Premier Wu: Evacuation process is an insured mechanism carried out by both central and local government to further secure life property of our residents. Premier Wu inspected 6 military camps and the military mechanical units in Taoyuan to understand the preparation of national military against incoming typhoon. Premier Wu emphasized that there were several towns and cities that are in sensitive potential areas were not evacuated promptly and successfully in the past. This time, the government utilize a double-door mechanism to further secure evacuation process is carried out successfully: the first one is when central emergency operation center announce yellow alert according to the analysis from Central Weather Bureau, Forestry Bureau, and Soil and Water conservation Bureau and shall execute preventive evacuation and will force evacuation when red alert is announced; local government act as a secondary line for insuring evacuation execution because local government can analyze highly sensitive and highly dangerous areas and when red alert is announced, forced evacuation can be executed. Double-door mechanism will be able to further ensure the safety of life property of our residents. Premier Wu indicated that to cope with the incoming typhoon Parma, many new procedural improvements have been made; President Ma is also highly concerned about disaster prevention and response in an administrative aspect. Premier Wu indicated that local government is the center force of disaster prevention and response and the central government act as the greatest supporter of any rescue act; 20 and more counties and cities are now prepared thoroughly against any potential damages that may caused by typhoon. Premier Wu also indicated that national military never absent from rescuing processes. Almost 1 million and 5000 helicopters were mobilized during great flood of Aug 8 and 50 thousand victims were rescued and they said they feel more secured when rescuing personnel with military, police, or fire fighter uniforms came to rescue them. Premier Wu said President Ma instructed national military to cooperate with central and local government for rescuing works and national military plays a very crucial role in rescuing process. He went inspecting the allocation and preparation of disaster responding related personnel and facilities on the site and said that all military staff and residents should work together when disaster strike. Premier Wu said that national military have everything prepared well and active for coping with disaster response; this fact is especially obvious during the great flood of Aug 8 because the military camps that were dedicated to refugees and the quality of caring during refugee really provided a great comfort and mentally stabilized all the victims. The national military move even further a step this time by actively dedicate themselves in disaster preventing processes; for example, necessary amount of military personnel were already been allocated at the areas classified as highly sensitive or highly dangerous when sea area alert was announced and had carried necessary facilities for immediate mobilization, and special battle unit of national military actively involved in disaster preventing processes by stationing in the most sensitive and most dangerous areas.
