INTRODUCTION
Chinese High and New Technology Innovation Service Centers （Business Incubators）were
established and developed on the basis of the successful experiences in the world as well as
domestic situations under the leadership of Torch Center of MOST of China which is the
national governmental department being responsible for the establishment and development
of technology business incubators.. Through 15 years’ development, Chinese Business
Incubators have become an important part in the technology innovation system of high and
new technology industry. They have effectively promoted the transformation of technology
achievements and cultivated technology enterprises and entrepreneurs as well as have sped
up the development of Hi-Tech Industry. The achievements of incubators in China have
won high appreciation and reputation in the world.
This training workshop will introduce the best practice of business incubators through
which to promote the local economy and help managers of business incubators in
developing countries to increase their management ability on the commercialization and
industrialization of technology achievements as well as strengthen international exchange
and cooperation in the field of business incubation.

7. Preferential Treatment
★Thesis Submission
In order to encourage the mutual exchange, we sincerely hope you to provide specialized
thesis on business incubation and hi-tech projects of your country. Please send the thesis and
related materials to ibi@caohejing-ibi.com. The deadline for submission is June 30, but
early submission is highly encouraged. You could enjoy 15% discount off for registration
fees.
★ Subsidy Application
In order to promote the business incubation, the participants could apply for 50% subsidy
for registration fee from the organizing committee. The application form (Attachment 2)
should be submitted to Shanghai International Business Incubator together with your resume
as well as a brief introduction about your organization before June 30 (Note: subsidy
application could take effect after it gets acknowledge from the organizer).
The qualification of applicants is as follows:
1. come from developing countries or transitional economy countries.
2. have minimum of 4 years’ experience in business incubation.
3.submit specialized thesis (requirement is the same as above).

INFORMATION ABOUT THE ORGANIZER
Shanghai International Business Incubator (SHIBI) which is approved by Ministry of
Science and Technology of China, was established as a cooperative incubator organized by
Science & Technology Commission of Shanghai Municipality. It was headed by Shanghai
Technology Innovation Center and integrated with several Innovation Centers which have
better conditions for international incubating. It takes the organization form of “One
Incubator, Several Bases” according to various industrial focal point and specialty of each
innovation center. Under the management of the administrative commission which has the
authority and responsibility of local government coordination and macroscopic management,
SHIBI has the features of “Government coordination, The integration of resources, Rational
distribution, Mutual supplement of the advantages, Flexible operation”.
Since 1998, sponsored by Ministry of S&T of China, Shanghai International Business
Incubator has successfully hosted "International Training Workshop on Incubation Mode of
Business Incubator" for 5 years. Over 60 incubator managers or government official from 22
countries such as Russia, Poland, Czech Republic, India, South Africa, Brazil and etc, have
participated in this training workshop and learned a lot about the concept, theory and
management of business incubation especially the Chinese experience on technology
business incubators.
