or injuries: 4-H
members/ families should visit by phone, email or in person about
options for a positive judging experience for the youth with disabilities
or injuries prior to the judging event so that every effort can be made
by staff to provide the most positive experience possible. More

2. Project Requirements
Specific project requirements are listed in the premium book under
the project information. Requirements must be followed and will
affect your ribbon placing. Enrolled members may exhibit,
demonstrate, or take part in projects in which they are enrolled.
3. Fair Registration
DEADLINE for fair registration paperwork is Monday, June 22.
Return to the Lake of the Woods County Extension Office. It is the
member’s responsibility to return the entry forms by the
deadline!
4. Exhibit/Livestock arrival
Livestock and horses must remain at the fair during the full
encampment.
5. Exhibit/Livestock release
Exhibits may be removed at 8am on the Sunday of the fair. Exhibits
removed from display earlier will be under penalty of forfeiture of
premium and/or other awards.
6. Judging Schedule
Please follow the provided judging schedule.
7. Cloverbud Policies
 Cloverbuds can enter up to 12 non animal exhibits listed in the
Cloverbud section of the Premium Book.
 Cloverbuds will exhibit on a non-competitive basis. Exhibitors
receive a flat rate premium and a special ribbon. Cloverbuds are
not eligible for champion ribbons or trophies.
 Cloverbud Dog, Cat & Pet Exhibits will be shown during the regular
Dog, Cat & Pet Show.
 Cloverbud Horse exhibits may show leadline at Horse Show or as
pen projects.
 Cloverbud Livestock Exhibits are to be registered and brought to
the barns on entry day.
 All Cloverbud livestock entries will be “pen projects” (not to include
show ring participation) and judged during regular livestock judging.
8. Food Booth
All 4-H members are expected to work a shift in the food booth.
Proceeds go to support county 4-H youth and programs.
9. Insurance
LOW 4-H carries accident insurance which supplements member’s

for any medical expense arising from accidents
occurring during an event.
10. Code of Conduct
MN 4-H has a code of conduct for youth, parents, and volunteers. In
becoming a 4-H member, parent or volunteer you agreed to these.

11. Grievance Policy
The 4-H grievance process provides a vehicle to respond to 4-H
member concerns relating to all 4-H activities. A grievance committee
may be convened by the 4-H staff for 1. Alleged wrong doing or 2.
Rule violations. Visit with the 4-H Program Coordinator to complete
the grievance form and submit the $50.00 cash or money order
required to LOW 4-H. More information can be found at:

Judges decisions are final and may not be grieved.
12. Procedure for entering Club Projects: Club projects should be
entered on the form sent to club leaders.
14. Conference Judging Expectations
All exhibitors are required to participate in Conference Judging.
Judges will ask questions pertaining to your project.
15. IAFE Show Ethics
All 4-H members will abide by the IAFE Show Ethics as learned and
agreed to in LQA&E. More information can be found at:

16. Livestock Health Requirements
All animal health regulations as stipulated by the Minnesota Board of
Animal Health and the County Agricultural Society will be in effect.
All animals should be visibly healthy and well cared for. They must
meet all health requirements and pass inspection by the official fair
vet. If there are any issues, your animal will be sent home, it is final
and not eligible for grievance. See specific guidelines under Animal
Science.
EXHIBITS
1. Members may exhibit, demonstrate, or take part only in projects in
which they are enrolled. All work on projects entered should be done
by the 4-H member and completed during the current 4-H year
unless otherwise noted.
2. Poster exhibits may not exceed 22” wide x 28” high. They may be
smaller.
3. Education Exhibits / Science Exhibits for all project areas, May
not exceed 12" deep x 24" wide x 36" high. (Center back 24" wide x
36" high, right and left wings each 12" wide x 36" high.)

4. Floor Space for any exhibit should not exceed 20 square feet. If
your exhibit exceeds this space limitation, contact the Extension
Office.
5. All exhibits must be labeled with name, club, and county. Other
appropriate information for the project (i.e., vegetable varieties)
should be included. If the exhibit has multiple pieces, each part
needs to be labeled and should indicate 1 of 4, 2 of 4, etc.
6. All exhibits will be evaluated by a conference with the judge. Blue,
red, and white ribbons will be awarded based on the member's
knowledge of the project (50%) and on the merit of the exhibit (50%).
Grand and Reserve Champion ribbons will be awarded in each
project at the discretion of the judge. The decision of the judge is
final and may not be appealed.
 Horses – All horses must be EIA tested (Coggins Test) within
twelve months prior to the 4-H Horse Show. Documentation must
be provided to the Fair Veterinarian prior to the show.
8. ANIMAL exhibitors must furnish their own bedding materials, feed
and hay.
7. Members should bring clear plastic to cover exhibits if so desired
for protection against soiling.
9. Awards will be given for herdsmanship. Awards will be given for
poultry, rabbits, horses and livestock. Recipients are the persons
doing the best job keeping their own animals/birds pens or stalls
clean, neat and presentable during the fair. 4-H and Open Class
compete together for these awards.
ANIMAL SCIENCE RULES
10. Each animal may only be shown by one exhibitor in 4-H or open.
See individual animal project rules and guidelines in the Animal
Science section of the Premium book.
STATE FAIR OR STATE SHOW ELIGIBILITY
1. All beef, dairy, goat, horse, lama, rabbit, sheep and swine
shown in 4-H livestock shows must have the required State 4-H ear
tag and/or tattoo. Animals must be identified on the appropriate 4-H
livestock ownership affidavit or lease agreement and the form(s)
must be on file at the Extension Office by the appropriate date.
2. All animals exhibited must be owned by the 4-H'er, the 4-Her’s
family or leased by agreement. Registered animals must be
registered in the exhibitor's name and/or the exhibitor's family name.
3. 4-H'ers exhibiting livestock at the County Fair are responsible for
the care and feeding of animals they exhibit.
4. All livestock exhibits, including showmanship, must be
pre-registered. Members in animal projects may exhibit one animal
per class, unless stated otherwise.
5. All 4-H'ers exhibiting livestock at the fair are eligible to participate
in showmanship. 4-H'ers must show their own animals.
6. Grooming of all livestock, including clipping, trimming, and
blocking (all species) must be done by the exhibitor, members of the
immediate family, or any other bona-fide 4-H member. The 4-Her
exhibiting the animal should be present and involved in the fitting
process at the fair. Exhibitors in violation of this rule may show for
ribbon only and will not be considered for championship or State Fair
trips.
7. Specific Animal Health Requirements
 Swine –Swine must come from a farm with a NAIS Premise ID.
 Dogs – All dogs over 6 months of age must be accompanied with a
certificate of rabies vaccination issued by a licensed veterinarian.
Proof of DHPPC vaccination must also be provided.
 Cats- All cats over 6 months of age must be accompanied with a
certificate of rabies vaccination and proof of current PCR
“distemper” vaccination.
 Poultry – Chicken and turkey exhibitors should obtain a statement
of negative pullorum-typhoid test within 90 days prior to the fair or
that they originated from parent stock classified within 12 months of
fair as U.S. pullorum/typhoid clean. Turkeys must be tested at a
laboratory for S. typhimurim and mycoplasmas, or have a
statement of origin if less than 5 months old. Documentation must
be provided to the Barn Superintendent prior to stalling.
1. Trips for State Fair, State Horse Show, and State Dog Show will
be selected from blue ribbon exhibits only (see State Dog Show
Rules for exceptions). Exhibit classes eligible for State Fair are
marked with an asterisk *.
2. State Fair trips will be awarded at the discretion of the judge.
Number of State Fair trips is determined by the number of people
enrolled in each project.
3. Members selected to represent the county at State Fair and State
Horse Show must have completed sixth grade.
4. State Policy: All youth participating at the Minnesota State Fair
as a 4-H livestock exhibitor in beef, dairy, sheep, swine, poultry,
rabbits, goat, and lama must have completed a Livestock Quality
Assurance and Ethics workshop. Certification is good for three Fair
seasons. The level of training required is determined by the grade of
the youth at the time the training takes place.
5. Competitive events, deadlines, consequences and exemption
options Every Minnesota 4-H member is eligible for a "one-time"
member exemption. This exemption provides the ability (one-time in
a 4-H member's career) for the 4-H member to acknowledge they
missed a 4-H deadline related to enrollment or competitive event
participation and waive the consequences for the named deadline.
6. Along with their qualifying state fair exhibit trip(s), 4-H members
may participate in activities such as Share-the-Fun, demonstrations,
Arts-In, or judging teams.
7. Distribution of Unused Livestock Trips: Minnesota 4-H wants to
provide as many 4-H members as possible the opportunity to
experience the Minnesota State Fair judging process. To ensure that
as many youth as possible have the opportunity to participate in a
livestock experience at the Minnesota State Fair, staff and volunteers
are asked to follow the outlined process for the distribution of unused
livestock quota trips.
State Fair Registration packets will be distributed at county fair.
Exhibitors should be ready to make a decision about attending State
Fair by the end of County Fair!

may be required.
