Regulations regarding the Content and Form for Notices of Procurements
Issued pursuant to
Section 22. , Paragraph three; Section 25, Paragraph three; Section 26, Paragraph three;
Section 28, Paragraph two; Section 291, Paragraph two; Section 32, Paragraph two, and
Section 32, Paragraph 2.1 of the
Law On Procurement for State or Local Government Needs

1. These Regulations prescribe the content and models of the forms for prior information
notice, open procedure notice, restricted procedure notice, negotiated procedure notice, design
contest notice, notice regarding the results of an open procedure, a restricted procedure, or a
negotiated procedure, notice regarding the termination of procedure or negotiated procedure
without any result and notice regarding the results of design contest (henceforth – the notices).
2. Procurement procedure shall be announced in a lawful manner, provided that the provisions
of these Regulations are observed.
3. The notices shall be published in accordance with the procedures prescribed by the Law On
Procurement for State or Local Government Needs.
4. In order to publish a prior information notice, the contracting authority shall complete the
form “Prior Information Notice” (Annex 1).
5. In order to publish notices regarding procurement procedures for supplies contracts and
service contracts, as well as such design contests for which the estimated contract price is less
than 80 000 lats, and such works contracts for which the estimated contract price is less than 2
800 000 lats, the contracting authority shall complete the following forms:
5.1. to announce an open procedure, the contracting authority shall complete the form
“Open Procedure Notice” (Annex 2);
5.2. to announce a restricted procedure, the contracting authority shall complete the
form “Notice Regarding the Selection of Candidates for a Restricted Procedure” (Annex 3);
5.3. to announce an open procedure for a design contest, the contracting authority shall
complete the form “Open Procedure Design Contest Notice” (Annex 4);
5.4. to announce a restricted procedure design contest, the contracting authority shall
complete the form “Restricted Procedure Design Contest Notice” (Annex 5)
5.5. to announce a negotiated procedure, the contracting authority shall complete the
form “Negotiated Procedure Notice” (Annex 6);

5.6. to announce the results of an open procedure, restricted procedure or a negotiated
procedure, or the termination of the procedure or the negotiated procedure without any results,
the contracting authority shall complete the form “Contract Award Notice” (Annex 7); and
5.7. to announce the results of an open or restricted procedure design contest, the
contracting authority shall complete the form “Notice Regarding the Results of Design
Contest” (Annex 8).
6. In order to publish notices regarding procurement procedures for supplies contracts and
service contracts, as well as such design contests for which the estimated contract price is
greater than 80 000 lats, and such works contracts for which the estimated contract price is
greater than 2 800 000 lats, the contracting authority shall complete the following forms:
6.1. to announce an open procedure, a restricted procedure or a negotiated procedure,
the contracting authority shall complete the form “Contract Notice” (Annex 9);
6.2. to announce an open or restricted procedure design contest, the contracting
authority shall complete the form “Design Contest Notice” (Annex 10);
6.3. to announce the results of an open procedure, a restricted procedure or a
negotiated procedure, or the termination of an open procedure, restricted procedure or a
negotiated procedure without any results, the contracting authority shall complete the form
“Contract Award Notice” (Annex 11); and
6.4. to announce the results of an open or restricted procedure design contest, the
contracting authority shall complete the form “Notice Regarding the Results of Design
Contest” (Annex 12).
Closing Provisions
7. Paragraph six of these Regulations shall come into force on 1 May 2004.
8. Until 1 May 2004, in order to publish notices regarding procurement procedures for
supplies contracts and service contracts, as well as such design contests for which the
estimated contract price is greater than 80 000 lats, and such works contracts for which the
estimated contract price is greater than 2 800 000 lats, the contracting authority shall complete
the forms referred to in Paragraph five of these Regulations.
9. These Regulations shall be applicable as of 14 April 2004.
