HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy Risk Overview We will insure one to four family residences. Multi-unit residences (two-four families) must be owned and insured by the same individual(s) under a single policy. The dwelling and other structures must be well maintained and show pride of ownership. Coverage must be purchased at the full reconstruction cost value of the exposure. Alterations, Additions and Renovations affecting the value of the exposure must be reported upon completion. Coverage may be provided for the Dwelling, Other Structures, Personal Property and Loss of Use (Fair Rental Value and Additional Living Expense). Condo Unit Owners and Renters are eligible for Personal Property and Loss of Use (Additional Living Expense) Coverage. Coverage will only be provided on a primary basis. Deductible buy-downs and excess coverage are not permitted. Binding Authority All submissions are unbound. ICAT retains all binding authority. Quotes are in effect for up to 90 days. Policy Term The policy term is 12 months for all renewal business. New business may be issued with a policy term of less than 12 months to coincide with an insured’s underlying nonhurricane policy. Premium charged for new business policies issued with a term of less than 12 months will be prorated by the number of days the policy is in-force divided by 365 and multiplied against the annualized premium. See cancellation rules for policies cancelled mid-term. Eligibility criteria General Criteria o Eligibility, minimum valuation and overall condition of the building and roof must be verified via inspection. o Properties with mixed roof shapes or construction types shall be rated for the higher factor unless the lesser factor can be proven to be at least 2/3 of the overall area. o Inspection and policy fees may apply. Fees are fully earned. Detached structures should be entered as a separate structure. o All property values must reflect 100% insurance to value. o Coverage may be restricted due to Company aggregate accumulations. Risks Requiring Underwriter Approval o Coverage B and Coverage D limits in excess of 20% of the Coverage A limit. o Risks previously declined or non-renewed by ICAT for underwriting reasons. Ineligible Risks o EIFS (Exterior Insulation and Finish Systems) cladding on all construction classes. o Dwellings under construction or exterior/structural renovation. o Dwellings on the historical register. o Dwellings over tidal water. o Farm and Ranch exposures. o Greenhouses constructed with glass. o Commercial Risks, including Condominiums and Townhouses where the named insured is an Association, business entity and/or any commercial occupancy. o Mobile or Modular homes. o Risks damaged previously without repairs being completed. o Dwellings with excessive debris on the property of the insured risk. o Dwellings with excessive mold or wood rot which affects the structural integrity of risk. o Dwellings with an original construction year prior to 1900. Coverages Coverage A (Dwelling) Defined as a structure used principally for dwelling purposes including additions and extensions permanently attached thereof. Coverage applies to materials or supplies pertaining to the service, upkeep and maintenance of the dwelling and other structures on the covered location. “Guest houses” or secondary residences housing service staff on the same location as the primary residence, will also be written under the dwelling coverage as a separate building. Coverage B (Other Structures) Available only when Coverage A is written on the same location. Defined as structures located on the same location as the covered dwelling and separated from the dwelling by a clear space. This includes structures connected only by a fence, utility line, or similar connection. Coverage C (Personal Property) Defined as property usual or incidental to the dwelling that is owned by the named insured or in the named insured’s care, custody or control while located at a covered location. Special limits may apply to certain classes of Personal Property as shown below. The special limit is the total amount we will pay for each loss for all property in the category shown. These special limits of coverage do not increase the Coverage C amount. 1. $1,000 on rowboats and canoes. 2. $1,000 limit on collectible stamps, coins and medals. 3. $1,000 limit on jewelry, watches furs, or precious and semi-precious stones, whether set or unset. 4. $2,500 limit on plated ware, silverware, goldware, pewterware, trays, tableware and other household items consisting primarily of silver, gold or pewter. General Homeowner Underwriting Guidelines-Named Hurricane 03/20/09 ICAT CONFIDENTIAL 3 HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy 5. $500 limit on firearms. 6. $1,000 limit on golf equipment, other than golf carts. 7. $500 limit on golf carts. 8. $1,000 limit on art, antiques and heirlooms, fine arts and collectibles. 9. $2,500 limit on property used for business purposes located at the residence premises and not otherwise excluded. 10. $1,000 on computers and peripheral devices, including software packages available through the retail market. Coverage D (Loss of Use) – Includes Additional Living Expense and Fair Rental Value Additional living expense is defined as a covered loss resulting in damage to that part of the dwelling in which an insured normally resides such that it is no longer fit to live in. Coverage applies for the additional living expense incurred by the insured to maintain their normal standard of living. If a loss covered results in damage to that part of the dwelling the insured normally rent to others, coverage applies for the fair rental value as it pertains to the damaged residence less any nonrecurring expenses incurred as a result of the damage. Coverage E – Additional Property Coverage—Subject to $25,000 aggregate policy limit Coverage for certain types of property are excluded within Policy Form HIHU 100 unless specifically stated on the Declarations Page and both a limit of coverage and a premium amount are shown. The following property may be specifically listed for coverage to apply: APC TYPE Boardwalks, Catwalks, Decks, Trestles and Bridges Pools in Open Awnings, Canopies Fences, Property Line Walls, Lattice Work, Trellis Machinery and Equipment in Open Satellite Dishes General Homeowner Underwriting Guidelines-Named Hurricane 03/20/09 ICAT CONFIDENTIAL 4 HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy Driveways, Courts, Pads Fountains, Statuary, Monuments, Tombstones Coverage F - Ordinance or Law Coverage After a covered cause of loss, we will pay the increased costs to repair, replace, rebuild or demolish the covered dwelling or other covered permanent structures as required by law and made necessary by a covered loss, subject to the limit shown on the Declarations Page, Schedule A. Coverage is available for structures built in or after 1994. This coverage may be available for older buildings, subject to Underwriter discretion. Incidental Business Occupancy Incidental business use is permitted when using the Residential Policy Form HIHU 100 provided the following conditions are met: 1. The business must not occupy over 25% of the residence premises 2. The business must not be the primary source of household income. 3. Coverage for business materials must be included within the Coverage C – Personal Property limit of coverage for the full replacement cost of the materials. Endorsement Options Endorsement HIHU 208: Mold Coverage Extension Coverage for Mold applies only to Coverage A (Dwelling) and only in the event damage occurs as a result of a covered cause of loss. This endorsement will automatically attach to all policies issued with a covered dwelling. There is no additional charge for this endorsement. A sub-limit of $10,000 per Dwelling applies Endorsement HIHU 302 Ordinance or Law After a covered cause of loss, we will pay the increased costs to repair, replace, rebuild or demolish the covered Dwelling or other covered permanent structures as required by law and made necessary by a covered loss, subject to the limit shown on the Declarations Page. This coverage is a 20% additional limit of Coverage A. A 20% surcharge applies to the basic premium for the Dwelling coverage. Endorsement HIHU 500: Personal Property Replacement Cost In the event of a Covered Cause of Loss to Covered Property, the Residential Policy Form HIHU 100 provides for settlement of Personal Property at Actual Cash Value. Actual Cash Value is determined by calculating the Replacement Cost of the property less any depreciation. The Personal Property Replacement Cost Endorsement provides Replacement Cost coverage for Personal Property without subtracting for depreciation. A 30% surcharge applies to the basic premium for the Personal Property coverage only. Endorsement HIHU 504 Windstorm Protective Devices The Windstorm Protective Devices Endorsement is automatically attached to each policy written where a credit for Windstorm Protective Devices relating to opening protection is shown on the application. This endorsement warranties that the insured Dwelling has Windstorm Protective Devices and that they will continue to be maintained during the policy period. Deductible Option ICAT Specialty offers Named Hurricane percentage deductibles, subject to a minimum deductible amount. The percentage deductible applies by policy to the total policy limits. Total policy limits are defined as the sum of limits for the coverage’s chosen and listed on the Declarations Page including the Dwelling, Other Structures, Personal Property and Loss of Use. Coverage E – Additional Property Coverage – Actual Cash Value Basis In no event will the claim settlement exceed the limit shown on the Declarations Page or the amount actually spent repairing or replacing the damaged property. Midterm Changes ICAT Specialty recognizes that the coverage needs of an insured may change during the policy term. The policy may be endorsed mid-term for changes in exposure providing the following criteria are met. A. The change in exposure is applicable to both the hurricane and nonhurricane policies affecting the property covered. B. Requests for a decrease in coverage mid-term will be allowed only in the event the insured no longer has an insurable interest in the property. Midterm changes that do not result in a change in exposure may be made at any time. Cancellations Pro-Rata Cancellation Available when: The insured no longer has an insurable interest in the property. The insured maintains an insurable interest in the property covered; however, the policy was not in-force at any time from June 1st – November 30th of the policy year. ICAT Specialty requested the cancellation for any reason during the underwriting period or if there was misrepresentation of the risk, a material change in risk characteristics, or a non-payment of premium. Short Rate (Hurricane Season Penalty) Cancellation If coverage existed at any time from June 1 to November 30 during any 1-year policy term, the amount of premium to be returned will be a percentage of the total premium as follows: General Homeowner Underwriting Guidelines-Named Hurricane 03/20/09 ICAT CONFIDENTIAL 7 HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy Percentage of Days Policy In-force 0-8% 9%-17% 17%-26% 27%-38% 39%-50% Greater than 50% Percent of Annual Premium Refunded 75.0% 50.0% 25.0% 15.0% 10.0% 0.0% Billing ICAT Specialty provides the following billing options: o Mortgagee Billing – At the insured’s request, ICAT Specialty will bill the Primary Mortgagee Company (1st Mortgage Company listed on binder) for premium due. The full premium is due within 45 days of the effective date of the policy and will be cancelled to account inception if payment is not received. o Full Pay—Direct Bill (Direct Bill—Amounts billed under this method will be drawn from Producer’s account by EFT 3 days after the policy bind date or effective date, whichever is later). o Installment Plan – Direct Bill of 25% down, plus fees and a $9 installment fee. The down payment will be drawn from Producer’s account by EFT 3 days after the policy bind date. The remaining balance will be invoiced to the insured in (3) equal installments over the following consecutive three (3) months . If a mid-term change is made on the policy resulting in additional premium due, the premium due will be invoiced to the insured. The premium due from policy changes will be waived if the amount due or payable is $5.00 or less. Refunds of return premium amounts less than $5 are available upon request. Minimum Premium For policies with a covered dwelling, a minimum premium of $100 applies. Condo-Form or Tenant only policies are subject to a $25 minimum premium. Fees Policy Fee: $25 per policy General Homeowner Underwriting Guidelines-Named Hurricane 03/20/09 ICAT CONFIDENTIAL 8 HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy Inspection Fee: $50 per location All fees are fully earned. Hurricane and tropical storm moratorium guidelines ICAT does not backdate coverage. When the Central Pacific Hurricane Center of the National Weather Services declares a hurricane watch or warning that affects any of the Hawaiian Islands, a moratorium will be in effect. The moratorium will extend for 72 hours after the Central Pacific Hurricane Center removes the hurricane watch or warning. Notification of a moratorium will be e-mailed to producer email addresses on file with ICAT. ICAT is not responsible for email delivery failures of moratorium notices; it is the Producer’s responsibility to verify moratorium status prior to submitting a bind request. It is also the Producer’s responsibility to provide ICAT with accurate and up-do-date email addresses. During this time, requests to bind new business, add coverage or increase existing coverage will not be honored. These restrictions do not affect a change of address for the same location on the same policy when there is no increase in coverage (i.e., address change due to Emergency 911 changes). This does not affect renewal binding or non-premium bearing endorsement requests as long as the request to bind is received (or on retail renewals the premium is received) prior to the expiration date of the policy term. BOR Requirements & Procedures These requirements apply to all ICAT renewals: Mid term BOR requests will not be honored. However, the insured may request their current policy be cancelled and request a new policy be bound, which will include all applicable fees. When a BOR letter is received, ICAT will notify Producer via email of receipt of the request. As a general principal, ICAT will honor a 5-calendar day waiting period. However, if the request is time sensitive (i.e. the effective date is within the next 5 days), and the insured requested the waiting period be waived, ICAT may waive the waiting period. The Broker of Record Letter or Letter of Rescission must: Be written and signed by the insured; Include the ICAT policy number, if applicable; and Include the name of the new agent or broker. Upon completion of the inspection, if there are no underwriting alerts or discrepancies, the form and photos are filed with no further action. Below is a list of reasons why an inspection may be alerted: a. The submitted building details do not match what is found upon inspection. b. The submitted building value is not sufficient based on the established minimum cost per square foot. c. The building is under construction and/or undergoing exterior/structural renovation. d. The building has existing unrepaired damage. 4. If a change to the policy is required, and all eligibility requirements are met, an endorsement will be processed reflecting the correct building characteristics and/or valuation. General Homeowner Underwriting Guidelines-Named Hurricane 03/20/09 ICAT CONFIDENTIAL 11 HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy The endorsement will be emailed to the agent with a copy of the inspection and the insured will be billed the additional premium (if any) by ICAT. If the change results in return premium, it will be paid by check to the insured, mailed to the agent. 5. If the building becomes ineligible based on inspection findings and/or there is damage, a copy of the inspection including photos of the property and the cancellation confirmation are emailed to the Agent. The next day the printed Notice of Cancellation gets mailed to the Insured, the Agent and any Additional Interest on the policy. Please refer to the producer guides on the ICAT website for the most up-to-date eligibility requirements. 6. If damaged, upon receipt of photographic evidence confirming all the repairs have successfully been completed and prior to the cancellation effective date, we will consider reinstatement. If reinstated, a reinstatement confirmation will be emailed to the agent. Notice of Reinstatement will be mailed to the insured, the agent and any additional interest on the policy. 7. If the cancellation date passes without evidence of repairs, a prorated cancellation will be processed. The prorated return premium will be paid by check, made payable to the insured, and mailed to the agent. General Homeowner Underwriting Guidelines-Named Hurricane 03/20/09 ICAT CONFIDENTIAL 12 HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy Appendix Windstorm Protective Device Definitions Roof to Wall connection ties, when properly installed and installed on each roof truss, rafter or joist in accordance with 1991 Uniform Building Code (UBC), or other approved or engineered connection method, qualify for premium reduction credits. Wall to Foundation connection straps, when properly connected and installed at 48” center to center, in accordance with 1991 UBC, or other approved or engineered connection method, qualify for premium reduction credits. Foundations must be engineered and embedded in the ground in accordance with 1991 or later UBC. Wall to Foundation credits apply to bearing plates that are connected to a masonry foundation or concrete slab on grade at 48” center to center. Floor to Wall (floor to floor) ties/straps are required to be installed every 48” and for each story to be recognized for credit under this item. Connecting columns or posts to concrete pads not embedded in the ground will not be recognized for credit under this system. a. Standard credit applies if Windstorm Protective Devices (WPD’s) (anchor bolts, straps) have been installed that connect the walls to a continuous foundation. For walls, the maximum spacing for connection points is four feet. For posts, or columns in post and beam construction, each post must have an approved connector. Either the walls or the posts must form a continuous load path to a masonry or concrete foundation imbedded in the ground. b. Superior credit applies for connections more favorable than those described under “Standard”. (i.e. Connection points less than four feet, but meeting all other criteria listed above) Opening Protection such as storm shutters and plywood panels, or other approved opening protection, when installed in compliance with the following criteria, qualify for premium reduction credits: Opening protection must protect each opening in the structure. Openings include, but are not limited to, doors, Windows, skylights, and vents other than roof ridge and soffit vents four square feet under. A garage door does not General Homeowner Underwriting Guidelines-Named Hurricane 03/20/09 ICAT CONFIDENTIAL 13 HI Homeowner Underwriting Guidelines Named Hurricane - Admitted Policy require shuttering or additional protection if the door is engineered or approved (includes retrofitting) to withstand sustained Wind speeds of 80 MPH or more. a. Standard credit applies when the opening protection system complies with the “Dade County Florida Ordinances” for storm shutters utilizing the “Small Missile” impact test. Approved laminated glass and impact resistant plastic Window film must be installed in accordance with the manufacturer’s guidelines. b. Superior credit applies when the opening protection system complies with the “Dade County Florida Ordinances” for storm shutters utilizing the “Large Missile” impact test. Deployable systems (shutters and panels) or systems that require installation prior to an approaching storm must have the fittings permanently installed on the building. For example, wood or metal panels require (permanently installed) bolts, screws, and tracks in order for panels to be installed correctly. a. Standard credit for wood panels requires a minimum of 1/2” thick treated plywood. There shall not be any unsupported joints. The allowable spans between bracing for the 1/2” plywood panels shall not exceed two feet in one direction and four feet in the other direction. b. Superior credit for wood panels requires a minimum of 19/32” thick treated plywood and shall be continuous over two or more spans (no unsupported joints) with face grain perpendicular to the supports. The allowable spans between bracing for plywood panels shall not exceed four feet in any direction. Roof Types Flat Roof is defined as a single plane with a low pitch designed to shed water as pictured below: Gable Roof is defined as two pitched roofs, back to back such that a triangle is formed. Included in this definition are buildings constructed of brick veneer, stone veneer, iron clad or stucco on wood. If wood framed, both interior and exterior walls must be of single wall construction. This classification includes buildings described above which are either not connected to or do not have a foundation consisting of masonry materials forming a continuous barrier from building to ground around the entire building. Such buildings shall be considered to have a substandard foundation. Standard Frame - Double Wall Buildings with less than 66 2/3% of the exterior wall area constructed with masonry materials or wood and/or metal framed buildings without specific wind resistive devices and not specifically engineered* and constructed to withstand wind speeds up to 80mph. Included in this definition are buildings constructed of brick veneer, stone veneer, iron clad or stucco on wood. This classification includes buildings described above which are either not connected to or do not have a foundation consisting of masonry materials forming a continuous barrier from building to ground around the entire building. Such buildings are considered to have a substandard foundation. Superior Frame Wood or metal framed buildings constructed in accordance with the 1991 (or later Uniform Building Code including appendices (1991 UBC) resulting in a structure built to withstand wind speeds from 80 MPH to 100 MPH. Also included are engineered* buildings, including wood or metal framed buildings, engineered and constructed to withstand wind speeds from 80 MPH to 100 MPH built prior to the 1991 UBC. Masonry Buildings with at least 66 2/3% of the exterior wall area constructed of masonry materials; horizontal levels (floors and roofs) constructed of either metal or wood frame. Walls constructed of masonry materials must support at least 66 2/3% f the structural loads (weight) from the horizontal levels. Semi Wind Resistive Buildings with at least 66 2/3% f the exterior walls area constructed of masonry materials; horizontal levels (floors and roofs) constructed of a metal deck covered with a minimum of 2” (two inches) thick concrete. Masonry walls must support 66 2/3% of the structural loads (weight) from the horizontal levels. And, an engineered* building, wood or metal framed, that is constructed to withstand wind speeds from 101 MPH to 120 MPH. Wind Resistive Buildings with at least 66 2/3% of the exterior wall area constructed with masonry materials; horizontal levels (floors and roofs) constructed of a minimum 4” (four inches) thick concrete. Masonry walls must support at least 66 2/3% of the structural loads (weight) from the horizontal levels. Superior Wind Resistive Buildings with 100% of the exterior wall area constructed with masonry materials; horizontal levels (floors and roofs) constructed entirely with masonry materials. The building is required to have opening protection (shutters and storm panels) engineered* to withstand wind speeds of over 160 MPH. *Engineered Building – The buildings structure and/or materials used to construct or protect the building has been designed by a licensed architect or structural engineer.
