We comprise of 28 pastoral charges which extend from Lower Five Islands to Truro, the Musquodoboits, River Philip and Oxford, the North Shore (Pugwash to Tatamagouche), Milford, Upper Stewiacke, Valley, Noel, and all points in between. We also sponsors (jointly by Truro and Pictou Presbyteries) an outdoor ministry – MacLennan Memorial Camp at Chance Harbour, Pictou County . Truro Presbytery will hold a vote on September 11, 2014 to determine its continuance of sponsorship beyond October 31, 2014. Included in Truro Presbytery is all ministry personnel and one lay delegate per congregation. Larger congregations may have a lay representative for each 100 resident members. There are also members-atlarge (up to ten) who are appointed by the presbytery, usually at the request of committee chairs. These folks have particular skills or experience that the committee needs. The United Church has what is known as a “presbyterian” style of government, which simply means that we have presbyteries, instead of an “episcopal” style, which has bishops. The presbytery is responsible for many of the functions of a bishop, including the oversight of congregations and ministry personnel. The 2013 Manual: The beliefs and policies that shape our life together as the United Church of Canada are found in “The Manual” – a new one is published after each General Council. The first section of the Manual contains the Basis of Union, the articles of belief and organization that were agreed upon by the three founding denominations (Presbyterian, Congregational and Methodist) that came together in 1925 to form the United Church of Canada. United Brothern joined United Church in 1960’s. In order to change the Basis of Union, a General Council must submit the proposed changes to the presbyteries (and in some cases to the congregations) through a process known as “remits”. A proposed change requires the agreement of two-thirds of the presbyteries across Canada. Meetings Organization: Sections C. 4: 1-5 The Presbytery must have: ** Officers: a chairperson (2 years), a secretary, and a treasurer. Truro Presbytery also has a past chair (1 year), incoming chair (1 year), and an Assistant Sercretary. ** Standing committees or task groups (as deemed necessary from time to time) to do the work of Presbytery and to relate to the standing committees of the Conference and working unites of General Council. TRURO PRESBYTERY DIRECTORY 2014 -2015 PAGE 14 THIS IS TRURO PRESBYTERY cont’d Truro Presbytery has agreed to the following committee structure with information, description and mandate of each committee: Affirming Ministries: **Raise awareness of issues surrounding inclusion of all persons regardless of barriers that might otherwise hold them back from full participation in the life and work of the presbytery (sexual orientation, ability, race, gender, etc.) **Encourage the creation and enforcement of policies of inclusion within any and all places where Presbytery has jurisdiction **Encourage pastoral charges to work towards being more inclusive in their own contexts **Act as a resource for pastoral charges that are seeking to become more inclusive --May 11, 2009 -- St Andrew’s United, Truro has been discerning for over a year with program of becoming an Affirming Congregation. Vote was held with 94% in favour making this the first Affirming Ministry Congregation in Truro Presbytery. --April 8, 2010 -- page 132 & 141 -- MOTION -- that Truro Presbytery enter into the process of becoming an Affirming Presbytery. --May 9, 2013 -- page 93 -- MOTION – 76% acceptance of the Affirming Mission Statement. --March 20, 2014 – page 82 -- rewording the Affirming Mission Statement to align with the mandate of Affirm United. They will work with pastoral charges to arrive at the best possible solution to their individual situations that do not fall outside the necessary guidelines and requirements of the United Church of Canada and Truro Presbytery. In particular, they will look at long range planning issues that may help the pastoral charges and Presbytery in years to come. Their expertise from within the committee and the resource persons invited to help will allow them to perform this role and at the same time be in constant harmony with the individual committee work within Presbytery. This is one of the groupings tried as a result of re-structuring several years ago. All members of this committee are to be trained in both pastoral relations and pastoral oversight in order to provide a larger pool of personnel for assignments to pastoral charges. This arrangement has been reviewed and confirmed by Truro Presbytery. The mandate of the Pastoral Relationships Committee: **oversee changes in pastoral relationships **appoints a team (2) for: Joint Needs Assessments ( includes Exit Interviews) and Joint Searches **visit the pastoral charges every three years – Triennial Visit **ensures manses are in good condition **keep regular updates on police checks for ministry personnel **shares joys and celebrations, deals with conflicts within pastoral charges **ensure that all personnel related procedures are followed **welcome and assist new ministry personnel to Truro Presbytery **identify ministry personnel who are available for supply to pastoral charges **appoint a supervisor for pastoral charges when necessary **recruit a Pastoral Care Person to oversee pastoral care for ministry personnel and their families **provide pertinent information to presbytery **respond to requests from ministry personnel: for licenses to perform marriages, to administer the Sacraments, to be Retained on the Roll of Truro Presbytery, for transfers in and out **maintain files of pastoral charges (includes Annual Report) **appoint a representative to work with Finance & Property when a congregation disbands or when requested **provide written information to pastoral charges on the polity (guidelines) of the UCC **work to maintain a healthy relationship between pastoral charges and ministry within the Presbytery **appoint representatives to the annual Conference Settlement process **report annually to Maritime Conference **work closely with Conference staff and Human Resources of General Council Your Role on Your Committee: **every presbytery member is expected to be an active member **the time your committee will meet will be agreed upon by the membership and chair **some committees require additional meeting time beyond Presbytery meeting, thus time and travel is a consideration. Correspondence: --October 9, 2008 -- page 27 -- All correspondence to be in the hands of the secretary 48 hours (forty eight) prior to Court meetings. Any items handed in the day of the meeting will be forwarded to the appropriate committee for the next meeting. --August 20, 2009 -- page 17 -- MOTION -- that Truro Presbytery supply (pay for) e-mail to the secretary-presently the recording secretary. --August 2, 2012 -- page 12 -- Paperwork requiring Presbytery ACTION, must be received by the Presbytery Secretary one week prior to Presbytery or Executive meeting. All correspondence is to be directed to the Secretary of Presbytery, who in turn directs it to the appropriate committee chair or designate. As not all hosting congregations/pastoral charges have a photo copier on site, correspondence received on the Presbytery meeting date or just prior to the opening of the Presbytery meeting cannot be handled. Efforts are made to accommodate requests, however, planning and being good stewards of our time is everyone’s responsibility. Blue Box: Just that—a blue tote box!! The Presbytery secretary transports this Blue Box to each Presbytery meeting and can be located on the communication table, generally at an entrance. It contains a file for each Pastoral Charge whereby anyone can place notices, information, posters, brochures, etc. It is the responsibility of representatives to check the file and to take all the material back to their Pastoral Charge for distribution. The figures are in 2 groupings: #1—church membership statistics: Column 6—Financially supporting households, Column 16—Number of members, less Column 17 number of non-resident members which will give the number of local members Column 18—number of identifiable givers #2—Column #40: based on total costs (including salaries) of the charges. Language Guidelines: It has been a policy of the United Church of Canada since 1980, that the language used in worship will recognize the dignity of all persons, regardless of race, age, gender and physical ability. We are a loving and justiceseeking body of Christians. Scent-Free Policy: Scented products constitute a serious health risk. Please be conscious of any products (scents, colognes, deodorants, after-shave, hair care) which may be harmful to others. Some presbyters have actually had to leave Presbytery meetings because of these products. Conference Year: All officers/representatives leave or assume office at the beginning of the Conference Year, also known as “The Rise of Conference”. This is the twelve month period which begins or adjourns at the annual meeting of Conference in late May or early June. (Letters of resignation are appropriate when not fulfilling the complete term of office.) TRURO PRESBYTERY DIRECTORY 2014 -2015 PAGE 22 TRURO PRESBYTERY FUNERAL GUIDELINES For ALL United Church of Canada Clergy –Active and Retired FUNERALS The death of a loved one and the following funeral or memorial service are often filled with emotion and stress. Sometimes procedures are confused as to which church or ministry personnel do what, with regard to the support of the grieving family. Family wishes and church protocol may come into conflict. It is important for all United Church of Canada ministry personnel (active and retired) to realize that funeral and memorial services are the responsibility of the paid accountable ministry personnel of a given congregation. Further, such family events provide the opportunity to develop a deeper relationship with people on that pastoral charge. To best serve Truro Presbytery families and to clarify United Church of Canada practices in Truro Presbytery, the following guidelines are offered: 1. When ministry personnel is contacted to do a funeral/memorial service, effort shall be made to determine if the deceased was a member/adherent of another congregation. 2. If the deceased was a member/adherent of another congregation, it is appropriate to inform the ministry personnel of that congregation of the request and consult regarding who shall preside at the funeral/memorial service. 3. Families may want ministry personnel they know to participate in the funeral/memorial service. In which case, at the invitation of the presiding ministry personnel, the family’s requested person may participate (read scriptures, present reflections, etc). 4. The presiding ministry personnel shall record the death in the record book where the deceased was a member/adherent. Accepted by Truro Presbytery Executive May 13, 2010 TRURO PRESBYTERY DIRECTORY 2014 -2015 PAGE 23 TRURO PRESBYTERY WEDDING GUIDELINES For ALL United Church of Canada Clergy –Active and Retired MARRIAGE CEMERMONIES “Ministry personnel are expected to honor the covenantal relationships of other Ministry Personnel”. (UCC Manual 2013, Covenant I. 2.6, I,3.9) RETIREES AND MINISTRY PERSONNEL RETAINED ON THE ROLL must follow the guidelines of 2013 Manual I. 2.5.3/4. Maritime Conference has a “request form”. --Permission is granted by Presbytery, and --Maritime Conference obtains the temporary license from the requested province. PAID ACCOUNTABLE MINISTRY PERSONNEL: obtain the Maritime Conference form seeking permission and use the guidelines provided. When asked to conduct a marriage ceremony beyond their home presbytery, the following guidelines prevail: 1. All paid accountable ministry personnel are to seek the permission of their home Sessions/Board/Council to conduct all marriage ceremonies on their pastoral charge, beyond their own pastoral charge and Truro Presbytery. 2. If ministry personnel is invited to conduct a wedding beyond Truro Presbytery, consultation is expected with the ministry personnel serving the charge in which the wedding is to be conducted and permission sought from both the ministry personnel and the Session/Board of the “away charge”. The marriage would be recorded in that charge. 3. If there is no obvious church connection with the “away charge”, then the permission of one’s home Session/Board shall suffice. The marriage would be recorded in one’s own pastoral charge. 4. As all ministry personnel are under the supervision of Presbytery, it is advisable to let Presbytery know when conducting marriage ceremonies beyond Truro Presbytery. A letter outlining the following will suffice:--name of the away charge and Presbytery, date of wedding to be conducted, names of couple to be married, steps taken to seek permission and indicate where marriage will be recorded. 5.
