Training Workgroup Scranton, PA September 14, 2005 0930 – 1020 CHAIRPERSON: Mike Chezik, DOI (for Gary Ott, NOAA SSC) HANDOUTS: Proposed Training for RRT III Meetings for 2006 Preliminary Environmental Assessment of the Impact of Hurricane Katrina in Alabama and Mississippi, 6 September 2005, by Gary Ott, NOAA SSC MEETING NOTES: The focus of this workgroup meeting is to determine what level of training we want to provide during our 2006 RRT meetings. We are not starting from scratch, but we don’t have a whole lot scheduled for any of the sessions in 2006. We will collect your suggestions for each of the workgroups. Commentor Training Suggestion/Topic Inland Area Committee Training – Chaired by Steve Jarvela, EPA Joe Albert – EPA EPA and the SPCC inspection FRP reviews and planning groups – regulations are supposed to final in September 2005. Debbie Scholz - SEA Just in time training for the area personnel for the Industry led PREP exercise in 2006 Linda Baines - USCG Continue training and exercising with the NRP with a specific annex to focus on. Maybe biological – some type of incident that we could use in practice. Alan Williams - MDE May be able to get someone from Maryland state health and an industrial hygienist to play. We will be in Baltimore area for our January Meeting. Janet Queisser We should have a Bio exercise in Baltimore. Janet would be able to get some VA personnel to participate. Don McLaughlin - EPA We can discuss the medical surveillance and the Biowatch program. ? Need to determine what our role (the RRT) is in a bio response. Dennis Carney - EPA We can devote a whole training session on bio. This could include a presentation, training and exercise in terms of the RRT involvement. Need to get a first hand involvement from Hurricane Katrina on what they saw, problems in NIMS implementation during Katrina, etc. Kevin Boyd - EPA Volunteered to will help design an exercise for the January RRT meeting in Baltimore. Need t address mass casualties from small pox, anthrax, or possibly avian bird flu – in particular, we should address disinfection issues, responder PPE, etc. Some form of Zoonotics transfer and impacts. Hurricane Katrina, the catastrophic annex, and other specific responder needs, e.g., vaccinations, conditions. We should review the Hurricane Katrina response. We should compare the hurricane response versus our worst case discharge scenarios. We could evaluate the role in Region III for the Katrina response. Spill Response Countermeasures Workgroup Training – Chaired by Kevin Boyd, EPA Kevin Boyd At this time, we have too many workgroup products to develop and finalize in the coming year, so no additional training should be scheduled Wildlife Workgroup Training – Chaired by Gary Ott, NOAA SSC Mike Chezik - DOI Heidi Stout – Tri-State Mike Chezik - DOI We need to discuss the training requirements for this workgroup with Gary Ott as he may have some specific ideas. A discussion or training on Pet Friendly sheltering – Heidi can maybe arrange a contact. Currently not focusing on wildlife response, focus is still on search and rescue and recovery operations. Originally, this RRT wanted to develop a list of response resources needed for the best management practices (BMP) for wildlife responses to small, medium, and large spill response for wildlife. At the IOSC gathering, the meeting participants went in a different direction for the development of implementation guidance for the BMP for wildlife. This effort is underway by a group of 15 wildlife response experts at the national level. This effort is being led by USFWS; they have the primary responsibilities on this role. January will probably be too early for any new information on the BMP –but we can provide an update on this effort in January. Gerald Conrad from Sector Delaware will have more information and can report on their progress in 2006. We could also invite other members of the RRT in Region 6 to provide a debrief. How were RRT 4 / 6 involved and what roles did they play. Hurricane Ophelia and the FEMA 4 response – January Delaware Bay – ATHOS 1 review for January This meeting was adjourned at 1020.
