With the arrest of four burglars - autolifters viz (1) Avinash @ Kobra, Aged-20 yrs (2) Firoz Khan, Aged-21 yrs (3) Jakab @ Gunnu, Aged-19 yrs and (4) Vikram @ Virender @ Monu @ Aadil, Aged-23 yrs, police personnel of PS Najafgarh, South-West District have worked out twelve cases including eight cases of burglaries, one case of house theft, one case of robbery and two cases of M.V.Theft. Gold jewelry worth Rs. 50000/- and two stolen motor-cycles have been recovered. OPERATION On 06-07-13, an information was received that two burglars cum autolifters, who have committed several crimes in and around NCR would come to the area of PS Najafgarh on stolen motor cycle. On this, a special team comprising Inspr. Satish Kumar, Inspr.Manoj Kumar, SI Sanjay Kumar, SI Paramjeet, ASI Rajender Ct. Dev Raj and Ct. Arvind was constituted under the supervision of Sh. Rajiv Kumar Ambasta ACP/Najafgarh. Vehicle checking was intensified at Delhi Gate, Najafgarh, later two motor cycle borne persons came on motor-cycle no. DL-4SCA-7110, which was signaled to stop but the occupants tried to flee by taking U turn. However, police team stopped them and overpowered them. Their identities were revealed as Avinash @ Kobra and Firoz Khan. On questioning this could not produce any ownership documents and on verification, motor cycle was found to be stolen from P.S Dwarka North in case FIR No. 128/13 u/s 379 IPC. On search, some stolen items were recovered from their possession. During further investigation, two more autolifters cum burglars namely Jakab @ Gunnu and Vikram @ Virender were also nabbed. Prompt action of the team resulted in recovery of stolen motor cycle and burgled items at their instance. INTERROGATION AND MODUS OPERANDI Accused were subjected to sustain interrogation. Initially they tried to claim that they were innocent but during intensive interrogation, accused broke down and disclosed that they had committed several burglaries. They further revealed that they used to conduct reconnaissance to identify a locked house. After identifying a soft target, they broke into the house later. Dated: 10.07.2013 ONE CHAIN SNATCHER ARRESTED WITHIN 24 HOURS OF CRIME. THREE CASES INCLUDING TWO CASES OF SNATCHING AND ONE M.V THEFT CASE WORKED OUT. ONE STOLEN MOTORCYCLE AND ONE SNATCHED GOLD CHAIN RECOVERED. With the arrest of a snatcher namely Raju (aged-30 yrs) s/o Rishal Singh r/o C-10, Raghbir Enclave, Najafgarh, police personal of PS Baba Haridas Nagar, South West Distt worked out three cases including, two cases of chain snatching and one case of MV theft. GIST OF CASE On 06.07.2013, complainant Smt. Sakuntla w/o Sh. Madan Lal reported that at about 8.30 PM, an unknown person aged about 25 years snatched her gold chain and fled from the spot, while she was purchasing vegetables in Subji Mandi, Najafgarh. A case FIR No. 163/13 u/s 356/379 IPC was registered at PS Baba Haridas Nagar in this regard and investigation was taken up in right earnest. BREAK THROUGH On the basis of description mentioned by complainant, a team comprising of ASI Radha Kishan, HC Vishram, HC Rameshwer, HC Rakesh, Ct. Jaiveer & Ct. Sampat led by Inspr. Prem Chandra, SHO/BHD Nagar under the close supervision of Sh. R.K. Ambasta ACP/Najafgarh was constituted, who was tasked to collect intelligence. After collecting intelligence, sustained surveillance, and acting on a specific tip-off, the team apprehended the accused while he was going towards Surakhpur Village on a stolen motorcycle. He was identified as Raju (aged-30 yrs) s/o Rishal Singh r/o C-10, Raghbir Enclave, Najafgarh. INTERROGATION During sustained interrogation, accused Raju confessed to his involvement in snatching and complainant’s chain was recovered at his instance from his house. He also disclosed that he alongwith his associate namely Rakesh r/o Indira Market, Najafgarh snatched a chain of woman from Dhansa Road, Najafgarh about two months back. He further disclosed that the motorcycle in his possession, is a stolen motorcycle from the area of PS Mundka and the same has been connected with case FIR No. 90/13 u/s 379 IPC PS Mundka. PROFILE OF ACCUSED Accused Raju originally hails from Rohtak, Haryana. His parents shifted to Delhi long back in search of livelihood and settled in Raghubir Enclave. He is an illiterate and married. Sabir @ Gola. 05 desi kattas alongwith 12 live cartridges and one Indica Car bearing No. DL3CU 2661 were recovered from their possession. NAME AND PROFILE OF ACCUSED ARRESTED 1. One Indica Car bearing No.DL3CU 2661 INFORMATION AND OPERATION On 08.07.2013, an information was received by ASI Ishwar Dayal, that one criminal namely Mohd. Sakil r/o Muzaffar Nagar, UP alongwith his associate would come to Rajouri Garden area in an India Car No. bearing No.DL3CU 2661 for supplying the illegal weapons in the area of Mewat & Sohna, Haryana. This information was shared with ACP/SHO, Rajouri Garden. Immediately, a team comprising of ASI Ishwar Dayal, HC Anil Kumar, Const. Juned, Ct. Vivek, Ct. Surender and Ct. At about 3.25 PM, they stopped the Indica Car with the help of barricades. During their search, two loaded country made pistols were recovered from their possession and three country made pistols along with 10 live cartridges were also recovered in the car. INTERROGATION During sustained interrogation, they disclosed that their gang leader i.e Mohd. Sakil got down from the car near Loni, Ghaziabad. TEAM, INCIDENT & APPREHENSION On 8.07.2013, an information was received that three auto lifters would be arriving on main Bhalswa Dairy Outer Ring Road Crossing. On this information, a team led by Insp. INTERROGATION Subsequent to their arrest, it came to notice that accused Israr, after being released from jail, three months back, again took to crime. He is a notorious auto-lifter, and had also been arrested for a murder in PS Nauchandi. The master mind Israr is very clever. He commits crime in a such a manner that neither can he be located nor traced through technical surveillance, since he uses new cell phones for his entire team on each occasion, they commit crime. He has the potential to steal 3 or 4 vehicles in one night. Subsequent to their arrest, they disclosed that they work on demand basis, and the receivers provide them with the Electronic Control Module (ECM) and Lock and key set of the specific model that is in demand. The target vehicle is spotted by the gang and the master mind breaks open the small window pane and unlocks the vehicle. The lock system is broken or disabled with tools and thereafter, with the help of available lock key set and ECM, they start the vehicle and take it away. One brother of Israr is booked in a MCOCA case in Delhi from South District vide FIR No.269/2011 dated 05-08-11 U/S 3 Macoca Act, PS Hauz Khas. Another brother was also a notorious auto-lifter and was killed in a bid of dacoity at his village Jahid Pur, Meerut, UP. On 09.07.2013, two minor girls, aged about 11 years and 13 years, both resident of Uttam Nagar, Delhi ran away from their homes while they were on the way to their school. On 9-7-2013, in the morning, they boarded Metro from Dwarka Mor Metro Station and alighted at Kashmiri Gate Metro Station. As the day descended, the girls got frightened and started crying. At about 10:30 PM, they were seen by a lady, namely Raj Rani, aged about 47 years w/o Late Sh. Manoj Kumar, r/o Sita Ram Bazar, Delhi. She asked them about their whereabouts. The girls, who were completely drenched in the rain, broke down on hearing a sympathetic voice. The girls told Raj Rani that they want to go to their home. Raj Rani brought them to her house and gave them clothes of her own children to change. Then she spoke to her father, who told her that he has already given a complaint at Binda Pur police station. On this Raj Rani brought the girls to the local police post at Turkman Gate in the area of P.S. Chandni Mahal, Central District, Delhi. The local police of Central District contacted the concerned police station and it was revealed that in this regard a case vide FIR No. 319/13 dated 09.07.2013, U/s 363 IPC has been registered at Police Station Binda Pur, Delhi. PRESS RELEASE OUTER DISTRICT 10.7.2013 ILLEGAL DETENTION OF JUVENILES BY POLICE OFFICIAL OF PS VIJAY VIHAR AT LAL QUARTERS, DDA FLATS AT VIJAY VIHAR An incident of illegal detention of juveniles by police officials of PS Vijay Vihar was aired on news channels in the night of 9th July, 2013. Subsequently, a prim facie fact finding enquiry to verify the veracity of facts was carried out by Addl. CP/OD in the above incident. During enquiry, statements of some police officials and affected juveniles were recorded & the documents related to the matter collected. Two cases of theft and night burglary were registered vide FIR No. 161/13 u/s 457/380 IPC in PS Vijay Vihar and 162/13 u/s 380 IPC PS Vijay Vihar. The IO of the cases and other police officials have been found to be involved in the above incident. In this case, six juveniles (one of which was later found to be major) were apprehended by the police officials and they were detained in a vacant DDA Flat known by the name of Lal Quarters as per the enquiry revealed. From the facts as emerged during the enquiry, it is learnt that the incident had taken place and the juveniles had been detained to recover the case property in the above said cases. In the follow up action, the then SHO Vijay Vihar, IO of the cases & four Constables have been placed under suspension and they all will be dealt departmentally. SENSATIONAL HOUSE DACOITY CUM MURDER OF PREET VIHAR AND HOUSE DACOITY OF ANAND VIHAR SOLVED, NOTORIOUS BANGLADESHI BADSHAH DACOIT GANG BUSTED Special Staff of East District along with Anand Vihar police has arrested two desperate criminals of Badshah Gang involved in the most brazen dacoities reported at Preet Vihar and Anand Vihar. A cash reward of Rs. One lac was announced for solving the Preet Vihar Dacoity cum murder Case. The names of the arrested persons are: 1. Badshah@Kabir s/o Jainul r/o Vill- Dhan Sagar, PS Moral Ganj, Distt.- Bagerhat, Bangladesh. 2. Mohd. Tasleem s/o Abdul Wahid r/o Vill- Birdo Nangli, PS Kirat Pur, Distt- Bijnore, Uttar Pradesh. Incidents: On dt 25/04/13 at around 0300AM, 6-7 unknown assailant/dacoit entered H.No. B-33, Madhuban, Preet Vihar, Delhi. The dacoits overpowered Sh. Sumer Kumar Dutta retired Director of Prosecution, Delhi, his wife Chandra Prabha Dutta and son Animesh Dutta. During the dacoity, the assailants smothered Sh. On Dated 27/05/13 at around 0200 AM, five unknown assailant/dacoit entered H.No. D- 53, Anand Vihar, Delhi. The dacoits overpowered the members of the house Mrs. Dimple Kohli and her daughter Gunisha on gun point and fled away with cash, jewellery and electronic items. Staff: Taking into account the gravity of the case the Special Staff of East Distt. was assigned the task to nab the desperate gang of criminals. A team under the leadership of Insp Rakesh Dixit comprising of SIs Vinay Yadav, KK Sharma, Arun Sindhu, Narender, Sukhbir, ASIs Ajaypal, Sudeshpal, HCs Nazir, Manoj, Praveen, Sirmohar, Soma, Jagsoran Cts. Praveen, Jitender, Talim, Anangpal etc. and under the close supervision of Sh. Virender Singh ACP/Ops/East and Sh. Amit Sharma ACP/Vivek Vihar was constituted and investigation was taken up. During the course of investigation, the team of special staff tried to develop various information on the basis of modus operandi of criminals as the modus operandi in this case points to the involvement of Bangladeshi Gang. Painstaking efforts were then made by the special staff and the criminal intelligence system/information was activated. The focus was then shifted to Bangladeshi criminals previously involved in such robbery/dacoities. All the Jail Release of recent past were scrutinized and verified and during this process a secret information was received that one Bangladeshi Burglar namely Badshah who was previously arrested in Anand Vihar had also formed a gang which might be behind these dacoities and had also recently came out of Bijnore Jail. Through technical surveillance, it was got verified that Badshah along with Gang members is behind these dacoities. Most of the members had crossed the Indian Border and had reached Bangladesh. On 06/06/13, a secret information was received that one member of Badshah Gang, a desperate dacoit namely Tasleem r/o Bijnore had came to Delhi for reccee. A raid was conducted and Tasleem was apprehended. He disclosed that he is actively involved in House Dacoity of PS Anand Vihar. He further disclosed that he along with Badshah, Abu Said@ Master r/o Bangladesh, Ansaar r/o Bijnore, Mazid r/o Bijnore and one Rana through Railway Track side had intruded in the Anand Vihar Colony and during reccee of the colony they identified the H.No. D-53 for dacoity. They entered the house by breaking the window grill. Then they overpowered the members of the house and after keeping them hostage for around 2 hours ransacked the house and committed the dacoity. Part recovery of household articles was also made after his arrest. He also dislosed that Badshah had committed one more dacoity in East District a month back with other Gang members. Further sincere efforts were made to track Badshah the Gang leader. Teams were deployed at Bangladesh Border at Benapole for last one month. During this it came to notice that Badshah’s wife and children are in Delhi. Surveillance was kept on their activities. After a month’s surveillance, the fruitful result came out when Badshah decided to return back to India to commit more dacoities. As per the secret informations, on 05/06/07/13 night Badshah crossed the Indian Border and reached Delhi on 07/07/13. Efforts were made to track him but could not be traced in Delhi. On 08/07/13, he reached Badaun(UP) to meet one of his relative and to form a new Gang. Immediately, a team of Special Staff along with I.O. of PS Anand Vihar reached Badaun and after painstaking efforts identified him to be present in Village Babat Hari Nangla, PS Kunwar Gaon, Badaun. With the help of S.O. PS Kunwar Gaon a raid was conducted at midnight hours of 08/09/07/13 and Badshah was apprehended and arrested. He disclosed that he along with his Gang members committed the dacoity in Anand Vihar and Preet Vihar. He further dislosed that he along with his Gang members namely Abu Said@ Master, Alamgir, Khaliq, Haroon @ Tiggi Haroon, Chotu and Kaalia all resident of Bangladesh had committed dacoity in Madhuban Colony, Preet Vihar. During this dacoity they overpowered the house members but the son of House owner resisted and while overpowering him they kept a Pillow on his mouth and he died of smothering. After this the quickly took the house hold articles, jewellery etc. and fled away from there. MODUS OPERANDI Bangladeshi criminals sneak into India with the assistance of professional touts who also help them in procuring arms in India. They take a single room accommodation on rent in slum colonies as a hideout. The old members of Gang are very well known to the Posh colonies as their wives are presently/previously worked as maids in the houses and they themselves had worked as the Garbage collectors. They targets houses near the railway tracks, lonely places or houses near the Parks. After this they reccee the colony and choose a specific target house. They target houses with low height boundry walls and they also check how many vehicles are in a house. By checking vehicles they make an idea that how many members might be in the house. After the commission of crime they use Dalals who are also Bangladeshis in getting the looted booty to pass across the border. They gather around the possible target area during evening time. Weapons and implements are hidden in the bushes nearby railway tracks or on the bank of nallahs. They prefer to travel by bus or passenger trains as checking are minimal. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay. 4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life and safety and their property and it is felt that immediate action is necessary in this regard. 5. Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at time, also station themselves unauthorized outside liquor vends which further facilitates this undesirable activity. Sometimes, `Baratis` of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with serious potential to result in brawl and quarrels causing serious injuries/deaths and damage to the public and private property. This affects peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act-2009. 2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area. 3. Now, Therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C, 1973(No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. U11036/a/2008 UTL dated.26/11/2008 I, Parkash Chander Mann, Assistant Commissioner of Police, SubDivision Vikas Puri, West Distt., New Delhi do hereby make this written order to do the following for strict compliance by the owners of such liquor vends in the area of Sub-division, Vikas Puri:a) Install CCTV with sufficient number of cameras and recording system to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vender stationed in the coverage area. b) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days. c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area proper receipt in a register to be maintained at the liquor vend. d) Before starting sales for the day, Manager of the liquor vend should ensure the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. Any entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police station mentioning Daily Diary Number on the intimation. e) During the course of monitoring of the CCTV system, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area. f) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall also mention on the sign boards. g) The vend owner shall ensure that the liquor should not be sold to persons below 25 years of age. 4. The order shall come into force with effect from 09/07/2013 and shall remain in force for a period of 60 days i.e. up to 06/09/2013 (both days include) unless withdrawn earlier. 5.
