Pollokshields Community Council Meeting

Monday 7 th September 2015

Chair briefly discussed illegal HMOs & poor landlords

Steven McSeveney owner-occupier at 2/1 109 Albert drive has been speaking with CC on the second serious fire in the close. Concerned why fire has taken place and affected his home. First fire few years ago was started deliberately. Steven would like to work with the CC and help facilitate what advice, support and concern can be made to the council. He also wants public and domestic safety as a top priority in

Pollokshields.

 Francis Nicol from Fire Services - No info on previous fire. Recent 109 Albert Drive. Offered home fire safety visits which can be refused by householders.

Frank had to go due to fire call (was on call). Defer to

November.

Several long-term housing issues discussed (possible overspill of mass council purchase in Govanhill, lack of relationships with diverse community groups etc)

 Proposition for stalled space across from Tramway to become a more social space.

 General overview by Lee Ivett, look at empty spaces across Scotland and in Europe of giving empty spaces more relevance and giving ownership to local communities. This all works on the notion of disused urban spaces that can be improved by locals living around them making them spaces for a variety of functions (meeting, growing, leisure, cultural)

Cycleway –

Cycling celebration day

 Project heavily leans on developing and building the wall and immediate area. To then seek out views of users and locals and organically grow the space.

 Testing ground and incubation space to create further ideas. Lee gave examples of graphics, arts, diagrams and plans were.

 First 6 months will focus on the exterior wall and move further along to work on the large expanse of land that lies behind it.

 Longer term, have brain stormed ideas of how the tramway and Albert Drive can become more closely related and part of a cohesive neighbourhood project.

Chair discussed some points –

 32K budget up until Jan 2016 secured. Future funding also pending.

 Currently working on artistic phase for the next 3 months.

Following 3 months to create a social and performance space.

 The CC will have a Stalled Spaces agreement in consultation with DRS which will give the owner of

Walker Woodstock the ability to lease it to the CC on a renewing lease (giving 6 months notice if they wish to take further action).

 CC will be directing development and management of space.

CC envisages to have this social space for 18-24 months.

 CC act as a mediator for future local organisations and projects to encourage more use of space.

Initial space will accommodate 500 people.

 Need young enthusiastic long-term project leads.

Chair proposed signing this agreement (Ann Laing and

Angus Quin proposed/seconded)

 One of two cycleways in Glasgow, segregating cyclists from vehicular traffic. It connects Pollokshields to the

City at the Squiggly Bridge. It will be ready for use in

October. The community council has been planning with other organisations to celebrate the opening.

CC will be organising mass cycles from different parts of the city. Pollokshields will have one cycling group to bike into Scotland Street from Shields Centre

Carpark.

Dr Bike clinic provided by Soul Riders (charity who have taken up premises in Forth St/Maxwell Rd.

 Volunteers are making this happen and we still seek residents’ views.

Update –

 There will also be a cycling related personality to celebrate with us on the day.

 There has been a 20mph plan for Pollokshields for sometime where the Community Council had highlighted some glaring issues.

 This revised proposal covers the area bounded by

Nithsdale Rd, Shields Rd, St Andrews Rd and Darnley

St and the community council seeks feedback (as they did back at June meeting) from residents on this proposal. Already the feedback has reversed the proposal to close Kenmure St at the new school.

Instead a bus bay will be built on St Andrews Rd.

Detailed maps are attached to the Minutes.

 Chair covered this on a map and highlighted the particular traffic calming around schools, busy junctions and corners. DRS have been researching

(detecting speed around Pollokshields) on this topic for some time, though has been unable to provide us with up-to-date info and maps.

 The CC would like to fill 7 vacancies and get more people involved.

 We have many projects (as evidence of minutes) with a handful of active community councilors.

We seek ‘new blood’ who actively seek to get

involved with the CC and take part in such projects.
