BASKETBALL BYLAWS - Varsity (revised June 2015) ARTICLE I - INTRODUCTION A. The purpose of these bylaws is to provide the members of the West Winnipeg Athletic Conference and the Winnipeg Athletic Conference, with rules and regulations governing the play of basketball. ARTICLE II - RULES A. As indicated by the M.H.S.A.A. bylaws, rules and regulations: The 'Fédération Internationale de Basketball Amateur' (FIBA) rules shall be the official rules in all Association basketball competitions. B. Length of Game: C. Eligibility: As the M.H.S.A.A. has set out for Varsity Basketball. D. Dunking is allowed during games played in all gyms where the school administration has given prior approval. A list of schools allowing dunking will be created by the Tier Convenor and the list will be distributed to schools prior to league competition. This list will be revised annually. E. Dunking during warm-up is not permitted and any violation will result in a technical foul with the shots being taken prior to the jump ball. 4 – 10 minute quarters ARTICLE III - CONFERENCE PLAY (Tiered) A. Conference play will begin the second last week of school prior to the Christmas Break and should be completed one week before provincial championships as set by the MHSAA. B. Each school must provide the Tier Convenors with 15 playing dates. C. All Conference games must be completed by the last Thursday of the schedule. D. There will be two divisions: (Tier 1 Boys and Girls) and (Tier 2 Boys and Girls). E. Tier Establishment: 1. Each conference shall name one Convenor whose responsibility it shall be to organize one of the established tiers. 2. All member schools shall declare in which tier their Varsity teams will play, and any conflict dates to the respective tier Convenor by the last school day of October. 3. Each Tier in Varsity must have a minimum of 5 teams. A Tier shall be dissolved if it has less than 5 teams. Note: Tier 1 – Recommended for larger schools or elite programs (highly competitive) F. League Format: 1. The Varsity league shall consist of play against teams from two Winnipeg Athletic Conferences (West Winnipeg, Winnipeg). 2. The varsity teams shall play together on Mondays and Wednesdays. 3. Convenors will ensure that teams in each tier will play from 9 - 12 league games. G. Schedule: 1. The schedules for Conference play shall be submitted to schools no later than the first Monday of December. 2. Varsity Girls and Boys will play on Monday and Wednesday. Boys and girls will alternate playing times. (Girls play first game on Mondays, and Boys play first game on Wednesdays) Game times: - 4:30 p.m. and 6:15 p.m. (preferred). Adjustments in start times may be needed to accommodate increased travel distances. 3. Warm-up: Teams playing in the second game will receive a 20 minute warm-up beginning at the conclusion of the first game up to 5:55 pm. If the first game ends after 5:55 they will be guaranteed a 15 minute warm-up with game not beginning before 6:15 pm. 4. The Tier Convenors shall determine the league format once the number of teams in each tier has been determined. 5. Changes in Schedule: a) League games take priority over tournament and exhibition games. b) Once the schedule is set, teams wishing to make changes in the schedule will consult coach to coach on a make-up date first. Once the date is agreed upon, the coach initiating the change will contact the referee assignors (both Tiers), and the convenor. The arrangements for changes must be made at least 72 hours before the earliest scheduled game being affected. c) Any school that defaults or cancels a game with less than 72 hours (3 school days) notice will be responsible for paying the referee costs. d) The convenor, in consultation with the Conference president or alternate, shall have the authority to charge a default. e) The convenor shall decide if a schedule change should take place due to an emergency. f) Protests regarding game changes shall be dealt with by committee (tier convenor or alternate, zone presidents) 6. Results: a) Scoresheets must be sent to the Tier Convenor the next school day. b) Reporting: a. Home team must report scores to the MHSAA website b. When reporting scores: Winnipeg Varsity Tier 1, and Winnipeg Varsity Tier 2 designations are to be used. 7. League Standings: a) Maintaining league standings for each tier shall be the responsibility of the respective Tier Convenor. b) League standings shall determine the top eight teams in each tier for playoffs. Tiers with less than 8 teams shall adjust the play-off schedule accordingly. 8. Supervision: a) Supervision will be determined by divisional policy. H. Tie Breakers: When teams are tied for a play-off position (1-8) the following steps will determine the placing: a) Record of the tied teams in games played between them, if still tied; b) Points differential (25 point cap) in games played between the tied teams, if still tied; c) Point differential (with a 25 point cap) for all league games, if still tied; d) Coin flip between the tied teams for positions other than (8-9) OR (7-8-9; 8-9-10). Where a tie remains for the final position(s) a play-off will be scheduled. A three-way tie will be broken using a mini-tournament. (Each team will play a half against each other team. If tied, the tie-breaking procedure will be applied again.) ARTICLE IV – VARSITY TIER CHAMPIONSHIP PLAYOFFS A. Tier champions and Advancement to MHSAA Provincials: 1. A champion will be declared in each tier. 2. The MHSAA Provincial AAAA representatives shall come from Tier 1. 3. The top two teams from Tier 1 shall compete for the Provincial AAAA Championships along with any other AAAA teams from any Tier who qualify through the provincial wildcard format. B. Play-off Format: 1. A single elimination tournament format will declare champions in all tiers. 2. Quarterfinals: The playoffs will consist of a first round crossover consisting of: 1 vs 8 3 vs 6 2 vs 7 4 vs 5 3. The higher ranked schools will host their quarterfinals game. 4. All quarterfinal matches will be played on the Monday of the Championship week. 5. Winners of the quarterfinals will proceed to the Final Four Tier Championship. 6. Each conference shall host the varsity tier championship for which their Tier Convenor is responsible. The Tier responsibility shall rotate every (2) years to a new conference. * * 7. Any school from the host conference may bid to host that tier championship. 8. The hosting applications are due by the regular December meeting of each Conference. The entire tournament is to be run and supervised by the successful school. * 9. A Biding committee will determine the successful bid. The committee shall be comprise of the conference president, conference vice-president, tier basketball convenor, two conference administrators. * 10. Should a bid not be submitted it shall be the responsibility of the next school in the rotation to host the Tournament. (see Constitution – Article XVI –C). 11. Semi-Finals: At the host site, with all games of the same rank played at one site on the same night. 1st vs 4th @ host site on the Tuesday night 2nd vs 3rd @ host site on the Wednesday night 12. Championships: At the host site: Varsity Girls and Boys 3rd place on Thursday Varsity Girls and Boys championship games on Friday ARTICLE VI – PROTESTS A. Protests must be submitted to the basketball Tier Convenor in writing within 48 hours of the game being protested. The athletic council has the power to advise the Tier Convenor on such matters. ARTICLE VII – AWARDS A. A varsity championship banner will be awarded to each tier champion in each classification. B. ARTICLE VIII – STEERING COMMITTEE A. The Steering Committee will include the following representatives: a. The Physical Education Consultants from WSD, SJSD, and PTSD; b. Basketball Convenors from WSD and WWAC and; c. A male and female coaching representative from WSD and WWAC. B. The Steering Committee will meet to: a. Post-season (Spring – 2nd Wednesday of April) i. Review season ii. Collect/Discuss/Clarify motions for by-law changes iii. Motions would be forwarded to the respective zones for discussion (i.e. at an AGM or Council meeting) b. Pre-season (Fall – Last Wednesday of September) i. Review feedback from June discussions ii. Clarify concerns iii. Finalize motions for voting at the November coaches meeting c. Mid-season (Winter – 4th Wednesday of January) as required i. Review administration of league ii. Identify and address issues/ concerns prior to league completion and play-offs as required
