Purpose This document contains service descriptions and service level agreements (SLAs) for the E Learning Service Curriculum and Consultancy Support available from Blackburn with Darwen Borough Council to schools and nurseries within the borough. 2. Services Offered The range of services offered to schools is summarised below: • • • • • • • • • • • • Support for individual schools and across schools Support for groups of schools within SLA Staff training within schools or at the CLC Advice relating to national requirements Advice, support and documentation for subject leaders and senior leadership teams Access to training advertised by ELS for all school staff Collaborative work with other LA colleagues for the benefit of BwD schools Sharing across LA where this has benefit to our schools Access to resources Access to the BwD CLC site Regular newsletters Access to loan equipment. -1- E Learning Curriculum Support Service Level Agreement 2011/12 Section 2: Service Definitions 1. Service Provision Service Summary The LA E Learning Service provides access to: E Learning consultancy and support Training courses and workshops ICT Network meetings LP resources BwD school email Short term loan of E Learning equipment Discounts for some software and ICT equipment Curriculum use of the CLC resources and facilities Service Scope This service provides support for schools within BwD SLA staff, pupils, parents and governors of SLA schools. Only activities requiring the consultant to be present will be included as consultant time, unless this has been specifically agreed with the school headteacher or their appointed representative. All other activities and support detailed below that do not involve the consultant being present are categorised as core offering. The service includes 2.5 days consultant time per school (15 hours when taken in shorter sessions) annually – September 2011 - March 2012 1.75 days (10 hours) to support the following areas: Esafety and ICT security ICT as a curriculum subject Use of ICT to enhance or enable teaching and learning across the school curriculum How to use ICT resources and equipment Supporting schools in fulfilling the statutory requirements relating to the ICT curriculum Effective use of technology to support whole school priorities Learning Platform support Policy and documentation to support national and local requirements and initiatives relating to ICT, esafety and E Learning Training in the use of SIMs to support whole school priorities (details to be confirmed) Access to CLC resources and equipment for use with pupils Access to CLC resources and equipment for use with staff when working with a consultant Access to a shared pool of resources -2- E Learning Curriculum Support Service Level Agreement 2011/12 *Allocation of time As the consultant time available is limited, it is essential that support is provided over the full financial year. It is hoped that requirements of all the schools will be naturally distributed across the year, however should support be underused, the ELS reserve the right to subtract an allocation of one half day at the end of each term from each school should their allocation remain significantly underused. Exclusions Where a school specifically requires the majority of support to take place in one term, it should be prebooked with the consultant to guarantee availability. time spent travelling is included in core time and will not be subtracted from time allocation time spent preparing resources and recording visits is included in core time and will not be subtracted from time allocation Time provision is based on actual time spend working directly with the school at any location, however a minimum of one hour may be recorded for SLA management purposes. The service does not cover: Hire of CLC for non pupil activities Additional hours of support above those stated Technical support or advice Delivery of, and or setting up of loan equipment and or resources Creating or locating new resources unrelated to specific consultant work with SLA schools. Section 3: Pricing The transitional arrangement for 2011/12 is as agreed with the schools forum to top slice grant funding for the equivalent of one full time consultant. Future arrangements for the SLA 2012/13 will be subject to further consultation. Additional charges for consultancy above the SLA allocation. School Responsibilities Managing SLA Schools are responsible for: Providing a contact for the service who is able to channel work appropriately Ensuring that school staff are aware of agreed protocol relating to use of hours Providing sufficient notice to the E Learning Consultant to enable her to respond appropriately Informing the ELS of any cancellation or staff absences in good time Ensuring evaluations are returned in the agreed format Access to resources Schools are responsible for: Notifying the ELS of additional staff and governors needing access to password protected resources. Equipment Loan Schools are responsible for: Collecting and returning loan equipment within the agreed time scale Ensuring equip is cared for and stored in a safe place Reporting any losses, damage or not working. B. LA Responsibilities Managing SLA The LA is responsible for: Recording service support Reporting twice yearly to the headteacher Sharing evaluation of consultant work with headteachers Management of the Internet Filtering Solution.
