Institutional Strengthening Project for Phase-out of Ozone Depleting
Substances under the Montreal Protocol
Annual Report on Activities for 2012 (January 2012- December 2012)
 Implementation of Annual work plan for Foam, CR, CTC, HPMP,
NCCOPP, MDI & ISP Projects.
 Review of Implementation of Foam, Commercial Refrigeration, CTC,
NCCOPP, ISP MDI & HPMP Projects.
 Approval and Implementation of HPMP stage -1 for India:
o Project Document has been prepared reviewed and submitted to the
Ex-Com of the MLF after approval of MoEF.
o Consultations were held with UNDP, the lead implementing agency
for HPMP for India, UNEP and GIZ on the Comments received from
MLF Secretariat on HPMP Stage-1 for India responses were finalised
and submitted to the MLF Secretariat.
o India's HPMP Stage-1 was approved in the 66th Meeting of the ExCom of the MLF held from held from 16-20 April, 2012 at Montreal,
Canada.
o Stakeholders Workshop and Launched HPMP Stage-I on 20th
February, 2013 in New Delhi. The meeting was well attended by all
concerned stakeholders comprising representatives of industry
associations, industries, beneficiary enterprises, nodal line ministries,
experts and representatives from UNDP, the lead agency for the
HPMP Stage-1, UNEP and GIZ, the associated agencies and
discussed the implementation modalities for HPMP Stage-1.
o Finalized the draft agreement between Ozone Cell, MoEF and the
beneficiary enterprises, taking into account the inputs received from
the stakeholders and in accordance with the principles and provisions
of the Ex-Com of the MLF.
 Draft Amendment Rules to the Ozone Depleting Substances (Regulation
and Control) Rules, 2000 to align with the accelerated phase-out of
HCFCs were prepared and finalised for approval of the Competent
Authority.
 Organisation of 25th Anniversary of the Montreal Protocol and18th
International day for the Preservation of the Ozone Layer:
o Successfully organized the 25th Anniversary of the Montreal Protocol
and 18th International Day for the Preservation of the Ozone Layer in
Delhi on 13th September, 2012. The theme of this year’s International
Ozone Day was “Protecting our atmosphere for generations to come”.
o Technology exhibition was organized on the occasion of the 25 th
Anniversary of the Montreal Protocol and 18 th International Day for
preservation of the Ozone Layer. A large number of industries
participated and displayed products based on non-ODS technologies.
o Published and released “Montreal Protocol: India’s Success Story”,
best entry of painting, and sticker.
o Poster, painting, model making, slogan writing, quiz, skit competitions
were organized among school children on the occasion. Around 25,000
children participated in these competitions. Prizes for the best 3 entries
in each competition were awarded on this occasion.
 Brought out the following Publications during the year:
o Six issues of bi-monthly publication “Vatis update” covering latest
technologies and developments relating to Ozone Layer Protection was
brought out in collaboration with Asia and Pacific Institute for Transfer
and Technology (APCTT).
o India's HPMP Stage-I for meeting the phase-out targets of 2013 and
2015 of HCFCs in association with UNDP as lead implementing agency
and UNEP and GIZ as cooperating agencies and the same was
released on 20th February, 2013.
o "Montreal Protocol: India’s Success Story" on the occasion of the 25th
Anniversary of the Montreal Protocol and 18th International Day for the
Preservation of the Ozone Layer in Delhi on 13th September, 2012.
 Prepared the final draft report of the India-US Task Force on HFCs and
submitted to the US Department of State for their comments.
 Submitted the Article 7 data to the Ozone Secretariat for the Vienna
Convention and the Montreal Protocol, UNEP after the approval of the
ESC.
 Prepared and submitted the CPPR to the MLF Secretariat of the Montreal
Protocol after the approval of the ESC.
 Organised the following Workshops/Seminars during the year:
o Workshop on “Sustainability of CFC Phase-out in India” in association
with UNEP, Regional office for Asia and Pacific (ROAP), Bangkok on
4th April, 2012 at Chennai.
o Workshop on ““Sustainability of CFC Phase-out in India” in association
with UNEP, ROAP on 10th April, 2012 at Guwahati.
 Organised and participated the following Meetings/Technical discussions:
o Meeting to discuss issues related with import of blends containing
HCFC-22 including pricing of HFCF-22 in India on 10th April, 2012 at
New Delhi.
o Interactive meeting with the officials of the Ministry of Economy and
Trade and Industry (METI) Japan and the representatives of the
Japanese Air conditioning Industry on 28th May 2012 at New Delhi.
o Three Meetings of the Technology Finance Standing Committee
(TFSC) on 14th January, 2012, 30th May 2012 and 21st November,
2012 respectively at New Delhi.
o Meeting of the Empowered Steering
Committee (ESC) for

implementation of the Montreal Protocol on 6 June 2012 at New Delhi.
o Meeting with representatives of Refrigerant Gas Manufacturers
Association (REGMA) on 14th June 2012 at New Delhi.
o Interagency Meeting on 14th September, 2012 to discuss the
implementation strategy and modalities of India's HPMP Stage-I.
o Meeting of Standing Committee on Monitoring on 25th September, 2012
in which the Article 7 Data on production, export and import of ODSs
for the year 2011 was reviewed and recommended for approval of the
ESC
o Meeting to address prices issue relating of HCFC-22 between
Producers and consumers held on 6th October, 2012.
o Stakeholders Consultative meeting on 6th October 2012 at New Delhi to
discuss the draft Amendment of the ODS (Regulation and Control)
Rules 2000.
o Meeting the High Level Task Force for Implementation of the Montreal
Protocol on the 6th November 2012.
o Stakeholders Workshop and Launch of India's HPMP Stage-I on 20th
February, 2013 in New Delhi.
o Interaction and meetings with Implementation Agencies, industry
representatives from time to time for implementation of ODS phase out
Projects/ activities.
 Participated in the following MLF Meetings during the year:

o Workshop on "Advancing Ozone & Climate Protection Technologies:
Next Steps" held on 21st to 22nd July, 2012 at Bangkok, Thailand
o 32nd OEWG meeting held from 23rd to 27th July, 2012 at Bangkok,
Thailand.
o Joint Network Meeting of South Asia (SA) and South East Asia &
Pacific (SEAP) ODS Officers held from 15 th to 18th October 2012 at
Pattaya, Thailand.
o Seminar on “Protecting our Atmosphere for Generations to Come” on
11th November 2012 at Geneva, Switzerland.
o 24th Meeting of the Parties (MOP) to the Montreal Protocol on
substances that deplete the Ozone Layer held from 12 th -16th
November 2012, at Geneva, Switzerland.
o Meeting of the Production Sector Sub-Group held from 17th November,
2012 at Geneva, Switzerland.
o 68th Meeting of the Ex-Com of the MLF held from 3rd to 7th December,
2012 at Montreal, Canada.
o Brainstorming meeting of UNEP, Customs officials and National
Ozone Officers to discuss the strategy and implementation plan for the
enabling component of HPMP stage -1, held from 26th to 28th
December, 2012 at Bangkok, Thailand.
 Participated in the following International Meetings:
o Meeting with the officials of the Ministry of Economy, Trade and
Industry (METI), Japan and the Japanese Air conditioning Industry
representatives from 12th -15th March, 2012 at Tokyo, Japan .
o Meetings of the United Nations Framework Convention for Climate
Change (UNFCCC) held from.14th to 26th May at Bonn, Germany.
o Additional Sessions AWG-LCA, AWG-KP and the ADP held at the
United Nations Conference Centre (UNCC) of the United Nations
Economic and Social Commission for Asia and the Pacific
(UNESCAP), in Bangkok, Thailand from 30th August 2012 to 5
September 2012.
o 18th Meeting of the Conference of Parties (COP) of the United Nations
Framework Convention for Climate Change (UNFCCC) and 8 th Meeting
of the COP serving as Meeting of the Parties (MOP) to the Kyoto
Protocol held from.26th November 2012 to 7th December 2012 at Doha,
Qatar.
 Organised Technical verification by an independent contract of the
beneficiary Metered Dose Inhaler (MDI) enterprises to ensure the
successful transition from CFC based to non-cfc based MDIs.
 Recommendations were issued on the proposals received by DGFT for
issuance of License.
 Review and consideration of applications received for exemption of
Customs Duty Exemption.
 Enforcement of Policy and Regulatory Measures for implementation of the
Montreal Protocol and ODS Phase out activities.
