PREFACE
Directorate of Industries & Commerce plays a vital role not only for the balanced
industrial growth in all the four regions of Puducherry but also for the tangible
forward link between the National Industrial Policy and State Industrial Policy for
their implementation in true spirit in achieving their objectives.
The Directorate acts as the formulator of the industrial Policy and monitors its
implementation through Industrial Guidance Bureau (IGB) ensuring that certain
accepted timelines by all the line departments in giving clearances for the setting up
of industrial units is strictly adhered to. The Directorate also ensures that the

The major part of the service being delivered by this Directorate is issue of EM Part I
(Provisional Registration) / EM Part II (Permanent Registration) in cases of Micro
Small Medium Enterprises and Production Certificate in case of Large Scale
Industrial Unit and grant of Subsidies and Incentives to the eligible Industrial Units.
A Task Force was constituted by the Director (Industries & Commerce) for
formulation of the Citizens’ charter of this Directorate.
The Citizens’ Charter has been revised keeping in view of the observations of this
Directorate and feed back from the stakeholders.
