Section l. Purpose: The Board shall operate the schools of the District for the benefit
of children residing in the District and eligible for attendance.
§ 501
The Board may permit the admission to District schools of nonresident students in
accordance with terms of this policy.
§ 1301
The Board shall require that appropriate legal documentation showing dependency or
guardianship or a sworn statement of residential support be filed with the Board
Secretary before an eligible nonresident student may be accepted as a student in the
District schools. The Board may require a resident to submit additional reasonable
information to substantiate a sworn statement, in accordance with guidelines issued by
the Department of Education.
The Board reserves the right to verify claims of residency, dependency and guardianship
and to remove from school attendance a nonresident student whose claim is invalid.

Nonresident Children Placed in the District - Any child placed in the home
of a resident of the District by a court or an agency of government shall be
admitted to the schools and shall receive the same benefits and be
subject to the same duties as resident children.
Inmates of Institutions - A child who is an inmate of an institution for the
care or training of children located within the District, is not a legal
resident of the District by such placement, but shall be admitted to the
schools of the District and a charge shall be made for tuition in
accordance with statute.
Other Nonresident Students - A nonresident student may be admitted to
the District without payment of tuition where attendance is justified on the
grounds the student

lives full-time and not just for the school year with District
residents who have assumed legal guardianship of the student
and who have signed guardianship forms prescribed by
Conewago Valley School District

is visiting this country as an exchange student and lives in the
District
3.
a nonresident student may be admitted to the District on payment
of tuition at the established rate where attendance is not
disruptive to the educational program of the District and when
approved by a majority of the voting members present at a
regularly scheduled meeting of the Board of School Directors of
the District.

The Superintendent may permit a nonresident student to begin
the school year in the District if the parent or guardian is in the
process of buying or building a home in the District and intends to
move into the District within the first nine (9) weeks of the school
year. Parents or guardians shall be required to present proof of
anticipated residency and provide transportation for the student to
and from school. If the student does not become a resident by
the end of the period for which free attendance is given tuition will
be required until residency is established.

Regularly enrolled students whose parents/guardians have
moved out of the District may be permitted to finish the school
year without payment of tuition when such move takes place
within the final nine (9) weeks of the school year, or in the case of
a senior student, during the senior student’s final semester of
their senior year. Parents/guardians shall submit a request for
continued attendance in writing and shall be responsible for the
transportation of the student to and from school.
Section 3.
Delegation of Responsibility:
The Superintendent shall develop
procedures for the enrollment of nonresident children which:
A.
admit such children only on the proper application of the parent or
guardian
B.
do not exclude any child, otherwise eligible, on the basis of such child's
race, creed, color, national origin or ancestry.
C.
verify claims of residency.
D.
deny admission where the educational facilities or program maintained
for the children of this District is inadequate to meet the needs of the
applicant.

make continued enrollment of any nonresident student contingent upon
maintaining good standards of citizenship and discipline.
Tuition rates shall be determined in accordance with statute. Tuition shall be charged
monthly, in advance of attendance.
