BUSTED A GANG OF ROBBERS AND RECOVERED ROBBED
BOOTY OF RS. 5,74,000/-, ONE COUNTRY MADE PISTOL WITH ONE
LIVE CARTRIDGE AND ONE ALTO CAR USED FOR COMMISSION
OF OFFENCE. THREE PERSONS ARRESTED
With the arrest of desperate budding criminals/robbers namely Mannu @
Sandeep (age-26 years) s/o Satbir Singh r/o H.No. 195, Kamrrudin Nagar,
Nangloi, Delhi, Narveer (age-21 years) s/o Mehtab Singh r/o village- Nilwal,
PO-Tikri Kalan, Delhi and Deepak@ Monnu (age-24 years) s/o Jai Kishan r/o
Villager-Nilwal, PO-Tikri Kalan, Delhi, the Outer District Operation Cell has
busted a gang of robbers and recovered robbed booty of Rs. 5,74,000/-, One
country made pistol with 01 live cartridge , One Maruti Alto No. DL-9C-QS6759 used for commission for offence. Accordingly sensational broad day light
robbery of Rs. 6 Lakhs at gun point reported vide FIR No. 34/11, dated
23.02.2011, u/s 392/397/34 IPC PS Begumpur, Delhi was worked out within 12
hours of incident.
INCIDENTS/BRIEF FACTS:
On 23.02.2011 at about 3:00 PM an information regarding loot of Rs. 6
Lakhs at gun point in broad day light at Rama Vihar, Karala, Delhi was
received and recorded at PS Begumpur, Delhi. On this information of
sensational broad day light robbery, the police officials reached the spot. The
call was found to be true. One Balvinder Singh s/o Darshan Singh r/o C-111-Y,
DDA flat, Jhangirpuri, Delhi reported that he is running his business of car
accessories and property at G-4, Sagar complex, CD Block, Pitampura, Delhi.
On 23.02.2011 at about 3:00 PM he along with his friend Naveen reached near
Prashant Property dealer, Rama Vihar, Delhi by their Santro car No. PB-02AB-5785 for purchase of a plot. They were carrying hard cash of Rs. 5.94
Lakhs in a leather bag, kept on back seat of their car. All of a sudden one Alto
car of Cherry color bearing Registration No. DL-9C-QS-6759 came from
behind and applied breakes to stop just infront of their car. This forced him to
stop his car. Before they could understand anything, two boys get down from
the Alto car, one of them opened the gate and put up pistol on his head and
threatened them to kill in case they raises any noise. The boy also took out the
keys of their car and threw them away in the bushes. The other boy took out the
leather bag containing cash amount of Rs. 5.94 Lakhs. Their third accomplice
remained seated on the driving seat of their Alto car. After taking away the bag
containing cash, they all flee away with their car. Accordingly case FIR No.
34/11, dated 23.02.2011, u/s 392/397/34 IPC PS Begumpur, Delhi was
registered.
TEAM /INVESTIGATION:On receipt of the call regarding broad day light robbery, the Special Staff
officials also responded promptly and reached the spot. Immediately a special
team comprising of Police officers of Operation Cell including SI Deepak
Malik, HC Jagdish, HC Virender, Ct. Surender, Ct. Sompal, Ct. Kuldeep, Ct.
Parveen, Ct. Ram Niwas, Ct. Krishan, Ct. Rakesh, Ct. Parveen Kumar, Ct.
Inderjeet and Ct. Amit under the leadership of Insp Puran Pant was constituted
to work on this sensational case of robbery and to make all possible efforts for
identification and apprehension of culprits. All the team members devotedly
started working sincerely on the matter with all their energy and sources. In
view of the gravity and sensitivity of offence, the dedicated team members
remained on toes to work out the case. Finally, their hard work and dedication
bore fruitful result & the team received some specific informations regarding
movement of culprits involved. The team received an information that the
robbers with looted booty have to pass through K.N.Katju Marg as they had
plan to proceed for some hill stations to conceal their presence and to enjoy
with robbed booty. On receipt of this specific information, the team members
laid a trap near Kali mata mandir, K.N Katju Marg, Delhi by putting barricades.
At about 11:00 PM the team signaled one Alto car of cherry color bearing
Registration No. DL-4C-AG-2477 to stop, while coming from sec-11, Rohini
side and going towards outer ring road side. In spite of stopping the vehicle, the
driver tried to accelerate to flee away. But as the team members narrowed the
barricades, the driver could not get any chance to flee away. All three
occupants of the car promptly get down from the vehicle and tried to flee away
in different directions. But the team members overpowered them from all
directions and left no scope for them to flee away. Deepak @ Monu and
Narveer took out loaded country made pistol and tried to make a fire to make a
way to flee away but could not succeed as promptly over powered by the team
members. Other associate namely Sandeep was also captured by the team
members. One live cartridge was recovered from Sandeep. On making search
of Alto Car one leather bag containing cash i.e. robbed booty amounting to
rupees 5.74 Lacs were recovered from the back seat of the car. The number
plate of the car was found to be fake and genuine registration of the car was
found to be DL- 9C-QS-6759. Two numbers plates of DL-9C-QS-6759 were
also recovered from the dickey of the car. The car was found to be of Deepak
@ Monu. Accordingly case FIR No. 85/2011 dated 24.02.2011 u/s 25/27/54/59
Arms Act & 411/34 IPC PS KN Katju Marg, Delhi was got registered and
investigation was taken up. All three accused were arrested in this case.
INTERROGATION:
On sustained interrogation it was revealed by Deepak @ Monu, Sandeep
& Narveer that they all are school drop outs and are part time property dealers.
They all three are fond of trips to hill stations and to enjoy joy rides with
prostitutes/girl friends. They further disclosed that as a part time property
dealer their area of operation is Rama Vihar, Jain Nagar & Karala, Delhi. As
they have nothing to invest, they used to cheat innocent/poor customers to meet
their expenses. In this process they also came to know that some rich people
form Pitam Pura, Delhi frequently visits Rama Vihar for investment in
properties and to convert black money to white with heavy cash. Some
confirmed information was collected by them that a sikh with Haryana number
Santro is coming to Rama Vihar with huge cash on 23.02.2011. Accordingly
they were hunting for the target. They also arranged for fake number plate of
DL-4C-AG-2477 to put the same on the Alto Car of Deepak before proceeding
for committing robbery. As soon as a Santro Car with Haryana registration
number was seen by them at Kanjhawala road where they were waiting with
their Alto Car, they immediately followed the car and intercepted at Neelu
Chowk Road, Rama Vihar, Delhi at about 3:00 PM. Deepak @ Monu and
Narveer immediately get down from the car having country made Pistol in his
hands and covered both the occupants of the targeted car at gun point. They
also took out the key of the car and thrown it away. Their third accomplice
remained seated on driving seat of the car in alert position. They took out the
leather containing cash from the back seat of targeted Santro Car at gun point
and flee away. After reaching at some safe distance they stopped to change the
number plate and it was only then they found their mistake that before
proceeding for committing robbery, they had forgotten to place fake number
plate. They changed the number plate of their car and in late at night as planned
were proceeding for Mussourie, UK for enjoying the looted booty but
unfortunately got apprehended with looted booty and country made pistol.

Kamrrudin Nagar, Nangloi, Delhi, he studied up-to 9th standard. His father
is a farmer. He is married and having two children.
2. Narveer (age-21 years) s/o Mehtab Singh r/o village- Nilwal, PO-Tikri
Kalan, Delhi, he studied up-to 12th standard. He is unmarried. His father is
in Govt. service in DTC. He have two brothers.
3. Deepak@ Monnu (age-24 years) s/o Jai Kishan r/o Villager-Nilwal, POTikri Kalan, Delhi, he studied up-to 12th standard. He is married. His father
is in Govt. service in DTC. He has one brother and doing a job in DSIDC
Bawana.

DESPERATE BURGLAR ARRESTED AND STOLEN JEWELRY WORTH RS. FIFTY THOUSAND
RECOVERED
Staff of PS Bawana arrested a desperate burglar namely Pradeep @
Rinku s/o Krishan Tyagi r/o Auchandi Road, Khutakarwali Gali, Bawana,
Delhi and recovered stolen jewelry worth Rs. fifty thousand.
BRIEF FACTS / INCIDENT :
Complainant Raju s/o Om Prakash r/o H. No. 1130, Kanjhawla Road
near Syndicate Bank, Delhi reported that on 21.02.11, he along with
his family members was out of his house for domestic work and when he
returned back at about 5 PM, he noticed that accused Pradeep @ Rinku
s/o Krishan Tyagi r/o Auchandi Road, Khutakarwali Gali, Bawana, Delhi,
who is a friend of his son Amit came out of his house hurriedly and
ran away on seeing them. When they entered in the house and checked
their belongings, they found that iron box kept in the house was
opened and jewelry worth Rs. 50,000/- had been stolen from the box.
In this regard, a case vide FIR No. 58/11 u/s 380 IPC PS Bawana was
registered and investigation taken up.
INVESTIGATION :
Since the accused was identified, a team comprising of HC
Joginder, 414/OD, Ct. Vinod, 1590/OD and Ct. Devender, 1351/OD was
constituted and raid was conducted at the house of accused but he was
found absconding. Sources were developed to develop the information
about the accused and to arrest him. On 23.02.11, information was
received from a reliable source that accused Pradeep would come at
Bawana Chowk in the evening to meet his family members. The team
members laid a trap at Bawana Chowk and as soon as accused came, alert
members of team nabbed him. At the instance of accused, stolen gold
jewelry was recovered from his house.

Pradeep @ Rinku s/o Krishan Tyagi r/o Auchandi Road,
Khutakarwali Gali, Bawana, Delhi is a school dropout. He is married.
He works as driver in Haryana on a Liquor Shop. He is previously
involved in the following cases :

ALERT PICKET STAFF NABBED DESPERATE CRIMINAL WANTED IN
SENSATIONAL CASES OF DACOITY/GODOWN BURGLARY OF WEST
CENTRAL AND OUTER DISTRICTS AND RECOVERED STOLEN MOTOR
CYCLE
Alert picket staff of PS North Rohini nabbed a desperate criminal namely
Sheikh Akhtar (24 years) s/o Samabul r/o H. No. 246, Sirdi Park, Jahangir
Puri, Delhi, wanted in sensational cases of dacoity, godown burglaries of West,
Central and Outer Districts and recovered a stolen motor cycle from his
possession.
BRIEF FACTS / INCIDENT :
On 23.02.11, a secret information was received
that a desperate criminal involved in various dacoity / godown burglaries would
pass through the Ayodhya Chowk in the afternoon. Accordingly, a picket was
set up at Ayodhya Chowk, Divider of Sector-6 & 7, Rohini to nab the accused.
HC Harpreet, Ct. Indraj and Ct. Rajender were conducting checking of vehicles.
At about 2 pm, one motor cycle borne youth came from West Metro Station side
and picket staff signaled him to stop for checking. Instead of stopping the
motor cycle, he tried to take ‘U’ turn to escape from the spot but alert picket
staff overpowered him after a minor chase. On enquiry, he revealed his identity
as Sheikh Akhtar (24 years) s/o Samabul r/o H. No. 246, Sirdi Park, Jahangir
Puri, Delhi. When he was asked to produce the documents pertaining to
ownership of motor cycle, he tried to mislead the picket staff and started to
make excuses. On verification, the motor cycle No. DL-10S-2867 (Make
Yamaha FZ) found stolen and wanted in case FIR No. 74/11 u/s 379 IPC PS
K.N.K. Marg. Accordingly, the motor cycle was seized and accused was arrested
u/s 41.1 (d) Cr.P.C. for further investigation.
INTERROGATION : On sustained interrogation, accused confessed that he
had stolen the said motor cycle on 16.02.11 from Sector-15, Rohini. He further
disclosed that on 01.11.10, he along with his associates namely Anwar, Bunna,
Anadul, Mota, Churak and Anvai r/o Jahangir Puri had stolen 6 tons brass from a
godown located in the Industrial Area of S.P. Badli and disposed of the same to
a Scrap Dealer namely Shamsher in Jahangir Puri. He further disclosed that
they used to involve driver Anwar in the crime to transport the stolen goods in a
tempo. One of the accused persons namely Mota, who is a rag picker used to
provide them information about soft target. In this regard, a case vide FIR No.
345/10 dated 01.11.10 u/s 380/457/411 IPC PS S.P. Badli was registered. Later
on, Scrap Dealer Shamsher was arrested by the staff of PS S.P. Badli and stolen
goods was recovered but accused was absconding since the day of incident.
Accused further disclosed that he had also stolen 7-8 tons gun metal from a
godown located in Industrial Area, Anand Parwat along with his associates on
05.12.10. They transported the stolen good in a tempo and disposed of the
same to one Scrap Dealer Hazi in ‘J’ Block, Jahangir Puri. In this regard, a case
vide FIR No. 98/10 dated 05.12.10 u/s 457/380/34 IPC PS Anand Parwat was
registered. Later on, Scrap Dealer Haji was arrested by Crime Branch and
stolen goods was recovered but accused was absconding since the day of
incident.
Accused further disclosed that he had also committed a dacoity along with his
associates in Kalinga Cable Factory, Kirti Nagar, Delhi. In this case, accused
persons overpowered the guards and staff of factory and robbed Rs. 1.6 lacs,
mobile phones and brass scrap in huge quantity. In this regard, a case vide FIR
No. 25/2008 dated 08.02.2008 u/s 392/397/34 IPC PS Kirti Nagar was
registered and accused was absconding since the day of incident.
Further investigation is being conducted to probe more involvements of
accused.

PROFILE OF ACCUSED :
Sheikh Akhtar (24 years) s/o Samabul r/o H. No. 246, Sirdi Park, Jahangir
Puri, Delhi is illiterate. He is married. He has father, mother, three brothers
and two sisters in his family. Accused assists his father in Scrap Dealer Shop in
Jahangir Puri. He originally belongs to Village Kanchanpur, PS Mahisadan,
District Madnipur, West Bengal. After committing crime, accused used to escape
in West Bengal for 2-3 months where his family resides. He was released from
jail in the month of October, 2010 and after that he committed dacoity / robbery
along with his associates who used to meet at Mukarba Chowk, S.P. Badli. He is
previously involved in the following cases :
1. FIR No. 52/10 u/s 392/397/34 IPC PS Jahangir Puri.
2. FIR No. 31/10 u/s 392/397/34 IPC PS Jahangir Puri.
3. FIR No. 463/06 u/s 399/402 PS Vasant Kunj.

TWO CCL INVOLVED IN CHAIN SNATCHING ALONGWITH RECEIVER OF STOLEN
PROPERTY APPREHENDED AND RECOVERED 6 GOLD CHAINS AND BLACK PULSAR
USED IN THE COMMISSION OF CRIME
With the apprehension of two CCL and receiver of stolen property Sanjay Verma (35
years) r/o Gali Bankwali, Village Bankner, Delhi, the staff of PS K.N.K. Marg recovered 6
gold chains and a motorcycle (Black Pulsar) used in commission of crime and six cases of
chain snatching worked out.
INCIDENT / BRIEF FACTS :
On 23.02.11 at about 02.00 PM, Ms. Sonam Saxena d/o Sh. Pradeep Kumar r/o B7/55, Sector-17, Rohini, Delhi, a student of JBT was going to institute and when reached near
Joshi Market, Sector-17, Rohini, two boys came on Pulsar Motor Cycle No DL-8S NC 6053 and
snatched her gold chain and ran away from the spot. When she raised alarm, two constables
who were patrolling nearby also reached there and chased the snatchers on motor cycle. The
complainant also chased them by seeking help from a motorcyclist. Later on due to
aggravation being chased by policemen, motorcycle of snatchers fell down on the road
opposite Delhi Technological University. At the same time, Ct. Ajay, 822/OD and Ct.
Bijender, 870/OD reached there and apprehended both of them with the help of public.
Meanwhile, the complainant also reached there. On enquiry, it revealed that both children
are CCL (16 years old). One stolen gold chain was recovered from the possession of a CCL.
In this regard, a case vide FIR No 83/11 dated 23/02/11 u/s 382/411/34 IPC PS KNK Marg
has been registered and investigation taken up.
INVESTIGATION :
During the course of investigation, it revealed that motorcycle used in commission of
crime was registered in the name of mother of a CCL. During enquiry, CCL disclosed that
they had also committed several snatchings and four snatched gold chains recovered from
the house of a CCL. They also disclosed that after committing snatchings, they used to
dispose of them to Sanjay Verma, a goldsmith of Village Bankner on meager prices.
Accordingly, a raid was conducted at the Jewelry Shop, Village Bankner and recovered one
snatched gold chain from the shop of Sanjay Verma. During enquiry, both CCL further
disclosed that they used to spend the money earned by snatching for purchasing branded
clothes, shoes and expensive watches, etc. Further it revealed that they were also visiting
the prostitutes at GB Road.
PROFILE OF ACCUSED PERSONS :
1) No profile being CCL.
2) Sanjay Verma (35 years) r/o Gali Bankwali, Village Bankner, Delhi is married. He is running
a Jewelry Shop in Village Bankner, Delhi. He used to purchase the stolen golden chains at
cheaper rates and melt them to prevent recovery by police.

Two Heroin Manufacturing Units unearthed
The officers of Special Cell have unearthed two Heroin
Manufacturing/processing Units in NCR area during raids led by Insp.
Attar Singh, Sub Inspectors Satyender Vashist & Virender Tyagi under the
supervision of ACP/Shri Subhash Tandon by arresting four members of said
Interstate Narcotic Drugs Syndicate, namely (1) Hari Prasad Verma r/o DB695, Near Bada Jain Mandir, Sonipat, Haryana (2) Anil @ Bhola r/o B-155,
Raghubir Nagar, Delhi (3) Om Prakash, r/o Village Gurdia Joga, PS Misroli,
Distt. Jahalawar, Rajasthan and (4) Nand Kishore Tiwari S/o Prem Chand
Tiwari r/o A-108, Ganesh Puri, Behind Shiv Chowk, Shalimar Garden
Extn.II, Shahibabad, Ghaziabad (UP), who have been active for a long time
in this racket.
On a tip off on 14th Feb 2011, Hari Prasad Verma traveling in his
Maruti Car was apprehended in the area of Ashok Vihar, with 500 gm of
Heroin where the other accused Anil @ Bhola was also arrested with 500
gms of Heroin, which was handed over to him by Hari Prasad at the spot.On
sustained interrogation of the accused, it emerged that these accused
persons along with others were running a complete Heroin Manufacturing
unit in a high profile area of OMAX City in Sonipat and Shalimar Garden
Extention Part-II, Sahibabad, UP. Unit at OMAX city Sonipat, was being run
by Hari Prasad and his associate namely Om Parkash who is an expert in
manufacturing of Heroine. During the raid in aforesaid flat at Omax City ,
Sonipat, Om Parkash was arrested with 500 gms of processed Heroin. The
Special Cell team also recovered 50 Lts of Acetic Anhydride (used in
preparing in Heroine), 350 gms Barbitone and 400 gms power(used to
enhance the quantity and quality/power), from the said flat. On further
disclosure a subsequent raid was conducted at the house of Anil @ Bhola at
D-155, Raghubir Nagar, Delhi from where 250 gms Heroine and 10 liters
Acetic Anhydride was recovered.
In pursuance of disclosure of Hari Prasad, another raid was
conducted in a house No. A-39 Ganesh Puri, Behind Shiv Chowk, Shalimar
Garden Extn.II, Shahibabad, Ghaziabad , UP, from where Nand Kishore
Tiwari was arrested on 23.02.2011, when he was preparing Heroine in
above rented house. 300 Gms of fine quality Heroine, was recovered from
his possession. From house search of rented room, huge quantity of
Narcotic Drugs and Psychotropic Substances electronic weighting machine,
grinding machine with jars, Poly Sealer, empty chemical boxes, packing and
other incriminating material was recovered. From interrogation it was
revealed that Nand Kishore was running this unit, after arrest of his partner
Chander Mohan Makkad, who was earlier arrested by the Narcotics Branch
of Delhi Police. After his arrest, Nand Kishore Tiwari absconded and shifted
the said unit at this new rented house. Nand Kishore and Chander Mohan
Makkad have been running said unit for the last fifteen years at the
different venues.
Collectively, in this entire racket the Special Cell has been
able to recover 2.05 Kg. fine quality Heroine, 60 Lts of Acetic
Anhydride (used in preparing in Heroine), 5.350 Kg. Phebarbital, 2 Kg.
power (used to enhance the quantity and quality/power), huge quantity
of chemicals, other packing material, stickers of various chemicals,
Electronic weighing machine, Grinding Machine with two jars, Poly
Sealer, six empty chemical boxes, packing and other incriminating
material in addition to 08 mobile phones, One Maruti Car, and One
Motor Cycle (used in the transporting the contraband), from the
possession of the accused persons.
Anil @ Bhola is previously involved in various cases of NDPS Act,
Excise Act and Robbery. In the year 2002, he was arrested along with one
Nigerian National namely Anne by Narcotics Control Bureau for possessing
5 kg of Heroin for which both were convicted with six years of imprisonment
in the year 2008 After coming out of jail in 2008, Anil got associated with
another notorious drug dealer Chander Mohan Makkad and his contact
Hari Prasad Verma and they all reactivated their drug network to deliver
the drugs to the other countries through persons of Nigerian Origin, who
further use to supply the consignments of Heroine to England, France,
USA, Canada, South Africa, etc.
Hari Prasad Verma a resident of Sonipat, Haryana was originally
a dhaba owner but subsequently switched over to drugs smuggling when he
came in association with Chander Mohan Makkad. Makkad further
introduced him to Anil @ Bhola. It was at the flat of Hari Parsad where Om
Prakash was engaged in processing of Heroine, which he has purchased in
the name of his second wife. Chander Mohan Makkad used to supply him
raw material required for the preparation of Heroin who was earlier arrested

Narcotics Branch of Delhi Police. Hari Parsad is very shrewd and in order to
evade the enforcement agencies he used to change his mobile and SIM
numbers very frequently. He also used to communicate with a person with a
particular mobile number and he used to take care, not to use same mobile
number to communicate with other persons so that enforcement agencies
could not track his network. During the raid many mobiles and SIMs were
recovered from his possession.

gang of Highway car jackers involved in Delhi & NCR. Arms Ammunition and 6 stolen cars recovered.
INCIDENT & TEAM
With the increasing incidents of robberies and Car jacking in and around Delhi and NCR, a team
of AATS/East District was formed to keep a close watch on the activities of active robbers and Car
jackers in the area of Delhi and NCR. On 17/02/2011, specific information was received in the office of
AATS/East District that Kamil, a desperate robber and Auto-Lifter of Western U.P. will come to Kondli,
along with his associates in a stolen car and the gang members are also carrying illegal weapons. On
receipt of this information a team comprising of Inspr. V.N. Jha, SI Abhaya Narain Yadav, SI Love Atrey,
ASI Manoj Kumar, HC Dharminder, HC Narender, HC Bijender, HC Virender, HC Rakesh Kothiyal, HC
Dharmbir, HC Jagdish Pal Ct. Tehjeeb Haider, Ct. Balik Ram, Ct. Harender, Ct. Ishak Mohd, Ct. Rakesh
Kumar, Ct. Pawan, Ct. Ajit Kumar and Ct. Deepak Tiwari under the close supervision of ACP D.L. Negi
ACP/OPS/East was formed and trap was laid near Kondli Bridge Delhi. At about 03.40 PM, on the
instance of the informer, one Silver Grey Maruti Wagon-R Car, without number plate was intercepted
near Chilla Bridge and three persons sitting in that car were apprehended later identified as Kamil s/o
Umed r/o Village Nahali PS Bhojpur, District Ghaziabad, (U.P.) Age-24 Years, Talib s/o Tehseen r/o
Village Nahali PS Bhojpur, District, Ghaziabad (U.P.) Age-26 Years and Ronak s/o Ajmat Ali r/o Village
Nahali PS Bhojpur, District, Ghaziabad (U.P.) Age-26 Years. One country made pistol with two live
cartridges and one button activated knife was recovered from their possession. The Wagon- R car they
will traveling in, was also found to be stolen vide FIR No. 70/2011 u/s 379 IPS PS Kasna District Gautam
Budh Nagar (U.P.) subsequently two cases were registered at Police Station Kalyan Puri, Delhi vide FIR
No. 73/2011 dt. 17/02/2011 u/s 25 Arms Act and 74/2011 dt. 17/02/2011u/s 411/34 IPC & 25 Arms Act
under appropriate sections of law.
INTERROGATION
All these accused persons were subjected to sustained interrogation. During the interrogation, it
was revealed that, they are members of gang of Highway robbers actively involved in car jacking and
receivers of stolen vehicles. Accused Talib disclosed that he is into buying stolen vehicles from Auto
Lifters at low cost and after preparing fake documents sells them at a higher price. He also disclosed
that he along with his associates Kamil, Mustkeem and Nawab had robbed one Bolero Jeep from Khichri
Pur Kalyan Puri Delhi in February 2011. Subsequently, Talib and Kamil were taken on Police Custody
remand. During their remand it was also found that accused persons used to purchase stolen vehicles
from auto lifters namely Abdul Salam @ Addu r/o Village Nihali, PS Bhoj Pur, Bulandshahar, UP and
Suleman r/o Village Meetha Pur, PS Gulawathi, Bulandshahar, UP and after getting the vehicle fake
documents were prepared by their another associate namely Shiv Kumar of Gulawati, UP with the help of
computer and selling those stolen vehicles with fake documents, using them as genuine, to bonafide
buyers. Five more stolen cars has also been recovered at their instance. Raunak is also involved in a
case of assault on police party in case FIR No. 561/10 PS Pilakhwa, UP, grievously injuring one Sub
Inspr. of U.P. Police. During interrogation it was also revealed that accused persons are also involved in
trade of illicit liquor and before selling these stolen vehicles they use these vehicles for carrying illicit
liquor from Gurgon, Haryana to Uttar Pradesh.

INFORMATION AND OPERATION
On 23.2.2011 at 10.30 AM, HC Sukhi Ram No. 595/W, Ct Ranbir No. 1048/W
along with QRT Staff Ct. Sunil 1413/W and Ct. Sanjay 2384/W were on patrolling
duty at Pankha road Janakpuri. When they reached near C-1/201 Janakpuri, the staff
heard people shouting as thieves-thieves. On hearing the noise, they immediately
reacted and started chasing the persons. After covering a long distance they
apprehended two persons running in different directions. On interrogation, they were
identified as Mahavir S/o Bhagawan Dass R/o 44/45 Ranaji Enclave Najafgarh New
Delhi and Charanjeet S/o Man Mohan resident of Rain Basera Delhi-6. On further
interrogation it was revealed that they were running after committing theft at house
No. C-1/201 Janakpuri and all the stolen items i.e a Timex Watch, a Purse and Rs
500/- were recovered from the possession of accused persons.
INTERROGATION AND CONFESSION
On sustained interrogation of the accused persons, initially they misguided the
Police by telling their wrong addresses and parentage. Again they were interrogated at
length but they did not disclose any thing. The staff used scientific method to
interrogate them and by using CRIS net. After testing their finger prints on CRIS net,
it was revealed that accused persons were noted criminals of Najafgarh area and were
actively involved in the crime. Charanjeet was previously involved in cases of theft
NDPS Act and illegal arms Act. His involvements are in four cases of Inder Puri,
Maya Puri, Model Town, Kamla Market. Accused Mahavir was escaping from the
eyes of the Police and was never arrested. Accused Charanjeet was convicted in the
above mentioned cases. A case vide FIR No. 49/11 dated 23.2.11 U/S 380/411/34 IPC
has been registered in this regard and further interrogation of accused persons is
continuing. Accused persons used to
target the houses in the broad day light,
especially when the male members of the family remain out on the job. Then after
noticing they commit burglary. Both the accused persons are drug addict.

INTERSTATE GANG OF AUTO LIFTERS/ROBBERS BUSTED ; 3 ACCUSED

With the arrest of three notorious South District Police has busted a
gang of autolifters and recovered five stolen vehicles i.e. one TSR, four
motorcycles, bunch of master keys etc.

TEAM, INCIDENT & ARREST:
In order to prevent incidents of vehicle thefts and to apprehend criminals
involved in such incidents, several teams were constituted in South District. A
team of Anti Auto Theft Squad, South District consisting of HCs Parmod Kumar,
Consts. Umesh Kumar, Kanwal Singh, Yoginder Singh, Aman, Sanjeev Shah under
the supervision of Sub Inspector Balihar Singh, I/C AATS and Sh. Kulwant Singh,
ACP/Operations was formed to further develop the information and apprehend the
accused involved in these incidents.
The team so formed worked relentlessly and collected details of several
criminals with similar modus-operandi and activated their secret informers to
collect information about the criminals involved in these vehicle thefts. These
details were analyzed minutely and it came to fore that the gang of notorious
autolifters headed by Jatin Vasudev might be involved in these incidents. The hard
work of police team bore results and upon specific information accused
persons Jatin Vasudev, Mithun Rai and Upender were apprehended while they
were on the way to dispose off one stolen T.S.R in FIR No. 78 /11 dated
18.02.11 u/s 379 IPC P.S. Malviya Nagar, New Delhi.
INTERROGATION, MODUS OPERANDI AND PROFILE:
During interrogation, it was revealed that Jatin Vasudev is leader of this
gang. They had committed several incidents of M.V. Thefts, burglaries etc. in
several parts of Delhi. At their instance, four stolen motorcycles have also
been recovered.
All the above criminals were previousely residing at Jhuggi cluster of
Alaknanda and after demolition of Jhuggis, they all started living at J.J. Colony,
Madan Pur Khadar, Delhi.
Jatin Vasudev was born in the year of 1984 at Bhogal, Delhi. He has
studied up to 5th class. He came in contact with bad elements from his childhood
and involved himself in criminal activities since 2005. He was first time arrested
by Kalkaji Police in the year 2008 and two T.S.Rs were recovered from him at
that time. In Tihar Jail, he met Mithun, Upender and Mukesh and they all
formed a gang and started criminal activities. After release from jail, he
deserted his home and started living at Madanpur Khadar and they all in a
group started criminal activities like auto lifting, house burglaries and even
petty robberies.
Mithun Rai was born in the year of 1988 in the Jhuggi cluster of
Alaknanda, Delhi. He is an illeterate. He is involved in the criminal activities since
childhood. He was first time apprehended as a juvenile at P.S. C.R.Park, Delhi
for his involvement in a case of house theft. After that, he has been arrested
twice by police of Kalkaji under Arms Act and by the Sarita Vihar Police for
preparation of dacoity.
Upender was born in the year 1989 in the J.J.Cluster of Alaknanda, Delhi.
He has studied up to 3rd class. He is involved in criminal activities since
childhood and he was first time arrested as a juvenile at P.S.Kalkaji, Delhi. He
was also arrested under Arms Act at P.S.Kalkaji, Delhi and for the preparation
of dacoity at P.S.Sarita Vihar, Delhi.

TEAM AND ARREST:
After registration of the case and looking into the modus-operandi adopted by the accused,
sustained and persistent efforts were put in for many days by a special team comprising SI
Madhurendra Kumar, HC Rajeev Mohan Tyagi, Constables Rajesh Kumar, Rajeev Tyagi,. Ravi
Kant, Yudhisther and Kalyan Singh under the supervision of Inspr. K.P. Malik SHO/PS Lodhi
Colony and Sh. Vinod Kumar, ACP/Defence Colony. The team had to toil hard to reach to the
accused as they had contacted the complainant from the mobile number obtained after
submitting fake IDs and there was no clue about them. But the continuous hard work of the
police team bore fruits and finally accused were nabbed from the Khanna Market Lodhi Colony
on 18.02.11.
INTERROGATION, MODUS-OPERANDI & PROFILE:
During sustained interrogation of the accused, it was revealed that they used to collect the
data of the potential customers interested in getting bank loan from the banks as the accused
had already worked in one of the nationalized bank and had access to the details of the
customers. They also approached the complainant after getting her details from the bank by
calling her from the mobile number obtained on the fake documents. Accused Tauqir @ Neeraj
went to the complainant and allured her to get a loan sanctioned on the cheaper interest rates.
Accordingly, she gave a cheque for Rs.6300/- to the accused by writing the particulars in the
cheque with the magic pen given by the accused. The complainant also gave some other relevant
documents to the accused. The aforesaid cheque belonged to Lodhi Colony Branch of the
Union Bank of India. The accused persons in connivance with each other erased all
particulars filled in with their magic pen on the cheque given by the complainant and
changed the same as per their convenience. The name of the bank in whose name cheque
was favoured used to get replaced by their own individual name and the amount was also
used to be tempered as per the balance available in that particular account belonging to
the account holder. By adopting this modus-operandi,
already filled in by the complainant in this particular case

efforts are being made to ascertain their other involvements.
Accused Kuldeep has studied up to 8th class and had been working as a DSA. Accused
Taukir has studied up to 10th class and had been working as a Compounder in Hari Nagar,
New Delhi.

A debate on the topic “MANAV ADHIKARON KI RAKSHA SE POLICE KIS
TRARAH LABWANIT HOGI” was organized by Delhi Police under the aegis of

The winners of preliminary round were selected for final round.
The final round of the debate competition was held on 24.2.2011 at
12.00 Noon at Conference Hall, PHQ in which 07 contestants representing 3 ranges
speaking in favour of the topic and also against the topic participated. The jury was
headed by Shri P.S. Bawa, IPS (Retd.), a renowned veteran police officer, Shri M.S.
Sandhu, IPS, Spl. Commissioner of Police, Prov. & Logistics, Delhi and Shri T.S.
Luthra, Addl. Commissioner of Police, Special Branch were members of the jury.
The topic of the debate was “MANAV ADHIKARON KI RAKSHA SE POLICE KIS
TRARAH LABWANIT HOGI” in which the participants from both sides offered and
raised many social, legal and other issues. HC Ramesh Dagar, SI Karan Singh,
W/ASI Sunita, Const. Dhananjay, Inspr. Suresh Chander, HC Vinod and HC Vikram
were the participants/speakers. The First prize has been awarded to W/ASI Sunita
and Mandal trophy has been awarded to New Delhi Range.

Blind murder case solved.
Car used in crime seized.
Two persons arrested.
A team of officers of Crime Branch led by Inspr. Harvansh Singh and
consisting of SI Gyanendra Rana, ASI Suresh Chandra, HC Atul Kumar, HC Lakhvinder,
HC Sanjay Kumar, Ct. Harender, Ct. Pradeep, Ct. Praveen and Ct. Maneet under the
supervision of ACP M.C. Katoch have worked out a blind murder case in which the
victim had been taken from Saket and then murdered and his dead body dumped at
Suraj Kund, Faridabad, Haryana. 2 persons have been apprehended and the vehicle
used in the crime seized.
Information was received by SI Gyanendra Rana that Aman Kumar and
Sandeep Sharma both residents of Govind Puri, Delhi are involved in the disappearance
of Gaurav Gupta (aged 23 years) r/o Maidan Garhi, Extn. Chhatarpur, Delhi. This
information was further developed and on 23/02/2011 Aman Kumar (aged 22 years) @
Ranvir Singh @ Vishal @ Tutu and Sandeep Sharma (aged 30 years) @ Sameer were
apprehended while traveling in a car at Sector-1 Dwarka, Delhi.
Sandeep Sharma @ Sameer and Aman Kumar @ Ranveer Singh were
subjected to intensive interrogation. It was revealed that Aman Kumar is previously
involved in cases of theft and snatching of Delhi. All the three i.e. Sandeep Sharma ,
Aman Kumar and Gaurav Gupta were involved in immoral trafficking. Sandeep Sharma
developed intimacy with the wife of Gaurav Gupta who had earlier been involved in
immoral trafficking but had later married Gaurav Gupta. Sandeep Sharma wanted to
eliminate Gaurav Gupta for he wanted the lady and as well as use her for immoral
trafficking. Sandeep Sharma on 15/02/2011 alongwith Aman Kumar hatched a
conspiracy to eliminate Gaurav Gupta. They contacted Gaurav Gupta and picked him
up from Saket in the Zen Car of Sandeep Sharma. Sandeep Sharma drove the car
while Gaurav Gupta sat on the front adjacent seat. Aman Kumar @ Ranveer Singh sat
on the rear seat. He repeatedly hit Gaurav Gupta on his head with a spanner till he died.
They then drove to Suraj Kund and after dumping the body they drove over the body
number of times to project it as a road side accident and to prevent identification of the
body. On the next day the body was noticed and a case under the appropriate sections
of the law was registered at PS Suraj Kund, Faridabad, Haryana. Till the apprehension
of the killers the body had remained unidentified. The vehicle used in the crime has also
been seized.
The concerned police station has been informed about the arrest of the
killers of Gaurav Gupta.

61 Bottles of Fake premium Scotch whisky recovered.
3 persons arrested
One Hyundai i-20 car seized.
A team of officers of the Crime Branch led by Inspr. Suresh Kumar
and consisting of SI Harbir Singh, SI Rajbir Singh, SI Krishan Lal, HC Narender, HC
Ravinder, HC Sanjay, HC Yashpal, Ct. Rajbir, Ct. Subhash, Ct. Jasbir and Ct.
Rajeev under the supervision of ACP Ravi Shanker have recovered 61 Bottles of
fake premium Scotch whisky in a Hyundai i-20 car and have arrested 03 persons.
Information was received by SI Harbir Singh that fake scotch whisky is
being sold in Delhi. This information was further developed and on 23/02/2011,
specific information was received that a person would come in a Hyundai i-20 car
with fake Scotch whisky to Punjabi Bagh, Delhi for selling it to a contact. On this
information a trap was laid at Punjabi Bagh and one Hyundai Car was intercepted.
Three persons were apprehended who were identified as Saurabh Kesar, Ajay
Khattar and Surender Kumar. 25 bottles of Johnny Walker Black Label whisky were
recovered from Saurabh Kesar and 18 Bottles each were recovered from Ajay
Khattar and Surender Kumar. A case under the appropriate sections of the law was
registered. The details of the arrested persons are as under:

Saurabh Kesar @ Bunty (28 years) s/o Late Shri Chander Mohan Kesar
r/o Paschim Vihar, Delhi. He has small store selling cosmetic items at
Janakpuri area.
Ajay Kumar Khattar (53 years) s/o Late Shri Jaidev Khattar r/o Sector-6,
Rohini, Delhi. He has a counter at Gaffar Market, Karol Bagh.
Surender Kumar (52 years) s/o Late Shri Ramji Dass r/o Subhash Nagar,
Delhi. He is Property Dealer at Mohan Garden, Uttam Nagar, Delhi.
On interrogation, the accused persons disclosed that they are
supplying fake high branded premium whiskey for last 3 years. They used to
purchase the fake whiskey from one Ashwani Lamba r/o Rajender Nagar, Delhi at
the rate of Rs. 1000/- for each bottle and further sell for Rs. 1600/- to their respective
customers for marriage functions. The accused persons earned more than
Rs.20,000/- each per month from this illegal trade. Efforts are being made to
apprehend Ashwani Lamba.
Further investigation is in progress.

Whereas, a large numbers of commercial places/shops have come up in Delhi, which are popularly
known as Cyber Café and a large number of people visit them to use the facilities available in such places
including e-mail facility.
1. And whereas, it has come to the notice that certain criminal anti-social elements/terrorists are using these
facilities to mislead the security/investigation agencies, create panic in the public, endanger the security of
VVIPs and Govt. Installations, and help in the terrorist activities directly affecting the security of the State

And whereas, it is necessary to take speedy measures in this behalf to prevent danger to human life or
safety, to thwart/prevent terrorist activities, which may affect the security of the state and disturbance of public
and tranquility.

Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by
Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs,
New Delhi’s Notification No. 11036/1/2008-UTL, dated- 31.10.2008 and further delegate to the
undersigned vide Govt of India, Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2010UTL, dated 09.09.2010, I, R.C.Saini, Assistant Commissioner of Police of Sub-Division Ashok Vihar of
North-West District, Delhi, do hereby make this written order, for strict compliance by the owner of such
Cyber Cafes in the entire jurisdiction of Sub- Division, Ashok Vihar, Delhi:(a)
Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by
the owner of the café.

Maintaining a register for identity of the visitor/user.
(c)
Make an entry in the handwriting of the visitor/user mentioning name, address, telephone No. and
identity proof. The visitor/user shall also sign in the register kept for this purpose.
(d)
The identity of the visitor/user shall be established through Card, V.Card, R.Card, D.License, Passport
and Photo Credit Card (anyone of them).
(e)
The user of Cyber Cafe are photographed on continuous basis and a record of the same is maintained
properly.
(f)
Activity server log should be preserved in main server and its record should be preserved for at least
six months.
(g)
If any activity of the visitor is of a suspicious nature, the owner of the Cyber Café will immediately
inform the P.S.
(h)
Record be maintained about the specific computer used by the person.

These order shall come into force with effect from 21.12.10 shall remain in force for a period of 60
days up to 19.02.2011 (both days inclusive) unless withdrawn earlier.

Any person contravening this order shall be liable to be punishable under Section 188 of the Indian
Penal Code.

As the notice can not be served individually on all concerned, the order is hereby passed ex-parte. It

Two Heroin Manufacturing Units unearthed
The officers of Special Cell have unearthed two Heroin Manufacturing/processing Units in NCR area
during raids led by Insp. Attar Singh, Sub Inspectors Satyender Vashist & Virender Tyagi under
the supervision of ACP/Shri Subhash Tandon by arresting four members of said Interstate Narcotic
Drugs Syndicate, namely (1) Hari Prasad Verma r/o DB-695, Near Bada Jain Mandir, Sonipat,
Haryana (2) Anil @ Bhola r/o B-155, Raghubir Nagar, Delhi (3) Om Prakash, r/o Village
Gurdia Joga, PS Misroli, Distt. Jahalawar, Rajasthan and (4) Nand Kishore Tiwari S/o Prem Chand
Tiwari r/o A-108, Ganesh Puri, Behind Shiv Chowk, Shalimar Garden Extn.II, Shahibabad,
Ghaziabad (UP), who have been active for a long time in this racket.
On a tip off on 14th Feb 2011, Hari Prasad Verma traveling in his Maruti Car was apprehended in
the area of Ashok Vihar, with 500 gm of Heroin where the other accused Anil @ Bhola was also
arrested with 500 gms of Heroin, which was handed over to him by Hari Prasad at the
spot.On sustained interrogation of the accused, it emerged that these accused persons along
with others were running a complete Heroin Manufacturing unit in a high profile area of OMAX City
in Sonipat and Shalimar Garden Extention Part-II, Sahibabad, UP. Unit at OMAX city
Sonipat, was being run by Hari Prasad and his associate namely Om Parkash who is an expert in
manufacturing of Heroine. During the raid in aforesaid flat at Omax City , Sonipat, Om Parkash
was arrested with 500 gms of processed Heroin.
The Special Cell team also
recovered 50 Lts of Acetic Anhydride (used in preparing in Heroine), 350 gms Barbitone and 400
gms power(used to enhance the quantity and quality/power), from the said flat. On further
disclosure a subsequent raid was conducted at the house of Anil @ Bhola at D-155,
Raghubir Nagar, Delhi from where 250 gms Heroine and 10 liters Acetic Anhydride was
recovered. In pursuance of disclosure of Hari Prasad, another raid was conducted in a house No.
A-39 Ganesh Puri, Behind Shiv Chowk, Shalimar Garden Extn.II, Shahibabad, Ghaziabad , UP,
from where Nand Kishore Tiwari was arrested on 23.02.2011, when he was preparing Heroine in
above rented house. 300 Gms of fine quality Heroine, was recovered from his possession. From
house search of rented room, huge quantity of Narcotic Drugs and Psychotropic Substances
electronic weighting machine, grinding machine with jars, Poly Sealer, empty chemical boxes,
packing and other incriminating material was recovered. From interrogation it was revealed that
Nand Kishore was running this unit, after arrest of his partner Chander Mohan Makkad, who was
earlier arrested by the Narcotics Branch of Delhi Police. After his arrest, Nand Kishore Tiwari
absconded and shifted the said unit at this new rented house. Nand Kishore and Chander Mohan
Makkad have been running said unit for the last fifteen years at the different venues.
Collectively, in this entire racket the Special Cell has been able to recover 2.05 Kg. fine
quality Heroine, 60 Lts of Acetic Anhydride (used in preparing in Heroine), 5.350 Kg. Phebarbital,
2 Kg. power (used to enhance the quantity and quality/power), huge quantity of chemicals, other
packing material, stickers of various chemicals, Electronic weighing machine, Grinding Machine
with two jars, Poly Sealer, six empty chemical boxes, packing and other incriminating material in
addition to 08 mobile phones, One Maruti Car, and One Motor Cycle (used in the transporting the
contraband),from the possession of the accused persons. Anil @ Bhola is previously involved in
arious cases of NDPS Act, Excise Act and Robbery. In the year 2002, he was arrested along with
one Nigerian National namely Anne by Narcotics Control Bureau for possessing 5 kg of Heroin for
which both were convicted with six years of imprisonment in the year 2008 After
coming out of jail in 2008, Anil got associated with another notorious drug dealer Chander Mohan
Makkad and his contact Hari Prasad Verma and they all reactivated their drug network to deliver
the drugs to the other countries through persons of Nigerian Origin, who further use to supply the
consignments of Heroine to England, France, USA, Canada, South Africa, etc.
Hari Prasad
Verma a resident of Sonipat, Haryana was originally a dhaba owner but subsequently switched
over to drugs smuggling when he came in association with Chander Mohan Makkad. Makkad
further introduced him to Anil @ Bhola. It was at the flat of Hari Parsad where Om Prakash was
engaged in processing of Heroine, which he has purchased in the name of his second wife.
Chander Mohan Makkad used to supply him raw material required for the preparation of Heroin
who was earlier arrested by the Narcotics Branch on 10.01.2011 and earlier
by NCB Delhi Zone and Narcotics Branch of Delhi Police. Hari Parsad is very shrewd and in order
to evade the enforcement agencies he used to change his mobile and SIM numbers very
frequently. He also used to communicate with a person with a particular mobile number and he
used to take care, not to use same mobile number to communicate with other persons so that
enforcement agencies could not track his network. During the raid many mobiles and SIMs were
recovered from his possession.
Further investigation of the case is in progress.
