Westminster Hall Debate –
Transforming Rehabilitation
Stephen Kinnock Secures
Westminster Hall Debate
Wednesday 28th October 2015 Stephen
Kinnock MP (Aberavon) (Lab), secured a
Westminster Hall debate on Transforming
Rehabilitation post privatisation. This is a
relatively new area for Stephen and as such
Napo ensured that he was fully briefed on
both the background of TR and the current
situation. Ian Lawrence General Secretary
met with Stephen and Jenny Chapman in
advance of the debate and full briefing papers
were provided to MP’s taking part. It was good
to see that our material was relied on heavily
by the Labour team as well as MP’s from
other parties. Ian Lawrence was quoted a
number of times in particular in relation to low
staff morale and on going issues for front line
staff such as ICT. Other stakeholders also
provided supporting information. The National
Council for Voluntary Organisations
highlighted that despite the warm words of the
previous Justice Secretary prior to contracts
being signed, there was in fact very little
voluntary involvement in the new probation
contracts. Stephen Kinnock ended the debate
with a call to the government to create a
taskforce to ensure that the structural
problems across Probation services are
resolved and warned them that they were
playing with fire and were risking public safety.

coming events 2nd November
2015
Monday 2nd November TUC Rally and
Lobby of Parliament – Protect the Right to
Strike.
The rally will take place in Central Hall,
London. If you would like to join the Napo
delegation we will be meeting at 12.30 at
the Nelson Mandela Statue in Parliament
Square. The rally is due to finish at 15.30.
Kill The Bill – The fight Continues
The TUCG has also organized a second
rally on Tuesday 10th November 2015.
6pm – 7pm in Committee Room 9. This
rally coincides with the Report Stage and
the third reading of the Bill.
The Trade Union Coordinating Group is
holding an after work rally with a wide
range of guest speakers. Ian Lawrence
General Secretary is speaking at the TUC
and Napo members are encouraged to
attend and show their solidarity with our
sister unions.
