CONSTITUTION AND BY-LAWS OF THE
San Antonio Independent School District Spirit Organizations
For the 2014-2015 School Year
PREAMBLE
We, the members, do herby ordain and establish this Constitution and By-Laws for the San Antonio
Independent School District (S.A.I.S.D.) Spirit Organizations.
ARTICLE I – NAME
The name of this organization shall be the S.A.I.S.D. Spirit Organizations.

ARTICLE II – COMPOSITION OF THE SPIRIT ORGANIZATIONS
The Spirit Organizations shall be composed of the following sub-groups: Officers, Cheerleaders, Dance
Team, Pep Squad, Mascot(s), and Manager(s).
ARTICLE III – PURPOSE
The purpose of this organization shall be to promote harmonious school spirit, service, leadership, and
sportsmanship by supporting school activities, increasing interest in school functions, and creating a spirit
of school loyalty between students, faculty, administration, and the community.
ARTICLE IV – MEMBERSHIP RULES AND REQUIREMENTS
A. All membership candidates must be currently enrolled or satisfy the district requirements for
documenting intent to establish residence in that school’s attendance zone which they intend to
audition or apply for membership.
B. Members of this organization shall be bound by the U.I.L. eligibility requirements and will be
expected to follow the San Antonio Independent School District (S.A.I.S.D) Student Code of
Conduct. Failure to fulfill these requirements and rules is considered grounds for removal and
will result in removal from the organization by the director and the campus principal.
C. All members of this organization are expected to abide by the school handbook, syllabus, and
organizational handbook of the said organization. Each High School is expected to provide
written communication to participants and parents of this organization regarding specific
understanding of “mandatory attendance requirements”, “good standing”, and UIL eligibility
rules. If these requirements and rules are not fulfilled then grounds for removal will be
established and implemented by the director and the campus principal.
D. Students and parents must be aware of the general expenses of the organization and must be
willing to meet all financial requirements.
E. All members of this organization are expected to obtain all required organizational uniforms and
fulfill all financial obligations by the communicated deadlines from the director(s). If these
obligations are not fulfilled then grounds for removal will be established and implemented by the
director and the campus principal.
F. A system of demerits for all members of this organization shall be implemented. The demerit
system will be based on standards of behavior, academics, and performance as stated in Article
VII. If these requirements and rules are not fulfilled then grounds for removal will be established
and implemented by the director and the campus principal.

G. All members must be able to attend all required competitions, clinics, after school practices,
before school practices, activities, games, and summer camps as established by the director and
approved by the campus principal.
H. Candidates for cheerleader, dance team, and officers must follow all requirements specified in
their sub-group tryout packet and policies.
I. S.A.I.S.D. and the Spirit Organizations do not discriminate on the basis of race, color, national
origin, sex, disability, or age in providing educational services, programs, and activities.
J. Physicals must be obtained and approved by a physician and submitted prior to tryouts. Pep
Squad applicants must submit a physical prior to their first practice or by the designated date set
by the director(s). Failure to provide a physician-approved physical by the required date will
result in the student’s removal from the group.
K. All members and their parents/guardians shall signify in writing that they have read and do
understand the S.A.I.S.D. constitution and by-laws and the organizational handbook. Their
signature shall also signify that they will follow rules, regulations, and procedures, (listed herein
and in the organizational handbook) and that they understand that any violation of the rules,
regulations and/or procedures will result in dismissal from the organization by the director and
the campus principal.
L. If a member is removed, dismissed, or resigns, recommendations are required by the director(s),
and/or teachers, and administrators of the current year in order to try out for any S.A.I.S.D. Spirit
Organization position for the next year. The director(s) will make all final decisions.
ARTICLE V – GENERAL MEMBER TRYOUTS, DUTIES, AND RESPONSIBILITIES
Section 1: General Member Tryout Information
Students who have established residency or students who intend to enroll in a specific S.A.I.S.D. high
school and have satisfied the district requirements for documenting intent to establish residence in that
school’s attendance zone may participate in the regular tryouts for any level of the spirit organization if
they meet the eligibility criteria.
During the tryouts for the upcoming school year, students may not try out for performance groups at more
than one S.A.I.S.D. school. Students may try out for multiple performance groups at their established
school. However, once a student qualifies for a performance group, a student may not try out for an
additional performance group.
Section 2: Pep Squad and Mascot(s)
A. Pep Squad and Mascot(s) positions are open to all grade levels, including incoming freshmen.
B. All Pep Squad and Mascot candidates are expected to complete an organizational application,
(including the physical) and may be subjected to a tryout process if applicable, before becoming
an official Pep Squad or Mascot(s) member.
C. After reviewing the application/tryout process, director(s) will notify the candidate of their
membership status. (Note on extenuating circumstances: If a member is unable to tryout due to
death in the immediate family, serious injury, or other extenuating circumstances, the director(s)
and principal/principal’s designee have the option to provide the following alternative: a rescheduled tryout with judges. However, any costs incurred will be charged to the participant in
advance.)
D. Previous members:
1. Must have director(s) approval.
2. If a member has resigned, been removed, or been dismissed from the organization, he/she
must receive director(s) approval in order to apply and/or tryout.

4. All candidates must meet the basic physical requirements as set forth by the director(s)
before becoming an official Pep Squad or Mascot member. (NOTE: If tryouts are held,
all tryout rules will be the same for dance and cheer. Directors may be used as Judges.
Judges may be obtained from outside sources.
All selected Pep Squad and Mascot(s) members shall abide by the rules and regulations set forth
in the Constitution and By-laws and organizational handbook.
All Pep Squad and Mascot(s) members will follow the eligibility rules according to U.I.L.
All Pep members and Mascot(s) will be expected to adhere to S.A.I.S.D. mandatory attendance
policies as required by law.
All selected Pep Squad members will be required to attend any/all competition events decided
upon by the director/s and approved by the principal. Competition costs are the mandatory
responsibility of the parent and must be planned accordingly by the parent and member.
Members may be expected to tryout for places on the competition team or for placement in
individual routines. Rules and regulations for competition will be set forth in the organizational
handbook. Competition will follow the eligibility rules and requirements of a U.I.L. event, as
stated by this constitution.
Section 3: Dance Team
A. All Dance Team candidates shall be required to complete a one-year apprenticeship in Pep Squad,
Athletics, an official spirit organization, band, flags, student council, or R.O.T.C. before being
allowed to tryout. (NOTE: If a sufficient number of members do not meet the qualifications for
tryout purposes, the principal/principal’s designee and the director may waive the length of
membership rule and/or open tryouts for those candidates that will be Sophomores, Juniors, or
Seniors.).)
B. All Dance Team candidates are expected to go through a tryout process before becoming a
member of the Dance Team.
1. All candidates must tryout on an annual basis.
2. All previous members must have director(s) approval.
3. Any member who has resigned, been removed, or been dismissed from the organization
must receive director(s) approval in order to complete the tryout process, and may also be
required to repeat a one year apprenticeship in the Pep Squad.
4. All candidates must complete the tryout application packet prior to the first official tryout
clinic practice.
5. All previous year’s financial obligations must be met before the tryout process begins.
6. All candidates must attend and complete the entire tryout clinic in good standing. If the
director(s) deem(s) the candidate has not been in good standing, they may remove the
candidate from the entire tryout process.
7. All candidates must meet the basic physical requirements set forth by the director(s)
during the entire tryout clinic before they are allowed to officially tryout.
8. Judging will be based on a pre-determined rubric and members will tryout in the presence
of non-biased judges. (Note on extenuating circumstances: If a member is unable to
tryout due to death in the immediate family, serious injury, or other extenuating
circumstances, the director(s) and principal/principal’s designee have the option to
provide the following alternative: a re-scheduled tryout with judges. However, any costs
incurred will be charged to the participant in advance.)
9. All official tryouts will be closed to the public.

4. All candidates must complete the tryout application packet prior to the first official tryout
clinic practice.
5. All candidates previous year’s financial obligations must be met before they will be
allowed to participate in the tryout process.
6. All candidates must attend and complete the entire tryout clinic in good standing. If the
director(s) deem(s) the candidate has not been in good standing, they may remove the
candidate from the entire tryout process.
7. All candidates must meet the basic physical requirements set forth by the director(s)
during the tryout clinic before they will be allowed to officially tryout.

F. All selected Cheer members will be required to attend any/all competition events decided upon by
the director/s and approved by the principal. Competition costs are the mandatory responsibility
of the parent and must be planned accordingly by the parent and member. Members may be
expected to tryout for places on the competition team. Rules and regulations for competition will
be determined in the organizational handbook. Competition will follow the eligibility rules and
requirements of a U.I.L. event, as stated by this constitution.
Section 5: Managers
A. Manager position(s) are open to 10th, 11th, and 12th grade students.
B. All manager candidates are expected to go through an application process before becoming a
management member.
1. All previous members must have director(s) approval.
2. Any member who has resigned, been removed, or dismissed from the organization must
receive director(s) approval in order to complete the application.
3. All candidates must complete an application packet.
4. All previous year’s financial obligations must be met before the application process
begins.
5. Selection will be based on applications and/or interviews conducted by director(s).
C. All individuals selected as managers shall abide by the rules and regulations set forth in the
Constitution, By-laws and organizational handbook
D. All individuals selected as managers will follow the eligibility rules and requirements of U.I.L.
E. All individuals selected as managers will be expected to adhere to S.A.I.S.D.’s mandatory
attendance policies as required by law.
Section 6: Transfer Students
A. Transfer students must have a letter of recommendation from their former director(s) stating that
membership requirements have been met and that all financial and/or other obligations have been
met.
B. All transfer students wishing to tryout must meet all of the tryout pre-requisites and requirements
for the position they are seeking.
C. Transfer students will be required to audition for placement in any of the Spirit Organization subgroups when regular tryouts are scheduled and held in the spring.
D. Extenuating Circumstances: If a member is unable to tryout due to death in the immediate family,
serious injury, or other extenuating circumstances, the director(s) and principal/principal’s
designee have the option to provide the following alternative: a re-scheduled tryout with judges.
(However, any costs incurred will be charged to the participant in advance.)
Section 7: Event and Activity Requirements for ALL Members
Once a candidate becomes a member of the S.A.I.S.D. Spirit Organizations (through tryouts or
placement) they must abide by the following expectations:
A. All members are expected to attend, fully participate, cheer, and perform at all events
scheduled by this organization, including but not limited to: games, competitions, clinics,
workshops, requested performances, parades, camps, and other related functions, as set forth
by the director(s) and approved by the principal.
B. Any member who misses assigned games or performances may be subject to performance
penalties.

C. All members are expected to travel to and from events and activities under the direction of
the director(s). Extenuating circumstances and emergencies will be considered on a case by
case basis. In order for extenuating circumstance consideration the parent/guardian must
submit a request in writing to the director(s) that includes the date, event, and method of
transportation that the student will use when dismissed. Students may only be released to
their legal parent or guardian.
D. Members shall not communicate with non-members, such as, parents/guardians, relatives,
friends, etc. without director(s) permission while in attendance at a scheduled activity.
E. All members will be expected to enroll in the year-around class (Cheer, Dance Team, or Pep
Squad). The director(s) and principal/principal’s designee will determine any extenuating
circumstances concerning this requirement.
F. Grading guidelines for all members of the year-round class shall be delineated in the class
syllabus and/or organizational handbook, and shall reflect student participation and
performances as an active S.A.I.S.D. Spirit Member in class.
G. All senior members must organize the Tryout Clinic for the spring tryouts and assist the
director(s) throughout the tryout process.
ARTICLE VI – OFFICER ELIGIBILITY, TRYOUTS, RULES, AND RESPONSIBILITIES
Section 1: Positions and Tryout Eligibility
Members who have completed one full year in good standing within their sub-group at their perspective
school, and who meet the pre-requisites set forth by the director(s) will be eligible to audition for an
Officer position.
A. Cheerleader: One Head Cheerleader position and one Co-Head position will be available.
B. Dance Team: The number of officer positions available will be determined by the directors and
should be appropriate to the size and need of the selected team (ranking titles should be
delineated in the organizational handbook).
C. Pep Squad: The number of officer positions available will be determined by the directors and
should be appropriate to the size of the selected team (ranking titles should be delineated in the
organizational handbook).
D. Transfer Students: Transfer students are not eligible to tryout for an officer position during the
year in which they transfer regardless of ability or previous director recommendation.
Section 2: Tryout Process
A. All officer candidates shall be required to have completed one-year in the sub-group for which
they are a candidate. (Note: If there is an insufficient number of candidates-due to eligibility, the
director(s) and/or principal/principal’s designee may choose to open tryouts to members who
have completed two full years in any position in the organization.)
B. All officer candidates are expected to go through a tryout process before being selected to the
officer position they are applying.
1. All candidates must be prepared to tryout for their officer position on an annual basis.
2. All candidates must meet eligibility requirements and have director(s) approval.
3. Any member who has resigned, been removed, or dismissed from the organization is
automatically ineligible for candidacy.
4. All candidates must complete and submit the tryout application packet by the designated
deadline, prior to tryouts, set forth by the director.
5. All previous year’s financial obligations must be met prior to the tryout process.

6. All candidates must attend and complete the entire tryout clinic in good standing. If the
director(s) deem(s) the candidate has not been in good standing, they may remove the
candidate from the entire tryout process.

during the tryout clinic before they will be allowed to officially tryout.

G. All selected officers shall abide by the rules and regulations of their selected position in cheer,
dance, or pep squad (as seen in Article V, section I, II, and III).
H. In addition, all officers will be expected to follow the rules and responsibilities as set forth by the
directors. If infractions to any of the rules and responsibilities occur, demerits may be issued, and
removal from the officer position held may occur.
ARTICLE VII – GUIDELINES FOR MERIT/DEMERIT SYSTEM
Section 1: Demerit Procedures
The following merit/demerit system will be implemented to ensure effectiveness and fairness in the
S.A.I.S.D. Spirit Organizations regarding behavior, academics, participation, and performance on/off
school grounds throughout the duration of membership.
Section 2: Procedure for the Issuance of Demerits
A. This is a 10-demerit system: Once 10 demerits have been accumulated; the member is officially
dismissed from the organization by the director and the campus principal.
B. A member will be placed on probation once accumulating 8 demerits (Article VIII, Section I, D).
C. Demerits will be documented and can only be removed by earning merits.
D. Only the director(s) will approve and assess demerits and merits.
E. Demerits and merits will be based on director(s) observations.
F. Demerits and merits will be issued as infractions occur.
Section 3: Merits
1. Earning straight “A’s” on a grading period report card
2. Earning perfect attendance for an entire grading period
3. Special assignments and projects requested by the director
Section 4: Demerits
A. TWO DEMERITS
1. Treating, either indirectly or directly, a director, officer, member, or school employee
disrespectfully.
2. Insubordination
3. Leaving a practice, game, performance, or required event without director(s) permission
4. Failure to attend a performance event (including but not limited to: games, pep rallies,
parades, special performances, clinics, orientations, etc.)
5. Anything else the director(s) deem(s) as a more serious infraction

B. ONE DEMERIT
1. Failure to attend required events (practices, meetings, fundraisers)
2. Out of uniform at a practice or performance (wearing jewelry, chewing gum, hair not
properly pulled back, missing uniform accessories)
3. Wearing uniform to any unofficial event
4. Any visible piercing (including tongue and navel) or any visible tattoos at required
events,
5. Out of S.A.I.S.D. uniform dress code within school day/scheduled event
6. Failing a class for any grading period
7. Truancy (per class period)
8. Unsportsmanlike conduct
9. Discipline referral
10. Assignment to In School Suspension (I.S.S.)
11. Public display of affection at any time (including hickies)
12. Late payment (every 3rd day a payment is late, a demerit will be issued)
13. Use of a cell phone on school grounds or scheduled events
14. Not fulfilling fundraising goals as set by director
15. Any violation of the S.A.I.S.D. Student Code of Conduct
16. Late paperwork (every 3 days after set deadlines)
17. Detention (assigned by director(s), teachers, or administration)
18. Visiting with non-members at scheduled events without director(s) permission
19. Using phone or restroom without permission
20. Anything the director(s) deem(s) an infraction
ARTICLE VIII – PROBATION
Section 1: Reasons for Probation
A. Ineligibility due to failing grades
B. Conduct and/or discipline referrals
C. Excessive Absences
D. Accumulation of eight demerits or more
E. Other reasons as deemed necessary by the principal/designee and the director(s).
Section 2: Terms of Probation – ACADEMIC INELIGIBILITY
A. A student who has recorded a cycle grade average in any course, at the end of any grading period
(after the first six weeks of the school year), a grade below 70 will be academically ineligible to
participate in extracurricular activities for three school weeks.
B. A student on Academic Probation remains ineligible until she/he regains eligibility (by passing all
courses, 70 or above on the last day of that evaluation period) seven calendar days after a three
school week evaluation period. If the student continues to fail a course at the end of the threeweek period, ineligibility continues until seven calendar days after the end of the next three-week
period. At this time, a student may remain eligible if all course averages are passing. The
campus principal or his/her designee may remove this suspension if the class is identified as an
honors class under the criteria stated in the Texas Administrative Code.

C. Academic probation in extracurricular activities becomes effective seven days after the last day of
the grading period during which the grade(s) lower than 70 was earned. The seven-day interim
period begins with the close of school on the last day of the grading period and ends seven days
later. For example, if the grading period ends at 4:15 p.m., Friday, January 20, the suspension
would take effect at 4:15 p.m. on Friday, January 27.
D. A student on Academic Probation is still expected to attend all practices/rehearsals with the
group. Students may practice and rehearse, in class and outside of the school day but may not be
transported or allowed to participate in U.I.L. events, contests, or performances.
E. Students on academic probation are responsible for attending tutoring and notifying the
director(s).
F. If the terms of this probation are not met, see Article VIII: Section 5.
Section 3: Terms of Probation – CONDUCT or DEMERIT PROBATION
A. Probationary period will be for the duration of three weeks from contract date unless otherwise
specified by the director(s).
B. A student on probation under this section is still expected to attend practices/rehearsals and
performances with the other students. The student may be transported to and from events, but is
not allowed to participate in U.I.L. events, contests, or performances deemed by director(s).
Outside of practice, all conduct candidates are not allowed to wear official team uniforms to
scheduled events, unless otherwise notified by director(s).
C. If the terms of this probation are not met, see Article VIII: Section 5.
Section 4: Probation Procedures
A. A student/teacher conference will be held to formally notify the member of the terms and
duration of the probationary period.
B. In the event of Conduct or Demerit Probation the principal/ principal’s designee will be present at
the conference.
C. Written and signed copies of the notification will be given to the student to return within a
twenty-four hour period with a parent and principal/principal’s designee signature.
D. Documentation will be kept on file.
Section 5: Failure to Meet Terms of Probation
A. Academic Probation
1. If a member on ACADEMIC probation does not regain her/his eligibility and continues
to fail a course at the end of the three-week evaluation period, ineligibility continues until
seven calendar days after the end of the next three-week period. At that point eligibility
may be regained if all course averages are passing.
2. Academic ineligibility for two consecutive grading cycles may result in removal from the
organization.
3. If a third probationary period is to be considered, it will be at the discretion of the
director(s) and/or administrator/designee.
B. Conduct Probation or Demerit Probation
1. If a member on CONDUCT or DEMERIT probation continues to have excessive
absences or earns an additional demerit during the probationary period, that probationary
period may be extended for one three week period.
2. If the member does not regain eligibility at the end of this second three-week period, the
member will be dismissed from the organization.
3. If a third three week probationary period is to be considered, it will be at the discretion of
the director(s) and/or administrator/designee.

ARTICLE IX – IMMEDIATE DISQUALIFICATION
Section 1: Reasons for Disqualification
B. Accumulation of 10 demerits
C. Excessive probationary periods [as clarified in the organizational handbook]
D. Violations of the S.A.I.S.D. Student Code of Conduct that result in placement in an Alternative
Education Placement
E. Violation of the S.A.I.S.D. Student Code of Conduct that result in expulsion from school.
F. Stealing, fighting, expulsion, smoking on campus, drinking on or off campus (M.I.P., P.I., or
D.W.I.)
G. Found guilty of a misdemeanor/felony
H. Late Financial payment of 3 weeks or more (note: disqualified member is still obligated to pay
the outstanding balance before the end of the designated school year).
I. Other (as stated in the organizational handbook and as seen in Article VIII: Section 5)
Section 2: Procedures
A. A student/parent conference will be held to formally notify both parties of the disqualification.
B. In the event of dismissal or disqualification, the principal/ principal’s designee will be present at
the conference.
C. Written and signed copies of the notification will be given to the student, parent, and
principal/principal designee at the conclusion of the conference.
ARTICLE X – STUDENT OR PARENT CONCERNS AND/OR COMPLAINTS
In general, students and parents shall first direct any concerns, complaints, or questions regarding
enforcement of these rules and guidelines to the director(s) of the organization. If the concern remains
following a conference with the director(s), the student and/or parent shall then request a meeting to
discuss the situation with the school principal or principal designee. These steps are required as Level
One in Board policy FNG (LOCAL) on parent and student complaints.
If the concern remains following the conference with the principal or principal designee, the
student and/or parent shall follow the steps outlined in the Board policy to address the concern at Level
Two with the principal; these steps are also summarized in the S.A.I.S.D. Parent-Student Handbook.

CONTRACT OF UNDERSTANDING AND FINANCIAL OBLIGATION

I have read, understand, and accept the Constitution and By-Laws set forth by the SAISD
Spirit Organizations. I am making a commitment to follow all rules, regulations, and
procedures. I further understand that any violation of the rules, regulations, and/or
procedures will result in dismissal from the organization.

FINANCIAL OBLIGATION
We have read and understand the financial commitment necessary to be a member of the Spirit
Organizations. We agree to meet ALL financial obligations. We understand that we are
financially obligated to pay for all acquired costs of the organization. These financial obligations
include but are not limited to: Uniforms, Summer Camp, Competition Fees & Travel, Costumes,
Dance Clinics, etc… This obligation must be met even in the event of resignation, removal, or
dismissal from Pep Squad, Dance Team, Cheerleading, Mascot, and/ or Manager.
We understand that as a member, _________________________________________will assume
ALL responsibilities of being a S.A.I.S.D. Spirit Organization member or risk removal from the
organization. We understand that a member may not tryout for an organization if all previous
costs to the Spirit Organization have not been paid in full.
