JOB DESCRIPTION TREASURER, HOME HEALTH SECTION, APTA COMPOSITION AND TERM Serves for no more than two consecutive (3) year terms. Treasurer is elected in the same year as President. GENERAL DESCRIPTION The Treasurer’s primary responsibility is to be an active member of the HHS Executive Committee, manage all financial aspects of the Section and serve as chair of the Finance Committee. PRIMARY RESPONSIBILITIES 1. 2. 3. 4. 5. Attend and participate in all executive committee meetings and conference calls Analyze section finances through various accounting measures Collect all dues (process dues report from national APTA) Keep an accurate account of all receipts and disbursements Help Executive Committee members understand fiscal impact of decisions a. Review proposals for relevance to strategic plan of Section b. Provide cost data c. Provide alternatives, if available 6. Process all reimbursement requests 7. Pay bills 8. Participate in audits 9. Provide financial information for tax reporting 10. Provide financial reports to APTA, as requested 11. Participate in APTA Treasurer Forums held at CSM and Annual Conference 12. Reconcile accounts 13. Present an annual budget to the Section Executive Committee for approval 14. Review investments with APTA leadership, account manager, and Executive Committee 15. Propose policies and procedures related to financial management 16. Provide a financial statement to the Section Executive Committee at least quarterly. 17. Provide an annual financial statement and budget for publication in the Section’s newsletter. 18. Conduct an annual internal audit of the Section’s finances and report results to the Section Executive Committee. 19. Develop and maintain a Section Finance Committee to propose and review finance policies, assist in annual budgeting and auditing. QUARTERLY DUTIES 1. Winter: a. Attend CSM meeting i. Work HHS booth with other Board Members and HHS volunteers ii. Participate in Treasurers’ Forum with other APTA components iii. Attend and Participate in all HHS Board of Directors activities and Home Health Section Business Meeting iv. Present budget data at Home Health Section Business Meeting b. Participate in Monthly conference calls c. Initiate and oversee the Section’s annual audit d. Reconcile accounts monthly 2. Spring a. Submit annual report to APTA b. Participate in conference calls c. Reconcile accounts monthly 3. Summer a. Attend annual conference, assist with HHS booth b. Participate in Treasurer’s Forum at Annual Conference c. Participate in monthly conference calls d. Reconcile accounts monthly 4. Fall a. Attend NAHC Conference i. Assist with APTA HHS booth ii. Participate in annual Executive Committee retreat b. Prepare upcoming year budget with input from Executive Committee c. Participate in monthly conference calls d. Reconcile accounts monthly PROCEDURES COMMON 1. Submit a written report to the Membership at the CSM/Section Business Meeting, NAHC/HHS Strategic Planning Retreat. – SEE FORMAT PROVIDED BY EXECUTIVE DIRECTOR. 2. Treasurer to identify issues that effect the budget 3. Submit expense vouchers to the Executive Director within one (1) month of expenditure. –COMPLETE FORM PROVIDED BY THE TREASURER 4. Submit revisions of the position description to Executive Committee annually 5. Contact finance committee chair(s) quarterly 6. Orient successor and forward all appropriate materials
