Eastern Community Legal Centre seeks equality and social justice within the legal system for
disadvantaged members of the community. This is addressed through legal services and community
development initiatives provided by volunteers, professional staff and community partners. The service
covers six municipalities in Melbourne’s east and has been operating as an independent non-profit
community agency since 1974.
ECLC operates from three bases in the eastern region. The Inner East office is located in Box Hill and
provides assistance to residents in the Cities of Boroondara, Whitehorse and Manningham. The Outer
East office is located in Boronia and provides assistance to residents in the Cities of Maroondah and
Knox. The Yarra Ranges office is located in Healesville, and services residents in the Shire of Yarra
Ranges and surrounds. All offices work closely together.
Position Context
Over a period of several years, a dedicated community campaign has brought about an expansion of
ongoing funding to establish a dedicated Centre for the outer eastern Shire of Yarra Ranges.
The expanded service will be provided by a team of ECLC staff based in Healesville, while working
closely with the existing staff at offices in both Box Hill and Boronia.
This role is newly established, comprising two key and complementary functions:

to provide leadership and operational supervision in the establishment and development of the
Yarra Ranges service; and

to undertake a community development role, including developing community partnership, key
projects and community legal education.
The Co-ordinator will have a senior role in the service and report to the Manager – Outer East.
The community development role will focus on the Shire of Yarra Ranges, but will work closely with
their colleagues at Boronia and Box Hill to build on the Centre’s existing community legal education,
policies and programs.
KEY RESPONSIBILITY AREAS

Provide significant leadership within the Yarra Ranges service

Supervise a small number of staff on an operational basis

Co-ordinate the establishment and efficient operation of the Yarra Ranges office

Encourage the involvement of volunteers and the broader community in the centre

Liaise and develop partnerships with key agencies within the catchment

Seek funding opportunities in conjunction with the Manager – Outer East and senior staff

Co-ordinate and provide legal education talks and seminars for other agencies

Research community needs in relation to CLE and provide a range of pertinent educative
programs and publications for the community

and programs

Staff Management
2.1.
Supervise Yarra Ranges staff. The Co-ordinator’s position will initially have two staff
reports
2.2.
In conjunction with the Manager – Outer East, monitor and co-ordinate staffing,
administration, quality service provision, accountability, professional development, and
volunteer services at the Yarra Ranges site
2.3.
Perform annual staff performance reviews with supervised staff within Centre policies.
2.4.
Co-ordinate Yarra Ranges staff meetings
Community Development and Liaison
3.1.
Establish and develop community development activities and projects, with an emphasis
on utilising partnership approaches
3.2.
Research community needs (including legal needs) and identify issues requiring
improved legal, education or law reform responses.
3.3.
Where appropriate, utilise, support and develop the use of a diverse range of volunteers
and volunteer teams within community development programs,
3.4.
Participate in relevant community networks that will enhance service provision and
heighten the profile of the centre

Maintain communication with key agencies, government and relevant funding bodies
Community Legal Education
Research community needs in relation to Community Legal Education and provide a range of
pertinent educative programs and publications for the community. This will include:

Research and develop Community Legal Education presentations and materials
4.2.
Facilitate Community Legal Education classes, talks and seminars, generally through
partnerships with community organisations
4.3.
In conjunction with legal staff, ensure the legal accuracy of CLE programs and materials
4.4.
Work co-operatively with local agencies and other community legal centres on issues
relating to community legal education
Funding
5.1.
Authorise expenditure within budget and policy parameters
5.2.
Assist with completion of reports and meeting conditions and accountability
responsibilities to funding bodies
5.3.
Develop submissions for project and Local Government funding

EMPLOYMENT CONDITIONS
Accountability:
All employees are accountable to the CEO on behalf of the Board
Functional/operational supervision and support is provided by the Manager
– Outer East
Location:
Healesville
Conditions:
Part time/4 days (30 hours) per week (scope for an additional day for other
Centre work if desired)
A 3-month probationary period applies
All positions at the Centre are subject to the continuation of external
funding. However, this position is funded until at least June 2015
Terms and conditions are based on those contained in the Social,
Community, Home Care and Disability Services (SCHCDS) Industry
Award 2010
Salary:
Salary package in the range of $63,000 - $82,800 per annum (pro rata)
based on qualifications, skills and experience, comprising cash salary
($55,000 – $70,000), employer funded superannuation in accordance with
the Superannuation Guarantee (Administration) Act 1992 and the benefits of
tax-free salary packaging available

Self Referral:
It is Centre policy that no staff member or volunteer shall, under any

Travel:
The position will require regular attendance at alternate locations, in addition
to some evening commitments. Generally, employees utilise their insured
and roadworthy private vehicles with travel costs reimbursed
No Smoking Policy:
It is Centre policy that smoking is prohibited in all buildings leased, owned,
or otherwise under the control of ECLC
