Notification of Public Military Events (PMEs)
There have been instances when Units have failed to notify events due to take place and
instances when the requirement to submit notifications at least 6 weeks in advance of the
PME have not been met.
The notification procedures are designed to allow county police, Bde G2 and MI staff time
to ensure that the appropriate levels of security are provided for events – failure to notify
PMEs within the correct time frame may well lead to events being cancelled causing
embarrassment to the organisers and disappointing participants.
Those submitting PMEs are to ensure that they are addressed to the County Police HQ,
Bde HQ and MI Sect in the area the event is to take place. They are NOT to be addressed
to the local police station.

Accounting for MOD Form 90 (MOD F90)
Service Personnel (SP) are reminded that the MOD F90 - Military ID Card is an
accountable document. All requests or instances for replacement should be auctioned
through HR Admin Staff and cards exchanged for a one for one basis in strict accordance
with the process laid down in Unit Administrative Manual, Chapter 5. The CO/OC is
required to investigate all cases of loss on security grounds and the unit may take
administrative or disciplinary action disciplinary action against offenders, if appropriate.
An AF B6692B, Certificate of Loss - MOD Form 90, is to be completed and signed by the
person, not below the rank of WO2, who investigated the loss.
There is increasing concern over the loss/misuse/theft of ID cards - MOD F90s. Current
monthly averages across the Services are around the 600 mark, with losses peaking over
the Christmas period. Investigations show a casual regard, bordering on indifference, to
their value. MOD F90s are prized items for criminals and can and are being used to
facilitate a range of crimes including fraud, theft and potentially terrorism. Of concern to
the individual they enable the criminal to assume the identity of the owner and facilitate
criminal activity under his or her name. It is of note that when a MOD F90 facilitated free
travel in London during the Olympic period, then losses reduced even though London was
full of troops.
Within the Merseyside and Manchester area a number of nightclubs are retaining MOD
F90s on entry in order to prevent public disorder. However, when to soldier returns to
retrieve the ID card, it has disappeared. It is obvious that the ID card is then being sold on.
Summary
The loss of military ID cards has become a serious issue and has for a number of years
been merely an administrative burden for most units. However, this is now a security
concern due to the number of occurrences and the involvement of organized crime. In all
cases the CO/OC is now required to investigate these incidents/security breaches and take
the appropriate action if a breach of security has occurred.

Health, Safety and the Environment Within Fulwood Baracks
All personnel are reminded of their responsibility to familiarise themselves with the Chief of
Staff’s Policy Statement with regard to matters of Health, Safety and the Environment
within Fulwood Barracks. This document lays out the Chief of Staff’s intent, his
organisation and arrangements for Health, Safety and Environmental issues and is the
basis for all SHE issues within Barracks.
The Policy Statement can be found on Health and Safety notice boards which are located
in all buildings.

Environmental Management System at Site (EMSAS)
MOD Policy is to conduct activities in accordance with the Government’s overall
environmental policy to ensure compliance with the letter and the spirit of legislation. All
MOD personnel have a responsibility to prevent pollution and contribute to the carbon
environment footprint. An EMSAS document has been produced and is available to view in
the SHE Advisor section on the Bde MOSS site; this document simplifies the process of
specific environment activities taking place and co-ordinated actions to protect the
environment. EMSAS includes instructions regarding the management of environmental
issues and methods to minimise the overall environment footprint. This document paves
the way to progressively meet MOD sustainable development targets and introduce good
practice methods in achieving these targets. Any further information regarding this
