The Regular Meeting of the Council of the Village of Empress was held in
the Empress Village Office on Monday December 19, 2014 at 5:30 p.m.

RESOLUTION by Councillor Farnden that the Council of the Village of
Empress adopts the agenda for the Regular Council Meeting of December 19,
2014 as amended.

RESOLUTION by Mayor Van Dam that the Council of the Village of Empress
adopts the minutes for the Regular Council Meeting of November 24, 2014 as
presented.

DELEGATIONS:
CPL. JEFF CLARK
Corporal Jeff Clark of the Oyen RCMP Detachment attended at council to
introduce himself and see if there was anything Council would like addressed.
Cpl. Clark informed Council that the detachment is now back up to a full force
of 4 staff.

MUNRO
Paul and Laura Munro attended at town council to discuss the problem of their
water line freezing up. it has frozen 4 times in the past 20 years with last year
being the worse as they were without water for
ACADIA FOUNDATION
Councillor Farnden updated Council on the Acadia Foundation meeting she
attended December 16, 2014 in Oyen.
BIG COUNTRY
MEDICAL/DENTAL
BOARD
Mayor Van Dam provided a report on the Big Country Medical Dental Board
meetings he attended October 10 and November 26, 2014 in Oyen.
SAMDA BOARD
Councillor Farnden updated Council on the SAMDA meeting she attended
December 10, 2014 in Oyen.

Mayor Van Dam provided a report on the Palliser Regional Municipal Services
meeting he attended November 26, 2014 in Hanna.
FINANCIAL REPORT
Council reviewed the financial reports provided by CAO Ross.
CAO REPORT
CAO Ross provided a verbal update and the December Action List for Council.
PUBLIC WORKS
REPORT
Public Works provided Council with a written report updating on monthly
activities. New Public Works foreman will be starting the second week of
January.

Committee for a three year term:
Maureen Helfrich, Donna Martin, Carmen Cooper, Sylvia Horn, Dick Bicknell
and Rachel Booker.

RESOLUTION by Mayor Van Dam to send a letter to the Big Country
Medical Dental Board requesting the reinstatement of the Doctors clinic in
Empress once they have 3 doctors in place.

RESOLUTION by Deputy Mayor Johnston that the Village of Empress enter
into an agreement with ATB Financial to provide banking services through an
Agency in the Village Office.

HALL RENTAL FOR
MOVIE NIGHT
Council received a request from Kristy Johnston to utilize the Community Hall
and the Village Projector to hold movie nights once per month.

RESOLUTION by Mayor Van Dam that the Village of Empress offers the use
of the Hall and Projector rent free on January 9, 2015, as per policy 11-03.
CARRIED
Deputy Mayor Johnston abstained due to possible conflict of interest.
CAO Ross will investigate whether this would be a qualifying project under our
FCSS program.

RESOLUTION by Deputy Mayor Johnston that the Council of the Village of
Empress place the purchase of a skid steer with attachments in the 2015 capital
budget

RESOLUTION by Deputy Mayor Johnston that the Council of the Village of
Empress renews the lease agreement with Empress Bindloss Ag. Society for the
Agridome for an additional 1 year term.
