Burns Building on November 17, 2009 ADDENDUM NUMBER 2, UST REMOVAL & EMERGENCY GENERATOR REPLACEMENT HUGH M. BURNS BUILDING (701), FRESNO, CALIFORNIA BUILDING AND PROPERTY MANAGEMENT BRANCH PROJECT NUMBER BPM 938 Dear Attendees: This addendum, for the above reference project, is to notify you of the changes and/or clarifications listed below. This addendum will be made part of the Contract specifications. 1) Question: On page # 23 – # A. - point # 4 – the contractor should be responsible for salvage and removal of all equipment, lines, controls, etc. None of the old system is reusable and should not be our responsibility to remove – this allows the vendor to be unconcerned with the demolition Answer: Construction and Demolition Waste For any construction inside the project building or on the site (including retrofits, renovations or modifications), the construction plans and the contracting documents specify that all construction waste, including demolition waste and land clearing waste (if applicable) be qualified by type of material and weight. Additionally, at least 50% (optimally 75 %+) will be recycled and/or salvaged. Reports must be kept. Construction Waste Management Plan Fourteen days prior to any construction activity, the contractor shall submit a draft Waste Management Plan for mixed debris recycling to DGS for approval. The plan shall include (but not be limited to) the following: • List of the recycling facilities, reuse facilities, municipal solid waste landfills, and other disposal area(s) to be used. Include name, location, and phone number. • List of proposed materials to be reused or recycled identified on a site preassessment. • List of materials that cannot be recycled or reused with explanation or justification. Page of • Scheduled meetings to be held to address waste management. Meetings shall include subcontractors affected by the Waste Management Plan. BUILDING GREEN • BUYING GREEN • WORKING GREEN Attendees November 30, 2009 • Storage and collection methods of waste and recyclables, handling procedures, and means of keeping recyclables free of contamination. • Description of the means of transportation of the commingled construction and demolition recyclable materials and an estimate of how often bins will need to be emptied. • Revise and resubmit plan as required by DGS. Approval of the Contractor’s Plan shall not relieve the Contractor of responsibility for compliance with applicable environmental regulations. Construction Waste Management Report The Contractor will record and track the type and quantity, by weight, of each material salvaged, reused, recycled or disposed on a monthly basis. The contractor personnel responsible for construction waste will report the waste diversion to the appropriate DGS personnel using the provided Construction Waste Report Spreadsheet. Erosion and Sedimentation Control Best Practice All new construction, modifications to the exterior of existing buildings, landscape, and project site must meet local erosion and sedimentation control codes. The interface between new construction and existing site development may not compromise existing erosion and sediment controls. Changes to landform and runoff patterns must be incorporated into the over all site drainage plan and submitted for review and approval. In the event of any site construction, the Contractor shall develop and submit to DGS for review a Storm Water Pollution Prevention Plan that addresses the following erosion and sedimentation control tactics: • Minimize the amount of disturbed soil • Prevent runoff from offsite areas from flowing across disturbed areas. • Slow down the runoff flowing across the site. • Remove the sedimentation from onsite runoff before it leaves the site. • Meet local or State requirements for sediment and erosion control plans. In addition, all site construction resulting in disturbance of soil or removal of plant material must include a dust control program to minimize loss of soil through wind erosion as well as minimization of particulate (dust) air pollution. 2) Question: Also on page # 23 – # B. – point #1 – The UST has been officially “closed “per The County of Fresno. So this section on the tank closure should be removed. This has been explained to all of the attending walk through vendors. Answer: On page 24 the contract includes a note that some items, including tank closure, may get done in advance of this contract making it out the door. Tank closure and a temporary fuel supply have been removed, so vendors should bid accordingly. Section B1 still contains many items that need to be accomplished, things like getting permits, cleaning the tank, and removing the tank. Attendees November 30, 2009 3) Question: On the walk through cover sheet it states that the bids are to be sent to Sacramento. As we spoke they should come to Fresno – attention Anne Clancy, Building Manager, 2550 Mariposa Mall, Rm. 1004, zip 93721 for the opening. Answer: Please keep this as it is currently stated on the bid packages. 4) Question: During the walk through a supplier and several of the vendors stated that because of the ratings on the existing automatic transfer switch it would not have to be replaced – this is listed on page # 24 – # C – point #2. It was actually stated that the existing switch is what would be specified as the replacement. You may want to have one of our electrical engineers make this determination. If the automatic transfer switch does not need to be replaced this section and any other areas of specification about the automatic transfer switch should be removed. The existing automatic transfer switch was the specified device for the elevator upgrade we had in 2007. Answer: Please Keep language as written: Staff responded: “I know Chris Robles talked to the tenants, including the Emergency Services folks and got their emergency generator needs before he started writing this scope – they have to run all sorts of telecom and computer equipment during power outages. It makes sense to me that we would build in some excess capacity to meet unexpected future needs.
