Land at Old Mill Road, Coleshill

Summary
1.1
Severn Trent Water are carrying out improvements to their pumping station
positioned on Council owned land at the rear of the Recreational grounds at Old Mill
Road, Coleshill, and wish to acquire the freehold interest of the small area of ground
on which the pumping station is positioned.

Recommendation to the Council
That 40 square metres of Council owned land at Old Mill Road,
Coleshill, as shown on the plan appended to this report be sold to
Severn Trent Water Ltd on the terms set out in the report.

Background
3.1
The Birmingham-Meriden-Solihull Foul Water underground drain passes through the
Council’s Recreational Ground at Old Mill Road, Coleshill and there is currently an
above ground pumping station on the drain, positioned to the rear of the ground,
which is inadequate and has been causing pollution. Severn Trent Water wish to
improve the pumping station and cure the problems.
3.2
Severn Trent served notice on this Council that they intend to carry out works on the
drain under the provisions of The Water Industry Act 1991 which will involve the
replacement of the pumping station with an underground unit. They wish to acquire
from this Council the land on which the pump will be positioned. The site (40 square
metres) is shown on the plan attached as an appendix to this report.
3.3
The following terms have been negotiated with Severn Trent for the sale of the
freehold interest of the land:-
3.3.1
The sum of £500 will be paid for the freehold interest of the site of the pump
amounting to 0.01acres (40 square meters)
3.3.2
A right of way will be granted to Severn Trent over the recreational ground for access
or maintenance purposes.
3.3.3
Severn Trent will be responsible for constructing a new access track and turning
area between Old Mill Road and the pumping station on the Council owned land.
3.3.4
Severn Trent will contribute towards the maintenance of the access track on an
accorder to user basis.

3.3.5
Severn Trent will replace the gates on the boundary of Old Mill Road with a 4 metre
wide new gate and 1 metre wide wheelchair access gate to the Council’s approved
style and standard. The Main gate will have a dual locking system for both parties to
have access to the site.
3.3.6
Severn Trent will be responsible for a landscaping scheme around the purchase area
which will be maintained by Severn Trent until established, estimated to be 3 years.
3.3.7
Severn Trent will be responsible for the Council’s legal and surveyors fees in this
matter.

Consultation
4.1
The Assistant Director (Leisure and Facilities) has been consulted on these
proposals and has no objection to them.
