BACKGROUND The NYP Scope of Services document encompasses all hospital-based departments in which direct patient care or support is provided to patients.1 NYP considers patient care departments to be those inpatient and outpatient departments that have direct contact with patients or provide care primarily by licensed staff. Patient support departments are defined as those that provide services that support the comfort and safety of the patient, as well as the efficiency of care provision. For each department in which care and support is provided to patients, this document provides: (1) scope of service; (2) Population Served; (3) the staff primarily providing patient care; and, (4) clinical services provided on a contracted basis by external suppliers.2 The standards and practice of all departments are defined by NYP’s mission and values, the Department’s philosophy and objectives, federal law, state regulations and city requirements, professional and regulatory bodies; and a variety of policies, job descriptions, procedures, protocols, guidelines and standards of care. Professional regulatory or licensing bodies or acts specific to the practice of a Department is indicated. II. PATIENT CARE DEPARTMENTS AMBULATORY CARE NETWORK (ACN) Scope of Service Primary care services in obstetrics and gynecology, pediatrics, internal medicine, family medicine, as well as geriatrics, psychiatry, family planning and numerous sub-specialty care services. The ACN consists of 13 primary care sites, 7 school based health centers, and 65 subspecialty care clinics. Population Served Adults and/or pediatric ambulatory patients, according to the particular site. Staff Primarily Providing Patient Care Interdisciplinary group of people including physicians, nurse practitioners, midwives, registered nurses, licensed practical nurses and unlicensed support personnel. Other categories of workers include social workers, health educators, nutritionists, housekeeping, and patient representatives. In some sites, patients are seen by residents under the supervision of an Attending Physician. Clinical Services Provided on a Contractual Basis? See Appendix for Medical and Surgical Services provided at NewYork-Presbyterian in affiliation with Columbia University College of Physicians and Surgeons and Weill Cornell Medical College. 2 The staff primarily providing patient care and clinical services provided on a contractual basis sections only apply to Patient Care Departments. 3/20 CHILD LIFE DEPARTMENT Scope of Service The Child Life Department at MSCHONY and Komansky provides emotional and psychosocial care to help make the hospital experience as manageable as possible for both the child and their family, and reduce the stress associated with illness, medical procedures and hospitalization. Population Served Pediatric inpatients, as well as parents, siblings, and other caregivers. Staff Primarily Providing Patient Care Accredited professionals. Clinical Services Provided on a Contractual Basis? No EMERGENCY DEPARTMENT (ED) Scope of Service The ED provides state-of-the-art evaluation and treatment for adult and pediatric patients with a full spectrum of emergency medical, surgical and psychiatric needs on all five campuses. NYP/WCMC is a Level I Trauma Center (Adult and Pediatric), a regional Burn Center and also the designated ED for Memorial Sloan Kettering Cancer Center (MSKCC) and The Hospital for Special Surgery (HSS). MSCHONY is a Pediatric Level I Trauma Center and both NYP/WCMC and NYP/CUMC campuses are certified Accredited Chest Pain Centers and New York State Designated Stroke Centers. Population Served Adult and pediatric patients who present to the Emergency Department. Staff Primarily Providing Patient Care Registered Nurses, Nurse Practitioners, Physician Assistants, patient representatives, liaison staff, translators, Emergency Department Technicians (EDTs), and Nurse Assistants (NAs). The physician staff includes attending emergency physicians, emergency medicine residents and additional house staff from various clinical departments – primarily Medicine and Surgery. Via the consultation service, the ED requires timely consultations from physicians of every medical specialty in the institution. Clinical Services Provided on a Contractual Basis? No EMERGENCY MEDICAL SERVICES Scope of Service The Department of Emergency Medical Services provides both Basic Life Support and Advanced Life Support care to patients in the prehospital environment. The Department currently operates five critical care transport paramedic units, eight basic life support units, three highrisk pediatric/neonatal inter-facility transport units and seventeen 4/20 emergency ambulance units in the New York City 911 system. The emergency ambulance units operate as part of the New York City 911 system and are dispatched by the Fire Department of New York a state-of-the-art communications center at NYP/WCMC that is staffed by specially trained Communications Specialists 24 hours-a-day, 365 days-a-year. The Department also monitors the LifeLine program for senior citizens in the community in collaboration with Health Outreach. Population Served Adult, pediatric, and neonatal patients in the pre-hospital environment Staff Primarily Providing Patient Care Critical Care Paramedics, Paramedics, Emergency Medical Technicians, and Communication Specialists. In the event of a largescale disaster or emergency, the Communication Specialist has the capability to call off-duty personnel for assistance. Clinical Services Provided on a Contractual Basis? No EPIDEMIOLOGY Scope of Service The Department of Epidemiology is committed to identifying, developing, and instituting interventions to prevent and control healthcare acquired infections. By integrating the practice and management of infection control, staff and patient education, and applied epidemiology and research at all five campuses, the NYP Epidemiology Program plays a key role in improving the safety and quality of patient care for both inpatient and outpatient services. Population Served Adult and pediatric patients in both inpatient and outpatient settings. Staff Primarily Providing Patient Care Epidemiologists, Infection Control Practitioners, and support staff. Clinical Services Provided on a Contractual Basis? No FOOD AND NUTRITION Scope of Service The Department of Food & Nutrition is responsible for the practice and quality of nutritional care to optimize the nutritional status of patients through the provision of foods or enteral/parenteral nutrition and to educate patients according to the principles of nutrition. Population Served Adult and pediatric inpatient and certain outpatient populations within the Ambulatory Care Network. Staff Primarily Providing Patient Care Clinical dietitians and nutritionists, dietetic interns that provide care to patients under the clinical supervision of the clinical dietitian/nutritionist, administrative and service level employees who attend to patient food service needs as outlined in job descriptions and routines. 5/20 Clinical Services Provided on a Contractual Basis? Yes: The Department contracts with Infant Formula Service to provide infant formula mixing. INTERVENTIONAL CARDIOLOGY Scope of Service Includes the Cardiac Catheterization Laboratories, the Cardiac Electrophysiology Laboratories, and the Post Heart Transplant Biopsy Suite. The scope of services includes full diagnostic and therapeutic interventional services with in-house adult and pediatric cardiovascular surgical and anesthesia support. Services include but are not limited to high risk complex diagnostic and therapeutic interventional procedures, utilizing cutting edge technology, and NYP approved research protocols and techniques. Population Served Adult and pediatric inpatients and outpatients with known or suspected cardiovascular disease and clinical indications requiring specific cardiovascular diagnostic and therapeutic interventional procedures. Staff Primarily Providing Patient Care Interventional Cardiologists, Cardiology Fellows, Angioplasty Specialists, Cardiology Nurse Practitioners, Physician Assistants, Special Procedures Technologists and Registered Nurses. In selected cases, as determined by the primary operator, moderate sedation or cardiac anesthesia is administered and monitored by a NYP anesthesiologist. Clinical Services Provided on a Contractual Basis? No NON-INVASIVE CARDIOLOGY Scope of Service Includes the Nuclear Cardiology Laboratory and Echocardiography Department. The Department primarily provides the diagnostic assessment of structural or functional heart conditions for both inpatients and outpatients using advanced imaging techniques such as: Cardiac SPECT (single photon emission computed tomography), PET (Positron Emission Tomography), MUGA (Multiple Gated Acquisition), and electrocardiograms (ECG). Population Served Adult and pediatric patients in inpatient and outpatient settings. Staff Primarily Providing Patient Care Attending Cardiologists, Cardiology Fellows, Echo Technologists and Graphics Special Procedures Technicians. Clinical Services Provided on a Contractual Basis? No 6/20 NURSING Scope of Service Ambulatory Care Nursing: Multi-specialty services for pediatric and adult outpatients in diversified clinical settings. Critical Care Nursing: Critically ill patients with life-threatening illness or injury; acute and convalescent adult and pediatric patients with complex medical, surgical needs (including burn, trauma and cardiac); and pediatric burn care. Emergency Department: Adult, pediatric, and psychiatric emergency care. Interventional Services: Multi-specialty adult and pediatrics inpatient and outpatient interventional procedures. Medical & Surgical Nursing: Adult inpatients requiring medical and pre- and post-operative care, general acute care, specialty services and alternate level of care. Perioperative Services: Pre-operative, intra-operative, and postoperative services for inpatient and ambulatory patients of all ages. Behavioral Health Nursing: Comprehensive psychiatric inpatient and ambulatory services provided for children, adolescents and adults. Women & Children's Health Nursing: Women with gynecologic and obstetric health needs (including normal and high risk antepartum, intrapartum, and postpartum care); newborn care; children from birth to adulthood with acute or chronic health problems requiring general, intermediate, or intensive care. Population Served Adult and pediatric inpatients, outpatients, and Emergency Department patients. Staff Primarily Providing Patient Care Registered Nurses (RNs) who are responsible and accountable for prescribing, delegating, and coordinating the care; Licensed Practical Nurses and nurses' aides/attendants who provide care to patients as appropriate to their levels of training and under the supervision of a RN; and, Nurse Practitioners who provide advanced nursing practice under a collaborative agreement with a designated physician. Clinical Services Provided on a Contractual Basis? Yes: Cross Country Staffing to provide temporary nursing services when additional staff is required to meet patient care needs; and, along with the Department of Laboratory Medicine, the New York Blood Center for umbilical cord blood retrieval and storage. PATHOLOGY AND LABORATORY MEDICINE Scope of Service Clinical Biochemistry, Clinical Hematology, Clinical Microbiology, Clinical Immunology and Transfusion Medicine. Anatomic Pathology Services include: Surgical Pathology, Cytopathology, Cellular Immunology, Immunopathology, Cytogenetics and Autopsy Services. Phlebotomy services are provided for patients in both ambulatory and 7/20 inpatient settings. Population Served Adult and pediatric patients in inpatient and outpatient settings. Staff Primarily Providing Patient Care Laboratory Technicians, Pathologists, Phlebotomists Clinical Services Provided on a Contractual Basis? Yes: The Department contracts with an external supplier, the New York Blood Center, to provide back-up clinical apheresis services and umbilical cord blood retrieval and storage. PERIOPERATIVE SERVICES Scope of Service A full array of advanced care for patients requiring invasive and minimally invasive procedures. Surgical services include invasive, noninvasive and endoscopic procedures for the following disciplines: Vascular/Transplant Surgery; Cardiac/Thoracic Surgery; Neurosurgery; ENT/Oral Surgery; Burns and Plastic Surgery; Genitourinary and Gynecologic Surgery; General Surgery; Orthopedics; and Ophthalmology. The scope of services includes elective and emergency surgical procedures for both inpatients and outpatients. Services are delivered to patients in the following settings: Ambulatory Surgery Unit, Operating Rooms, Pre-admission Testing Unit, Post Anesthesia Care Unit, Endoscopy, Cystoscopy, and Advanced Recovery Unit. Perioperative Services also operates the Perfusion Service. Population Served Adult and pediatric patients in both inpatient and outpatient settings. Staff Primarily Providing Patient Care Surgeons, Anesthesiologists, Certified Nurse Anesthetists, Anesthesia Technicians, Physician Assistants, Registered Nurses, License Practical Nurses, Operating Room Technicians, Perfusionists, Perioperative Patient Assistants, Nursing Attendants, Environmental Service staff, business assistants, and ward clerks. Clinical Services Provided on a Contractual Basis? Yes: The Department contracts with an external supplier, the New York Blood Center, to provide back-up perioperative transfusion services (back-up) and, the New York Organ Donor Network, to provide organ harvesting services. PHARMACY Scope of Service Provides pharmaceutical care services to all five campuses. Population Served Adult and pediatric inpatients requiring pharmaceutical care, and 8/20 outpatients as appropriate. Staff Primarily Providing Patient Care Clinical Services Provided on a Contractual Basis? Registered pharmacists primarily provide patient care with the assistance of pharmacy interns, pharmacy technicians, and pharmacy assistants as appropriate to their levels of training and State regulations. Yes: The Department contracts with Ameridose, Central Admixture Pharmacy Services (CAPS) and PharMEDium for specialty intravenous solutions; Cardinal Ready Scan and Regional Service Center (RSC) for repackaging services; and, Med Prep Consulting for pre-filled syringes. RADIATION ONCOLOGY Scope of Service Services to patients requiring radiotherapy for the treatment of cancer, as well as, several other benign conditions. Care is administered through one of the following services: Brachytherapy Service: Radioactive seeds are manually or through computer control placed in cancerous tissue to deliver a therapeutic dose of radiation over days or months; External Beam Service: The External Beam Service utilizes special delivery techniques to shape the therapeutic beam to the individual requirements of each patient. Therapy is administered with three linear accelerators utilizing conformal treatment delivery techniques, electronic portal imaging and multileaf columniation; Stereotactic Radiosurgery Service: Stereotactic radiosurgery uses pinpoint radiation beams for the treatment of brain and body lesions; and Total Body Irradiation Service: This service utilizes a high-energy xray beam under exacting geometrical alignment to suppress bone marrow and allow for the later transplant of healthy marrow. Population Served Adult and pediatric patients in both inpatient and outpatient settings. Staff Primarily Providing Patient Care Attending Radiation Oncologists, Residents, Fellows, and Registered Nurses with specialized oncology training or experience, Medical Physicists and Dosimetrists who, together with the Attending Radiation Oncologist design potential treatment deliveries and Licensed Radiation Therapists who perform the actual treatment delivery. Clinical Services Provided on a Contractual Basis? No RADIOLOGY Scope of Service A comprehensive range of imaging services across all five campuses that include, but are not limited to: Interventional Radiology, Diagnostic Radiology, CT Scans, Ultrasonography, MRI’s, Nuclear Medicine, Mammography. General radiographic services, such as chest x-ray, 9/20 abdominal films, extremity x-rays, and spinal x-rays are also provided at NYP/WD. For NYP/WD patients requiring contrast and the range of other imaging studies, these services are provided at St. Agnes Hospital in White Plains. Population Served Adult and pediatric inpatients, outpatients, and Emergency Department patients. Staff Primarily Providing Patient Care Registered and Licensed Nurses, Nursing Assistants, Patient Service Aides, Licensed, Registered and Certified Technologists (modality specific), clerical and administrative support staff, Physicists and PACS Administrators. Clinical Services Provided on a Contractual Basis? No REHABILITATION MEDICINE Scope of Service At NYP-WCMC, occupational and physical therapy inpatient services include Burns, Fracture, Hand Service, Medicine, Neurology, Pediatrics, Plastic Surgery, Cardiopulmonary, and Surgery. Treatments are provided in the Greenberg Pavilion at the bedside for all referred patients. Satellite treatment rooms are available for inpatients in Neurology and Burns. Comprehensive inpatient rehabilitation includes occupational, physical, recreation, and speech therapy located in the Baker Pavilion. Ambulatory services (occupational and physical therapy) are provided at the outpatient clinic. At NYP/CUMC, inpatient services include a comprehensive acute inpatient rehabilitation unit, and other services including cardiopulmonary, neurology and neurosurgery, orthopedics, medicine, surgery, oncology, gerontology, pediatrics and psychiatry. Services are provided in locations including: Harkness Pavilion, MSCHONY, the Vanderbilt Clinic, the Eye Institute, the Milstein Hospital, and NYP/AP. Outpatient pulmonary rehabilitation and outpatient cardiac rehabilitation programs are available. Population Served Adult and pediatric patients in both inpatient and outpatient settings. Staff Primarily Providing Patient Care Physiatrists, licensed/registered Occupational Therapists, Certified Occupational Therapy Assistants, and licensed/registered Physical Therapists, Speech Language Pathologists, Certified Recreation Therapists; Rehab Nurses, Rehab Aides, and Social Workers. Clinical Services Provided on a Contractual Basis? Yes: the Department contracts with external suppliers including: Eastside Orthotics and Prosthetics, Eastcoast Orthotics and Prosthetics, Park Avenue Medical to provide Orthotics and prosthetics services; Landauer Metropolitan and C&C Homecare to provide durable medical equipment (DME) supplies and services; and, Medstar and Home Medical Equipment (HME) to provide specialized/customized seating and mobility equipment. 10/20 RESPIRATORY CARE Scope of Service Mechanical ventilation (includes weaning), bedside and lab pulmonary function testing, arterial puncture, arterial line sampling, cardiac arrest response, transport of critically ill patients, blood gas analysis, sputum induction, patient assessment, artificial airway care, bronchopulmonary hygiene and administration of pharmacological agents related to respiratory care procedures, and other therapeutic and diagnostic services. The Department primarily provides a critical care service and is available to assist or consult for patient assessment, discharge planning, and patient/family education. Population Served Adult and pediatric inpatients. Staff Primarily Providing Patient Care Licensed Respiratory Care Therapists Clinical Services Provided on a Contractual Basis? No SKIN BANK Scope of Service The Skin Bank, housed at NYP/WCMC, provides the following services: procurement, processing and distribution of allograft skin; processing and distribution of autografts; education to the general public and referring institutions; consultation services to other departments, hospitals, or facilities regarding transplantation; research support services including, but not limited to, the Department of Surgery. Allograft skin procurement is limited to hospitals in Westchester, Putnam, Orange, Suffolk, Nassau, Dutchess, and New York City. Donation for allograft skin from living donors is not accepted. All cadaveric donors are carefully screened to determine suitability. The Skin Bank also provides cryopreservation services to NYP surgical services for autologous transplantation. Population Served The Skin Bank is the only regional skin bank in New York State providing procurement and distribution services to the downstate area and providing life saving allograft skin transplants to any person in need. Staff Primarily Providing Patient Care Medical Director, Director, coordinators and technicians. Clinical Services Provided on a Yes: The Skin Bank contracts with Labs Inc. to provide laboratory services for serological and microbiological services. 11/20 Contractual Basis? SOCIAL WORK Scope of Service Responsible for discharge planning and for coordinating patients’ plans of care across the continuum. The major functions of the Department of Social Work are: providing safe and medically appropriate patient/family transitions; assisting the patient and his/her family in coping with the social and psychological problems that result from illness and its sequelae; and helping with the social and psychological stresses that may contribute to the causation of illness. Population Served Adult and pediatric patients in inpatient and outpatient settings. Staff Primarily Providing Patient Care Licensed social workers Clinical Services Provided on a Contractual Basis? No VOLUNTEER SERVICES Scope of Service Volunteers are directly and indirectly serving patients’ needs in the inpatient and ambulatory settings throughout NYP and are only involved in patient care when it does not require professional or technical licensing. Volunteer assignment descriptions are written for every volunteer role and include the type of skills and competencies needed by the volunteer. An Interpreter Services Program within the Volunteer Services Department is in place to provide language assistance services to patients in a timely fashion. Population Served Adult and pediatric patients. Staff Primarily Providing Patient Care The Volunteer Services Department has two paid positions that cover all sites -- the Director of Volunteer and Patient Centered Services and the Manager of Interpreter Services. The NYP/WCMC has a campus Volunteer Services Manager, three Program Coordinators, an interpreter services dispatcher and a department secretary. The staffing at NYP/CUMC consists of a Volunteer Services Manager, Coordinator of Emergency Department Volunteers, and Volunteer Coordinator for the Morgan Stanley Children’s Hospital a department secretary and an interpreter services dispatcher. NYP/AP has a Manager of Volunteer Services. NYP/WD has a Director of Volunteer Services and Patient Relations and a department secretary. NYP’s interpreter services program includes a mixture of paid staff, freelancer, and agency, volunteer and medical interpreting interns to meet in-person interpretation needs. 12/20 Clinical Services Provided on a Contractual Basis? PATIENT SUPPORT DEPARTMENTS ADMITTING, DISCHARGE AND BILLING Scope of Service Admitting/ADB Personnel perform the following functions: Population Served Schedule admissions, surgical and other invasive procedures through coordination with scheduling centers within NYP; Prepare and file birth documentation with the City’s Bureau of Vital Statistics for Obstetrical patients; Provide information to patients concerning Patient Rights and Responsibilities, Advance Directives and other notices or information required by State or Federal Regulations; Accept and process deposits for private room differential or for hospital charges for patients not covered by insurance; Provide financial counseling for those without insurance; Maintain the integrity of the information in NYP’s Patient Management System; Oversee and coordinate with representatives of the varying admitting services the admission and in-house transfer of patients, placing patients in locations appropriate to their diagnosis, course of treatment or other criteria established by the clinical services; Maintain integrity of census information and provide census-related information to Administration & Clinical personnel; Provide information and directions to patients, visitors, vendors, and hospital staff members; assist physicians in the preparation of death certificate and autopsy authorization documentation; act as liaison between families, funeral homes, the Office of the City Medical Examiner and NYP’s Department of Pathology. Adult and pediatric patients in inpatient and outpatient settings. BIOMEDICAL ENGINEERING Scope of Service Maintains a medical equipment management program that promotes safe and effective use of diagnostic, therapeutic, and life support equipment. This is accomplished through the monitoring of proper equipment selection, repair, inspection, calibration, and application. The department monitors, and manages large number of maintenance agreements with various vendors. Population Served Adult and pediatric patients in both inpatient and outpatient settings. 13/20 CARE COORDINATION Scope of Service Incorporates both clinical and financial aspects of care, which are organized and monitored by specialized, experienced coordinators who oversee and manage care without being direct patient care providers. Their goals are to decrease length of stay, maintain the continuity of care, standardize practice patterns and optimize patient outcome and patient satisfaction. Population Served Adult and pediatric inpatients. CENTRAL STERILE SERVICE (CSS) Scope of Service Responsible for cleaning, preparing, processing, storing and issuing medical/surgical supplies used for patient care in the Operating Rooms and throughout NYP. Population Served Adult and pediatric patients in both inpatient and ambulatory surgery settings. ENVIRONMENTAL HEALTH AND SAFETY Scope of Service Works with other NYP Departments to foster: (1) a safe and healthful hospital environment for all patients, visitors, and staff; and, (2) compliance with all regulatory agency requirements related to environmental health and safety (i.e., Joint Commission, and Federal, State, and local governments). The programs to accomplish these ends are described in the Joint Commission Environment of Care Management Plan that provides detail on the Department’s role in hazard surveillance, response to fire/chemical/disaster emergencies, safety training for all staff, incident/complaint investigations and safety policy development. In addition, it is the Department’s task to provide an information collection, evaluation, and distribution process to enhance awareness of NYP safety issues for all employees. Population Served All hospital departments. ENVIRONMENTAL SERVICES Scope of Service Provides housekeeping services for NYP to provide a clean and safe environment for all patients, staff, physicians and visitors. This is accomplished by: (1) disinfecting and cleaning patient and nonpatient areas according to policy and procedure; (2) removing regulated and non-regulated medical waste; (3) providing unscheduled or emergency services that are necessary for health, safety or patient care; and, (4) assist in evaluating, assessing, and reporting areas or items in the interior of NYP that need repair (i.e. floor tiles, carpet, paint, plumbing, etc). Population Served Inpatient and outpatient settings. 14/20 PASTORAL CARE & EDUCATION Scope of Service Provides care to persons of all faiths as well as to those who are unaffiliated with any religious tradition or community. The scope of services include spiritual coping assessments, short-term pastoral care and counseling, emotional support, prayer, sacramental needs, provision of religious articles, and help in obtaining needs for religious observance within the hospital (such as Kosher food, etc.). At patients’ request, referrals may be made to the appropriate community religious resources, including churches, synagogues, mosques, counseling centers, or temporary residences for continuing pastoral care. In some cases, pastoral care services may extend to post-hospitalization by means of phone contact. The Department is unified across campuses and includes a training program that is nationally accredited by the Association for Clinical Pastoral Education, Inc. The Department offers a full-time, academic year residency program, multiple part-time internship programs and a full-time summer internship program. Students in these programs have clinical assignments at all Cornell, Columbia, MSCHONY and Payne Whitney, Westchester. CPE students are integrated into the Pastoral Care staff and participate fully in a rotating on-call system, the provision of multiple worship services at all locations, offered at regular times, special occasions and on holidays to meet the ritual needs of a highly diverse patient and staff population. Population Served Adult and pediatric patients in inpatient and outpatient settings. PATIENT CENTERED CARE Scope of Service Supports the commitment to establish and maintain a professional and service culture in which the patient is the central focus of attention and responsibility of everyone. The following is the Department's scope of service: Establish and Maintain a Customer Service Infrastructure— Collaborates with medical, hospital and corporate leadership to develop service standards and to maintain consistent and high quality service for patients. Oversees and manages the Hospital’s patient satisfaction measurement system including regular communication of results and trends as well as setting annual targets and action plans for improvement. Coordinates a leadership infrastructure to guide and monitor the “We Put Patients First” effort at a hospital, facility and department level. Improve Service—Leads action planning at the unit and department level to improve the patient experience and raise the ratings given by 15/20 our patients on patient satisfaction surveys. Implementation of Best Practices – Facilitates the adoption of proven best practices (e.g., discharge calls, service recovery programs) to support improvement in patient satisfaction and to “hardwire” a culture of service across the organization. Create a Culture that Supports, and is Recognized for Service Excellence— Partners with Human Resources, incorporating patient satisfaction metrics into performance reviews, re-designing the HR recruitment process, and linking employee and patient satisfaction efforts in order to emphasize that performance evaluation, recruitment and staff orientation support and recognize customer friendly, serviceoriented employees and candidates. Population Served All hospital departments. PATIENT ESCORT SERVICE Scope of Service Provides services to all ancillary and ambulatory care areas. Services provided includes patient transport, pick up and delivery of patient related items such as specimens, blood products, and miscellaneous items. At NYP/WCMC, the Department assists patients with discharge, delivery of patient’s mail, clothing, and charts. At NYP/CUMC, the Department assists patients with discharge. Population Served Adult and pediatric patients in both inpatient and outpatient settings. PATIENT ETHICS Scope of Service The Department provides an ethics consultation service at WCMC in conjunction with Patient Services Administration and Legal Affairs. In addition, the Department provides ethics education for staff, assistance with drafting of policies and procedures related to patients’ rights and organizational ethics and community outreach. Population Served Adult, pediatric patients as well as their families. PATIENT SERVICES ADMINISTRATION Scope of Service Provides a central grievance mechanism for all patients, families, and staff. Also provides ongoing in-service education for professional and non-professional NYP staff regarding patient rights and NYP policies and regulations. Function as day administrators, responding to NYP staff, regulatory agencies, patients and visitors regarding NYP policies and management issues; and advise staff, patients and families on such matters as Do Not Resuscitate disputes and any questions regarding the refusal or withdrawal of treatment. Plays a crucial role in NYP’s Risk Management Program, responding to 16/20 questions, calls or notifications of patient injuries and other potential liabilities to NYP. The Department works directly with the Offices of Risk Management and Quality and Performance Improvement forwarding appropriate information to proactively reduce risk, improve quality, and ensure safety for patients, visitors and staff. Serves as staff to the Office of the President and manage any special request or need that a patient may have. Population Served Adult and pediatric patients in both inpatient and outpatient settings. PROCUREMENT & STRATEGIC SOURCING Scope of Service Provides purchasing and supply chain services to NYP, and to selected sponsored hospitals within the NYP System. Responsible for the acquisition, receipt and distribution of all supplies, equipment and services, with the exception of pharmaceuticals and real estate transactions. The need for contracted services are determined by individual departments in accordance with NYP policies for contract execution, accreditation/regulatory and NYP Human Resource standards. Major functions of the Department include: Procurement—Responsible for procurement of products and services in concert with internal clients and departments and enters into contracts on behalf of NYP. It is also responsible for converting internal requisitions to external purchase orders that are placed with preferred or contracted resources. Logistics & Supply Services—Directs the flow of supplies (over 70,000 individual items) from suppliers to the patient bedside. The Department also operates a Print Shop which provides low volume offset printing and high volume copying at the NYP/WCMC campus. Materials Management Information Systems (MMIS)—Computerbased information systems (Lawson software systems) link the Department's procurement and supply chain operations with all of the clinical areas. This linkage allows user areas to access supply records and place orders directly into the system. Provides customized training to all system users on how to utilize our purchasing and supply chain functions. Strategic Sourcing—Manages an ongoing process with internal client groups that drives standardization and strives to reduce the cost of the products and services that NYP consumes. This is managed through Clinical, Non-Clinical, and Capital teams that take a total cost of ownership or acquisition approach to product selection and use. Contract Management and Financial Metrics – Responsible for insuring that all hospital contracts have the proper review and authorization prior to signing. Also, financial metrics are available that measure the performance and results of the department. Network Sponsored Hospital Support—Provides procurement & strategic sourcing services to selected network sponsored sites. The value to network partners is primarily access to commodity contracts 17/20 and the use of the automated materials management information system. Population Served All hospital departments. QUALITY & PATIENT SAFETY (QPS) Scope of Service The Division of Quality and Patient Safety is responsible for leading the organization’s efforts in becoming a national leader in quality and patient safety to ensure that we provide our patients and their families with world-class, safe and reliable care each and every day. The division is accountable for the overall direction, leadership and operational management of all areas associated with quality and performance improvement, patient safety, internal consulting, accreditation and regulatory compliance. Quality and Patient Safety provides leadership and cooperation to and among, the multiple work groups responsible for compliance with The Joint Commission standards and regulatory requirements. The division coordinates with Hospital leadership to develop a systematic and longterm strategic plan with projected timelines to ensure one common response for compliance with regulatory agencies. The division also oversees the development, management, and leadership of organizational initiatives to proactively ensure and improve patient safety, clinical quality and patient flow throughout the continuum of care. The division’s patient safety work includes coordinating a systematic approach for evaluation of NYPORTS events to uncover trends; assess root cause analyses, measure effectiveness of risk reduction strategies and monitor corrective action plans. The Quality and Performance Improvement (QPI) Program is directed by the Board of Trustees, the Medical Board, and the President of NYPH. The program supports the Board of Trustees QPI Committee in the coordination of all performance improvement activities throughout the institution.
