The U.S. Consulate in Guangzhou is seeking one individual for the position of
Agricultural Marketing Specialist with the U.S. Agricultural Trade Office Guangzhou.
BASIC FUNCTION OF POSITION
The incumbent acts as principal agricultural advisor to the Agricultural Officer on issues related
to the importation of U.S. agricultural and food products for assigned sectors which may include
any of the following: HRI (hotel, restaurant and institutions), retail, media, cold chain and food
processing ingredients. The incumbent assists with drafting Post’s annual strategic marketing
plan; designs, organizes, manages and supervises programs and activities to achieve U.S.
export expansion to include among the following: food, beverages, feed, livestock, bovine
semen, wood, seeds, hides, skins, bulk commodities, cotton, pet food, forest products, nursery
products, organic food products, IPR, biotechnology, logistics and cold chain; counsels and
assists U.S. and Chinese officials and business representatives regarding trade opportunities
between the United States and China; maintains strong relationships with senior level public
and private sector trade contacts to obtain local support for the importation of specific U.S.
agricultural products; writes well written and thorough market reports based on independent
research, interviews and solid analysis.

REQUIRED QUALIFICATIONS
Applicants must address each qualification requirement detailed below with specific and
comprehensive information supporting each requirement. Applicants who fail to provide

Education:
 Bachelor’s degree in social science, economics, marketing, commerce or international
relations is required.
Experience:
 Minimum five years of progressively responsible experience in marketing, international trade,
and other joint ventures, including market analysis, market promotion, or work requiring
application of broad management skills are required.
Language:
 Level IV (Fluent) speaking/reading/writing in English is required.
 Level IV (Fluent) speaking/reading/writing in Mandarin Chinese is required.
Knowledge:
 Must have thorough knowledge of the mechanisms, constraints, and practices with respect
to markets for various agricultural commodities and processed foods in South China and of
opportunities for U.S. products in those markets; thorough knowledge of Chinese
regulations for imported agricultural, food and beverage products including current
legislation on food safety issues and distribution.
Abilities and skills:
 Must be able to develop and maintain an extensive range of contacts with the staff of senior
level decision makers in the government and private sector; to relate agricultural marketing
development with China’s broader political, economic, and sociological forces; to prepare
intelligible, analytical and thorough reports in Chinese and English to assess the impact and
success of various marketing tactics and strategies.
 Must be skilled in using Chinese and English computer software to develop databases,
marketing strategies, and statistical analyses of market possibilities of various sectors and
products.
SELECTION CRITERIA:
When equally qualified, Appointment Eligible Family Members (AEFMs) and U.S. Veterans will
be given preference. Therefore, it is essential that the candidate address the required

2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign of Civil
Service or uniformed service member permanently assigned to or stationed to a US Foreign
Service post or establishment abroad with a USG agency that is under COM authority who

3. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the
travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member

his/her household; and 3) Resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who
has shifted the main residency focus to the host country and has the required work and/or
residency permits for employment in country.
5. Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and
uniform service members who are on the travel orders and under Chief of Mission authority,
or other personnel having diplomatic privileges and immunities.
