In SoCalGas’ “Envoy” website, SoCalGas provides an “OFO Report.” The OFO reports
shows, for each nomination cycle, for each day, the following items:




Forecasted send out
Injection Capacity
Off-system nominations
Latest scheduled quantity
This information has been provided on Envoy for each day since October 1, 2008.
Please respond to the following questions:
a. Please define and explain how (and by what group) each of the following items in
the OFO Report is calculated:

Please provide the cycle-by-cycle “forecasted send-out” and “injected
capacity” for each period for the period January 1, 2002 through September
30, 2008.

RESPONSE 1:
a. Forecasted sendout is a forecast of burn by all customers. Regression analysis
with day of week, lagged-independent variables, and temperature variables are used
to predict core, EG, and other noncore demand.
Injection capacity is the sum of the capacities reported by the 4 storage fields each
day.
Off-system nominations means nominations to PG&E at Kern River Station.
Latest scheduled quantity if the quantity of deliveries scheduled from the prior
nomination cycle.

QUESTION 2:
Reference: Watson Testimony at p. 6 (OFOs):
Please provide any cost analysis undertaken by or for SoCalGas respecting the
installation of meters and/or gauges on the SoCalGas’ system to measure pressure
and/or inventory on the transmission system. Please provide a breakdown that includes
the following: cost of meters and/or gauges; cost of installation; cost of integration
systems; and the number of meters/gauges required to provide an accurate measure of
pressure and/or inventory on SoCalGas’ transmission system.
RESPONSE 2:
There has been no such cost analysis. Linepack in the transmission system is
irrelevant to how SoCalGas calls an OFO.
