International Drug cartel busted.
Two members of the cartel arrested.
72 capsules and 50 grams of Heroin recovered.
The value of contra band is about 2 crores in the international market.
A team of officers of Special Cell led by Inspr. Umesh Bartwal and Inspr. Kailash Bisht has busted an International
drug cartel and have arrested two members of the syndicate Jumah Khan ( Aged 28 years ) r/o Takhar, Afghanistan
and Arif Ali ( Aged 30 years ) r/o Sikar, Rajasthan. 72 capsules and 50 grams of heroin (about 712 grams of heroin)
have been recovered from their possession. The value of the contraband is about 2 crores in the International
market.
During the last few months Special Cell is working on different international syndicates involved in drug trafficking
from Afghanistan, Pakistan to Middle East countries specially Kuwait using Delhi as transit route. Several modules
have been busted during this period and huge recovery of contrabands has been made. While working on these
syndicates an information was received in the Special Cell that a consignment of drugs would exchange hands in the
Nizamuddin Area. Accordingly, a trap was laid near Oberoi Hotel flyover, Lala Lajpat Rai Marg, New Delhi. At
about 5 pm Arif was spotted in front of Oberoi Hotel while meeting another person. As Arif took the sample of the
heroin from the other person and sniffed it, the Special Cell team which was watching them swooped in and
apprehended the duo. The later was identified as Jumah Khan (aged 28 years) r/o Takhar, Afghanistan. Arif Ali is
aged 30 years and is a resident of Sikar, Rajasthan. 72 Capsules containing 662 grams of fine quality of Heroin was
recovered from accused Jumah Khan and 50 grams of Heroin was recovered from accused Arif Ali. A case under
the appropriate sections of law has been registered at PS Special Cell, Lodhi Colony, New Delhi.
This syndicate used novel modus operandi for transporting the contraband. After the carrier received the drugs in
form capsules from the handler, he swallowed the same and after reached India with the capsules in his stomach.
On reaching Delhi he excreted the capsules through stool and delivered the same to the buyer.
Both the accused persons were subjected to sustained interrogation. Jumah Khan disclosed that on the directions of
his handler Habib r/o Jalalabad, Afghanistan, he had received 80 capsules of Heroin. He swallowed them into his
stomach and on 20.06.2014, came Delhi by air to deliver them in Delhi. On reaching Delhi, he excreted the capsules
with stool and collected 80 capsules containing heroin. He then contacted Habib over phone, who gave him the
number of an Indian person and directed him to call Arif for delivery of the consignment. He opened 8 capsules
and took out heroin from them as sample. He then contacted Arif and fixed the rendezvous near Oberoi Hotel where
they were apprehended. He was promised 1500 US dollars for the delivery by Habib.
Arif Ali disclosed that he is working in Kuwait as a driver. There he met a drug trafficker Dawood, who is based in
Kuwait. Dawood co-ordinates the trafficking of drugs with his Afghanistani counterpart. He in turn delivers the
drugs to Arif through conduit in Delhi. Dawood is probably a Pak national based in Kuwait and operates the drug
cartel in collusion with Habib r/o Jalalabad, Afghanistan.
Further investigation is in progress.

 Racket involving cheating of businessmen by conmen posing as CBI officers busted.
 3 cheats arrested.
 2 cases of cheating of P.S. Kotwali and Karol Bagh worked out.
A team of officers of Crime Branch led by Inspr. Vinay Tyagi, Inspr. Atul Tyagi and consisting of HC
Upender, HC Rajkumar, HC Sudhir, HC Jugnu, Ct. Vipin Tyagi and Ct. Rajeev Sahrawat under supervision of ACP
Hoshiyar Singh and overall supervision of DCP/Crime Shri Bhisham Singh has apprehended three cheats and have busted
a racket that involved cheating of businessmen of their money by conmen posing as CBI officers.
On 23/05/2014, a businessman of Gurudaspur, Punjab, dealing in Surgical Instruments, reported at PS
Kotwali, that while in Chandni Chowk, he was accosted by an unknown person who claimed that he is from Jalandhar,
Punjab and had come to purchase electrical items. Meanwhile another person come to both of them and introduced
himself as a Dy. SP of CBI. He made both of them to sit in a TSR and told them that he is taking them to the police
station. He stopped the TSR after few minutes and told them that there is information that they are carrying counterfeit
currency and asked them to show the money they were carrying. The Businessman took out three bundles of Rs. 1000/amounting to Rs. 2.5 Lacs and handed it over to the person who had claimed to be Dy. SP of CBI. The conman put the
bundles in a yellow colour envelope and then returned the envelope. They then left the businessman and went away. On
checking the envelope after some time, the businessman found papers cut in the shape of the currency notes and not his
money. Case under the appropriate sections of the law was registered at PS Kotwali, Delhi.
On 15/06/2014, a person from Azamgarh, UP reported at PS Karol Bagh that he alongwith his brother had come
to purchase automobile spare parts at Karol Bagh. Two unknown persons come and stated that they are from CBI. They
asked both of them to sit in TSR for taking them to the Police Station for checking of their antecedents. After few
minutes they stopped the TSR and asked both the victims to show them the money they were carrying. Both the victims
gave them Rs. 50,000/-. One of the conmen put the money in an yellow envelope and returned it to the victims and told
them to go. After some time when the victims opened the envelope they found papers cut in the shape of notes and
realized that they have been cheated of Rs. 50,000/-. Case under the appropriate sections of the law was registered at PS
Karol Bagh, Delhi.
On 24.06.2014, information was received that the cheats would come near Karol Bagh Metro Station. On
this, a trap was laid and three persons were apprehended. They were identified as (1) Ramesh Kumar @ Massy (aged 61
years) s/o Late Parmeshwari Dass r/o Ashiyana Green, Indira Puram, Ghaziabad, UP, (2) Kishan Lal (aged 64 years) s/o
Late Amarnath r/o DLF, Dilshad Garden, Sahibabad, UP and (3) Rajender Kumar @ Raju (aged 45 years) s/o Late Prabhu
Dayal r/o Sonia Gandhi Camp, Naraina, Delhi. Empty envelopes and bundles of news papers cut in the shape of currency
notes have been seized. The TSR used in the crime has also been seized They have been arrested under the appropriate
sections of the law.

They were subjected to intensive interrogation. It was revealed that to cheat innocent businessman they
reached the busy markets of Delhi in the morning for identifying soft targets who had come to these markets from
neighbouring states for making purchases. After choosing the target, Kishan Lal who spoke almost all regional languages
of nearby states befriended the target by claiming that he has also come for making purchases. After wining the trust of
the target, Kishan Lal would signal his associate Ramesh Kumar @ Massy who would be watching their activities from a
distance. Ramesh Kumar would reach the spot and pose as Dy. SP of CBI. After that Ramesh Kumar used to call their
third associate Rajender Kumar @ Raju, a TSR Driver for taking them to nearby police station. In the TSR, Ramesh
Kumar on some pretext would ask the victim to show the money he was carrying. He would
then put the money in an
yellow envelope and after some distance tactfully change the envelope containing money with a similar envelope
containing bundles of papers and would then hand over this envelope to the victim, warning him to be careful in future.
The victim after some time would come to know that he had been cheated when he would open the envelope for checking
his money.
Kishan Lal, Ramesh Kumar and Rajender Singh are previously involved in more than 30 cases of
cheating of Delhi.
Concerned police stations have been informed about their arrests.

A secret information was received by PO Staff of Police Station Paschim Vihar that a person
namely Manoj Kumar who was declared proclaimed offender in CC No. 382/12 Dt. 8-8-12 u/s 138 NI Act P.S.
Sangam Vihar Delhi by the Court of Ms. Ruchika Singhla, MM, Dwarka Court, Delhi on 19-4-14 is present at his
home. The team comprising SI Joginder, ASI Satbir, ASI Rajesh & HC Rajender under the close supervision of
Inspr. Arvind Kumar, SHO/Paschim Vihar verify the facts and found correct. Hence, the raid was conducted and
PO was arrested. The team has arrested 110 P.O.’s during the current year by showing dedication/devotion in
discharging their official duties. The team had also made a record of arresting 217 P.O.’s in the last year.
The staff involved in good work is being rewarded suitably.

ACTIVE ROBBERS ARRESTED
With the arrest of two desperate robbers namely Riyasat Ali and Saddam, the staff of police station has
worked out a sensational case of robbery registered vide FIR No.447/14 dated 22/06/14 U/s 392/34 IPC, P.S Vikas
Puri and recovered Rs.1,30,000/- cash and a mobile phone.

1 FIR No 447/14 dated 22/06/14 U /S 392/34 IPC, P.S Vikas Puri
INCIDENT AND TEAM
On 22.06.2014 one Ram Singh S/o Rajpal Singh R/O Vill. Bhoura Gouraba, District Aligarh, U.P. reported
at PS Vikas Puri stating therein that he had come to Keshopur Mandi, West District, Delhi in connection with sale
of Potatoes. He had brought potatoes from his native village and sold in the market worth Rs. 1,96,000/-. After
collecting the sale, he was on his way to his residence. As he was waiting for the bus, two persons came on
Motorcycle and robbed his bag containing Rs. 1,96,000/-. He made a telephonic call to the Police Station Vikas
Puri. On this a complaint, a case vide FIR No 447/14 dated 22/06/14 U /S 392/34 IPC, has been registered at Police
Station Vikas Puri.
Keeping in view the sensitivity of the case, a team under the supervision of Insp. Rakesh Kumar Tyagi,
SHO Vikaspuri and overall supervision of Ms. Chandan Chowdhary, ACP Vikaspuri comprising SI Sandeep, ASI
Sukhbir, HC Rishi Kumar, Ct Parveen and Insp. S.S. Rathi, SI Charan Singh, ASI Dipender of Special staff West
District was constituted for the arrest of accused. Local intelligence was collected, CCTV footage was also
collected. During the process of investigation, the activities of one Riyasat who is working as Munim in Keshopur
Mandi were found doubtful. Raids were conducted at various places in village khyala and finally one Riyasat Ali
S/o Abdul Vahid R/o B-780 Madina Masjid wali gali Khyala Delhi was apprehended.
On sustained interrogation, he disclosed that he alongwith his two associates had hatched a plan to rob him.
He had knowledge that the complainant was having sufficient money, thus he engaged one Saddam and Sajjid who
really executed the plan. Based on his interrogation, Saddam was apprehended and Rs. 90,000/- were recovered
from Saddam and Rs. 40,000/- from Riyasat who is working as Munim (accountant) in Kashopur Mandi. The main
accused Sajjid is still at large. Further investigation is in progress. Various teams have been sent to arrest the
absconding accused.
