INFORMATION BULLETIN
1.
Venue
The Fourth Meeting of Ministers of Education will be held from August 10-12, 2005, in
Scarborough, Tobago. The meetings will be held in the Scarborough Ballroom on the ground level of
the Hilton Hotel.
The inaugural session will take place on Wednesday, August 10 in the Scarborough
Ballroom of the Hilton Hotel, and will be followed by a reception in honor of the delegates. A full
schedule of events and detailed information can be obtained upon registration.

Room reservations will be made strictly in the order of receipt of requests, and according to
the information provided therein. The hotel bill will be paid directly by each participant at the end of
the meeting.
In view of the high demand for hotel rooms in Tobago, participants are advised to make their
reservations as early as possible, directly with the hotel. When booking, please indicate your
participation in the OAS IV Meeting of Ministers of Education.
All reservations, without exception, must be confirmed by July 31, 2005. After that date, the
initial blocked off reservations will be released and the National Coordinating Office will assume no
responsibility for reservations made at the designated hotels. Cancellation of reservations after that
date will be subject to the current rules and practices of the international hotel industry.

Air Transportation
It is recommended that delegates and observers reserve their round-trip flights to Tobago as
soon as possible, directly with the airlines or travel agencies. Delegates are advised that travel
arrangements should be made to and from Crown Point International Airport in Tobago.
5.
Entry and Departure Requirements
All delegates are also responsible for ensuring that they meet the visa requirements of the
Republic of Trinidad and Tobago. Delegates/participants traveling on the passport of the Organization
of American States, CARICOM member states, United States of America, and the United Kingdom are
not required to have a visa for entry into Trinidad and Tobago. Nationals of all other countries are
advised to check with the nearest Embassy of the Republic of Trinidad and Tobago.
The Government of Trinidad and Tobago has reviewed the list of member states and observer
countries of Trinidad and Tobago and has granted a special privilege for participants of the Conference.
However, all delegates/participants must have a valid passport for entry into the country.
Departure tax is TT$100.00 (US$15.90) and is to be paid by all individuals leaving Trinidad
and Tobago, except delegates/participants traveling on official/diplomatic passports.

Reception at the airport
The Government of Trinidad and Tobago will make the necessary arrangements to welcome
delegates at Crown Point International Airport in Tobago and provide transportation to the hotel. For
this purpose, the enclosed arrival information form should be sent to the National Coordinating Office.

Registration of participants
Registration will take place at the foyer of the Tobago Hilton starting from 1:30 p.m. on
Wednesday, August 10. The delegates will receive their identification cards, which, for security
reasons, will have to be shown at every meeting.

8.
Working documents language
Work sessions at the meeting will be conducted in the official languages of the Organization –
English, French, Portuguese, and Spanish – and simultaneous interpretation will be provided in those
languages.
9.
Communications
Telephone calls can be made from the hotels and the conference location. In the latter case they
will have to be made at the delegate’s expense. International phone cards can be purchased and used at
the allocated phones located in the hotel. Also a delegates’ lounge will be available for internet
services.
10.
Currency
The currency unit is the Trinidad and Tobago dollar. The exchange rate fluctuates between
$6.26 and $6.30 to US$1.00 (selling rate).
11.
Climate
The climate is tropical, warm all year round and pleasantly cool at night. August falls within
the rainy season, which runs from June to December.
12.
Local time
In August, the time will be the same as in Washington, D.C.
13.
Electricity
The electric standard is 120 volts 60 HZ.
14.
Medical services
The National Coordinating Office will make medical services available to participants during
meeting hours.
