PERMANENT COUNCIL OEA/Ser.G CP/doc.5132/15 3 June 2015 Original: Spanish REPORT OF THE CHAIR ON THE ACTIVITIES OF THE COMMITTEE ON INTER-AMERICAN SUMMITS MANAGEMENT AND CIVIL SOCIETY PARTICIPATION IN OAS ACTIVITIES (CISC) 2014 – 2015 I. INTRODUCTION This report refers to the activities of the CISC in the period 2014-2015, during which were addressed the mandates issued by the Summits of the Americas and the General Assembly of the Organization, and to the functions assigned by the Permanent Council of the Organization. This report documents the achievements arising from the specific activities carried out by the members of the Committee in implementation of the above-mentioned mandates. II. AUTHORITY AND OFFICER Article 21 of the Rules of Procedure of the Permanent Council provides that “The representative of the member state presiding over the Summit process shall serve as chair of the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities.” In accordance with that article, the Committee fulfilled its functions under the chairmanship of Ambassador Jorge Miranda, Permanent Representative of Panama to the OAS, and the vice chairmanship of Ambassador Andrés González Díaz, Permanent Representative of Colombia to the OAS. III. MANDATES Article 22 of the Rules of Procedure of the Permanent Council establishes the functions of the CISC with respect to the Summits of the Americas process and civil society participation in OAS activities. In that regard, at its meeting of July 22, 2014, the Permanent Council tasked the CISC with the follow-up to and implementation of the following resolutions, adopted by the General Assembly at its forty-fourth regular session: 1. AG/RES. 2861 (XLIV-O/14), “ Increasing and Strengthening the Participation of Civil Society and Social Actors in the Activities of the Organization of American States and in the Summits of the Americas Process.” -2- 2. AG/RES. 2846 (XLIV-O/14), Process.” “Support for and Follow-Up to the Summits of the Americas In fulfillment of the mandates assigned, the Chair submitted the draft Work Plan (CP/CISC734/14 rev. 2), which was approved by the Committee at its meeting held on October 22, 2014. IV. ACTIVITIES In the period covered by this report (2014-2015), the CISC held four regular meetings, at which the following matters were addressed: A. Support for and Follow-Up to the Summits of the Americas Process At the meeting of October 22, 2014, was presented to the Committee the first periodic report of the Summits of the Americas Executive Secretariat on work done to support and strengthen the Summits process (CP/CISC-748/14). Subsequently, on May 14, 2015, the second periodic report of the Summits of the Americas Secretariat was presented (CP/CISC-776/15). B. Civil Society Participation in OAS Activities On October 22, 2014, the Acting Director of the Department of International Affairs, Jane Thery, presented the report of the Department on the OAS register of civil society organizations and activities undertaken to promote their participation in OAS activities (CP/CISC-747/14). On October 22, 2014, the CISC considered the applications to be registered with the OAS from the civil society organizations appearing in document CP/CISC-746/14. The Committee decided to refer those applications to the Permanent Council for its consideration (CP/CISC-749/14). On November 13 (CP/CISC-752/14 rev.1) and November 25, 2014 (CP/CISC753/14 rev. 1 corr.1), the Committee decided to recommend to the Committee on Hemispheric Security the inclusion of a group of civil society organizations that had requested to participate in the Fourth Meeting of National Authorities on Trafficking in Persons, which would be held in Brasilia, Brazil, on December 4 and 5, 2014. On May 14, 2015, the CISC considered the applications to be registered with the OAS of the civil society organizations appearing in document CP/CISC-775/15. The Committee decided to refer those applications to the Permanent Council for its consideration (CP/CISC-777/15) -3- Having reviewed the applications submitted and in accordance with paragraph 6 of the Guidelines annexed to resolution CP/RES. 759 (1217/99), “Guidelines for the Participation of Civil Society in OAS Activities,” the Committee decided to refer to the Permanent Council for its decision 32 applications by civil society organizations for inclusion in the OAS register, and in accordance with paragraphs 14 and 15 of those Guidelines. The Committee also decided to refer to the Permanent Council for decision a request to remove a civil society organization from the OAS register because it was no longer active. C. Review of mandates assigned to the Committee On May 14, the Committee considered the proposal of the Chair on the Classification of Current and Procedural Mandates assigned to the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities for the 2007-2014 Period (CP/CISC-774/15). The Committee agreed to the proposal. D. Extension of mandates At its meeting of May 14, 2015, the Committee decided to recommend to the Permanent Council that it extend the pending mandates that had been issued by the General Assembly at its forty-fourth regular session and that were contained in the resolutions assigned to the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities. V. CONCLUSION The Chair wishes to close by indicating that the Committee has made active and dynamic efforts to follow up on and implement the mandates assigned to it under Article 22 of the Rules of Procedure of the Permanent Council, and to thank all delegations and the General Secretariat staff for their support during this period.
