The Tier One environmental review covers the geographic area of the project. Tier Two addresses the specific sites/activities
once identified. The purpose of the Tier Two review is to document environmental compliance for a specific site/activity not
cleared in Tier One. The Tier Two review consists of a review of the Tier One strategies and this environmental checklist with
documentation for each site/activity proposed for CDBG funding.
DIRECTIONS - Write “1” in the second column if the compliance area was satisfactorily cleared as part of the Tier One Review; OR
write “2” if the compliance must be determined or impacts mitigated for this specific site/activity. Compliance documentation must
contain verifiable source documents and relevant base data and be attached for inclusion in the ERR. If the compliance area was covered in
the Tier One review, no information is required in column 3.
