UNIVERSITY OF CALIFORNIA IRVINE DEVELOPMENT OPPORTUNITY The University of California, Irvine (“UCI”) is seeking Statements of Qualifications from innovative developers interested in cooperatively planning student housing with UCI and financing, developing, and managing what will ultimately be a multi-staged 4,000 bed on-campus project on 5 sites, totaling approximately 45.5 gross acres (“Project”). The University intends to enter into an agreement with the developer selected through this process for the initial joint planning work and, at the University’s discretion, for development of one or more of the five sites. Prior to permitting the start of construction at each site, the University intends to execute a long term ground lease with the selected developer. The Project is located on UCI’s main campus in the southern portion of the City of Irvine, Orange County, California, adjacent to the City of Newport Beach. Developers with student housing experience are preferred, and will need to demonstrate their qualifications to undertake projects of this size. The University will review all Statements of Qualifications submitted in response to the Request for Information and Qualifications, meet and confer with a minimum of the top three developers based on the initial submittals, and select (i) the developer with whom the University will negotiate an agreement for the Planning Stage of the Project and, at the University’s sole discretion, for the development of one or more Sites, and (ii) one or more back-up developers with whom to negotiate should negotiations with the selected developer fail or the selected Developer fail to perform. The written submittals will be evaluated with a focus on the following areas: a. Evidence of previous experience. b. Demonstrated financial capability to execute the Project using different methods of finance. c. Demonstrated flexibility of the team in planning and design and in working with University requirements. d. Demonstrated management experience and operational success with large projects housing a wide diversity of students. e. Demonstrated commitment to meeting schedules and campus requirements, compliance with local, state and federal law, and providing infrastructure and other off-site facilities for the campus. f. Demonstrated ability to maintain rents affordable to students. g. Demonstrated ability to develop student housing using varying types of construction.
