INTRODUCTION
Urban transport systems in Asia are financed by a variety of methods involving partnerships between the
public and private sectors. These methods have become complex and the way they are structured will
determine, to a large degree, the success or failure of the projects. Successful and efficient financing is a
prerequisite to successful project development and implementation. This course will cover the modern
methods of financing urban transport infrastructure (mass rapid transit, freeways and highways, bus fleets,
taxis) with an emphasis on understanding the roles of the public and private sectors. Examples will be
taken from case studies in Europe, Asia and North America. The case studies and examples will illustrate
the key components, successes and problem elements of BOT, BTO and BOO systems, Area Licensing
and Electronic Road Pricing. Basic legal, institutional and financial requirements for successful financing of
infrastructure projects will be discussed in detail. Participants will discuss the role of government and
regulatory policies necessary for successful implementation and involvement by the private sector. The
subject material will be useful in developing public policies and implementing successful programs and
projects. This course will be of substantial interest to senior urban transport officials, policy makers,
engineers and managers.

Urban transport officials, policy makers, engineers and managers involved in Transportation Planning and
Management are invited for this training course.

Working language is in English.

This training course is free of charge and is funded program. All materials will be provided. Refreshments
and lunch will be served during the training for 3 days. To register for this course, please complete the
