LOCUM CONSULTANT VASCULAR SURGEON
Full time or Part Time
Salary Scale - £76,761 - £103,490 per annum (pro rata)

NHS Forth Valley seeks to appoint a Locum Consultant Vascular Surgeon. The successful
applicant will join the area Consultant Vascular team and will share responsibility for providing a
comprehensive clinical service in Forth Valley. Participation in the out of hours vascular cover is
essential which currently involves a 1 in 4 on call rota. There are separate consultant rotas for
General Surgery and Urology. The appointment will be subject to the terms and conditions of
service of the Consultant Grade (Scotland).
NHS Forth Valley provides acute services for a population of 310,000 people in Central
Scotland. Acute services, emergency and complex care, and planned services are provided for
at Forth Valley Royal Hospital (FVRH).
Applicants will be expected to have a broad vascular surgical training (including emergency
work). An endovascular background is desirable. Candidates must possess the FRCS or
equivalent.

INTRODUCTION TO NHS FORTH VALLEY
NHS Forth Valley is a single, integrated healthcare system comprising acute care facilities and
community based services, which are delivered through Forth Valley Community Health
Partnerships.
The Board’s vision of improving health and healthcare for the people of Forth Valley is
underpinned by its Integrated Healthcare Strategy. The principles upon which this strategy is
founded have led to significant change and development in recent years. With further service
reconfiguration planned, this is an exciting time to work with NHS Forth Valley.
NHS Forth Valley is the largest employer in the area, with approximately 8000 staff from a wide
range of professional and support occupations. Currently, services are provided in one acute
hospital, four community hospitals and fifty-six health centres. Acute Services are based in
purpose built 860 bedded Forth Valley Royal Hospital, which opened in 2011 and provides
inpatient and outpatient services for a population of approximately 310,000.
THE FORTH VALLEY AREA
The working environment is excellent, as is the quality of life that Forth Valley has to offer them
and their families. The area has stunning scenery, such as the Trossachs and Loch Lomond. It
is steeped in history with Callander House in Falkirk, Stirling Castle, Bannockburn and the
Wallace Monument to name but a few of the sites in the area. It also has many cultural and
leisure facilities such as the Falkirk Wheel (the largest canal barge wheel in the world), the
MacRobert Arts Centre at Stirling and the National Sports Academy at Stirling University.
Forth Valley also lies equidistant between Scotland’s two largest cities; Edinburgh and Glasgow.
With their respective airports, both are little over half an hour from most parts of Forth Valley, on
the Falkirk, Larbert and Stirling area lines.
House hunters in the Forth Valley area are spoiled for choice. On offer are a large array of
established and new properties in a variety of attractive settings.
Education in the area is first class, with excellent provision of pre-school, primary and secondary
education. State schools in the area have strong reputations and there is also easy access to
the area’s private schools in Bridge of Allan, Dollar and Crieff.
On the further education front, Stirling boasts an excellent University and access to the
University cities of Glasgow and Edinburgh is easy. There are also further education Colleges in
Falkirk, Stirling and Alloa.
In addition to its scenery, history, culture and shopping facilities, residents in Forth Valley have
on their doorsteps a varied range of leisure and sporting facilities. There are marvellous golf
courses, hills and mountains and everything from sailing and windsurfing.

FURTHER DEPARTMENTAL INFORMATION
The Vascular Department provides a full range of vascular services. All major elective and
emergency surgery is carried out at Forth Valley Royal Hospital. The service runs closely with a
well staffed interventional radiology service, staffed with 3 consultants. The hospital is supported
by a recently redeveloped Intensive Care and High Dependency Unit. A full range of diagnostic
facilities is available including CT and MRI scanning and vascular ultrasound.
Currently, vascular services in Scotland are being reconfigured and it is anticipated that there
will be a partnership with a neighbouring health board which will create new opportunities in the
future.
The Vascular Department comprises three vascular surgeons along with a specialist nurse, and
a clinical vascular scientist. The MDT is supported by interventional radiologists and an
anaesthetist with specialist vascular interests.
The department currently undertakes 250-270 major arterial reconstructions per year including
all aspects of aortic surgery, carotid surgery and lower-limb reconstruction. There are
approximately 30 major limb amputations and 150 varicose veins interventions per year. The
department also supports a venous leg ulcer service, diabetic foot service and hyperhidrosis
management. There is no vascular access commitment.

Administrative Support
The postholder will have appropriate secretarial support and a computer with access to the NHS
network and resources.
Postgraduate and Developmental Facilities
There is a purpose-built Education Centre on the FVRH site. It houses the Postgraduate Library
and audio-visual facilities and offers opportunities for a wide range of development activities for
all staff groups. This is a modern, high quality facility which is widely used by groups throughout
the country.
A wide range of full-text and e-journals are freely available. Internet access is available in both
centres, and also in consultant workspace accommodation.
There are regular postgraduate meetings in both hospitals. Glasgow and Edinburgh with their
Royal Colleges, university medical schools and postgraduate facilities are within easy reach.
Forth Valley Royal is the site of the Scottish Centre for Simulation and Clinical Human Factors.

Teaching, Audit and Research
The postholder will be expected within his/her NHS responsibilities, to undertake audit, and to
partake in undergraduate and postgraduate teaching as required. They will also be expected to
share in teaching programmes for medical students, junior doctors and middle-grade medical
staff in Forth Valley. There is a well developed programme of weekly Medical Unit Clinical
Meetings, monthly hospital wide Clinical Forums and other Educational events. The successful
applicant will be expected to take an active part in the teaching of medical students who are
attached to the department.
LOCUM CONSULTANT VASCULAR SURGEON RESPONSIBILITIES

As agreed with the General Manager and Associate Medical Director to provide with
Consultant colleagues an area wide service with responsibility for the prevention,
diagnosis and management of illness, and for the proper functioning of the service;

Out–of-hours responsibilities for Forth Valley Royal Hospital shared with the other
Vascular Consultants as part of a Consultant team;

To provide cover for Consultant colleagues during annual and study leave or at such
other times as agreed with the General Manager and Associate Medical Director;

To offer professional supervision, training and appraisal of junior medical, nursing and
technical staff as appropriate to enhance role extension and job skills within the service
in order to improve the service provided to patients;

To motivate staff within the service, through leading by example, and fostering good
working relationships at all levels in line with the principles of the local Partnership
Agreements;

To contribute to developments and initiatives within the organisation as appropriate and
as requested;

To be expected to communicate with other professionals and departments in order to
ensure a co-ordinated approach to patient care;

To participate fully in Consultant appraisal and personal development planning activities;

To ensure the efficient and effective use of the organisation’s resources;

To work with colleagues to ensure the effective and efficient development and
implementation of support systems;

To operate within the scope of agreed policies in the Surgical Directorate.
The requirements of this post will change through time in line with clinical advances and
developments in services provided by the NHS in Forth Valley.

CONTRACTUAL DETAILS
Contracted activities for this appointment will be defined and agreed with the post holder and the
General Manager, Surgical Directorate.
The post holder will be professionally responsible to the Associate Medical Director, Surgical
Directorate and managerially responsible to the General Manager, Surgical Directorate.
The Consultants in the department will agree arrangements for cover of Vascular Surgical
duties.
The Locum Consultant post is available on a full-time basis but the Board welcomes applications
from individuals who are unable to undertake a full time commitment and who may wish to work
on either a part-time or job share basis.
The terms and conditions of service applicable to this appointment are the Consultant grade
terms and conditions of service as amended from time to time.
NHS Forth Valley will require each Consultant to agree with the General Manager and Associate
Medical Director, a job plan of fixed and other commitments, which will be reviewed on an
annual basis and revised as necessary to meet the requirements of the local and national
service issues.
This post is offered on a fixed term basis for 1 year.
Consultants will be required to participate in an annual appraisal.
The post holder will normally be expected to reside within 30 minutes travelling distance of Forth
Valley Royal hospital.
Formal appointment to this post will be conditional upon satisfactory completion of all preemployment checks, including satisfactory medical screening.
NHS Forth Valley does not negotiate salary placements. On commencement of employment,
salary will be determined in accordance with Section 5 of the terms and conditions of service.
This appointment will be superannuable under the NHS Superannuation Scheme, which is
contracted out of the State Earnings Related Pension Scheme (SERPS). New employees will
automatically be enrolled in the scheme unless they opt out. For further information, please

The employment is subject to one calendar month notice on either side.
The successful candidate will be expected to be registered for CPD with the Royal College of
Surgeons and to fulfil requirements for annual certification and for appropriate revalidation.
Annual leave entitlement is six weeks per year (pro rata for part time post holders), with
additional statutory holiday entitlement as agreed by the Local Negotiating Committee and
published annually.

JOB PLAN
The post holder is required to agree a detailed job plan with the General Manager or his / her
deputy and the Associate Medical Director.
Efforts will be made to complete job planning prior to the date of commencement in post, or,
where this is not possible, as soon as possible following this date.
It is expected that elective programmed activities will be worked flexibly with the other Vascular
Surgeons to maximise utilisation of outpatient and theatre activity. Up to two outpatient clinics
and two/three theatre programmed activities will be available weekly depending on on-call
commitments. Participation in the out of hours Consultant Vascular Surgery rota is essential.
The detail of fixed sessions, including any special interest, will be finalised following appointment
of the successful applicant. It is expected initially that 9 programmed activities per week will be
devoted to direct clinical care, with 1 programmed activity allocated for supporting professional
activities (including audit, professional development, teaching and administration). Attendance at
multi-disciplinary team meetings, pre-procedure consultations, are included within the 9
programmed activities of direct clinical care and will be appropriately timetabled.
Following commencement in post, depending on the needs of the service and the particular
attributes of the post holder, it may be possible to negotiate additional time for Supporting
Professional Activities.

Pre-Employment Screening
Criminal Convictions - Protecting Vulnerable Groups (PVG) Scheme
The Protecting Vulnerable Groups (PVG) scheme has replaced the previous disclosure
arrangements for people who work with vulnerable groups. The duties of this post require the
post holder to undertake regulated work with children and young people (individuals aged under
18 years) and / or protected adults (individuals aged 16 or over who is provided with (and thus
receives) a type of care, support or welfare service).
The post holder will be required to be a member of the PVG Scheme and to consent to NHS
Forth Valley obtaining a Scheme Record or Scheme Record Update, as appropriate. Any failure
to disclose convictions could result in the withdrawal of an offer of employment.

Occupational Health Screening
This post involves the performance of exposure prone procedures and therefore the successful
applicant will be required to produce evidence of their Hepatitis B and C Immunity Status. The
successful candidate will be required to produce evidence of Hepatitis B and C status prior to
appointment and to undergo satisfactory health screening. Any offer of employment will be
subject to satisfactory Occupational Health assessment.
