General
a. The meeting started with recitation from the Holy Quran by Registrar, PEC.
b. Thereafter, the Convener deliberated on following points:(1) AC-1, AC-2 and Guidelines. Revised AC-1, AC-2 forms and
corresponding Guidelines have been deliberated with all concerned
including HEC. Draft is in the final stages and will be implemented
accordingly. Those universities / programmes, whose accreditation is
already underway and in process will be assessed on old AC-1 and AC-2
forms, whereas new AC-1, AC-2 forms will be implemented for the
remaining programmes for which the accreditation process has not yet
started.
(2) Submission of Accreditation Reports. Convener EA&QEC desired that
summary of visitation reports of universities / programmes covering
details about quality of students, labs, library and recommendations of
previous visits be forwarded to Convener on monthly basis with
recommendations of the experts and the remarks of the Registrar PEC.

(3) Checklist for Experts. A consolidated checklist for experts visiting
institutions / programmes be prepared by PEC and after approval by
Convener EA&QEC, be issued to experts on required basis.
(4) Updated List of Resource Persons / Experts. Convener apprised the
House that Chairman PEC has already sent a comprehensive letter to all
VCs for forwarding experienced and academically qualified Resource
Persons / experts to PEC. Convener highlighted that he, in his own
capacity, will also contact VCs and expedite the process. This will
facilitate PEC to keep record updated.
(5) Honorarium. Convener desired that present honorarium to Resource
Person / Expert be revised. Rs.2000/- (Rupees Two Thousand only) be
paid as honorarium per day to every member of PEC visitation team over
and above normal TA/DA and other allowances as admissible by PEC.
During discussion, the House agreed to further increase the rates of
remuneration. However, to cope with the additional requirements of funds,
following was decided:-
(a) Registrar PEC will look into the financial effects for higher rates of
honorarium and suggest the same for approval of the Chairman
PEC/Governing Body.

(b) Accreditation Fee. Existing rate of accreditation fee of Rs.30,000/(Rupees thirty thousand only) may be appropriately enhanced. subject
to approval by PEC Governing Body / Chairman PEC.

(6) Accreditation Visit Schedule. Convener EA&QEC suggested that instead
of accrediting more than one engineering discipline in one day, it should
be one engineering programme thoroughly analyzed in one day. The house
agreed to the proposal.
(7) Composition of Accreditation Team. Members EA&QEC deliberated
threadbare on the composition of PEC accreditation teams and decided
that each visitation team will comprise the following:(a)

Convener PEC Visitation Team (A member of PEC Accreditation
Committee).
One Expert per Engineering discipline (care should be taken that
expert is not from same city, province, organization).
One more expert / member should be co-opted from local area
where university / institute is located.
One representative from industry.
Registrar / Representative of PEC Staff.

(8) HEC Approved Curriculum. After detailed deliberation, House agreed
to the point that all universities / institutions must follow the curriculum
set by HEC as the minimum criteria / guidelines for different engineering
disciplines.
(9) Intimation of Filled-up AC-2 Forms to Concerned University /
Institute. For better evaluation and transparency in analyzing the
accreditation process, it was decided that in future, marks allotted by
resource persons / experts in AC-2 form be communicated to concerned
university / institution after the case is discussed by EA&QEC. Similarly,
weak areas observed shall also be communicated to the concerned
institution for improving the programme. The institution may then respond
to the PEC, on remedial measures taken at its end to redress the weak
areas, before the next EA&QEC meeting, so that a more realistic decision
is arrived at during the meeting.
(10) Updating / Amendment in PEC Act / Byelaws. Registrar PEC apprised
the House regarding amendments in certain clauses of PEC Regulations
for Engineering Education to bring these in conformity with the decisions
taken by VC's committee meeting / EA&QEC meetings.
(11) Miscellaneous Points. EA&QEC accorded decisions on following
points:(a) Submission of Visitation Reports to Universities. Visit reports of
PEC visitation teams be immediately forwarded to concerned
universities / institutions so that their response (if any) can be
considered during the final deliberation on the report in EA&QEC.
(b) Accreditation Visit – Satellite Campus / Affiliated Colleges.
Separate accreditation visit for every engineering discipline will be
carried out for every satellite campus / affiliated college of parent
university.
(c) Exam Visit by PEC. It was decided that PEC shall lay more
emphasis on inspection of exam so as to check quality of students,
coverage of relevant curriculum of HEC/PEC, and proper
invigilation.
(d) HEC Emphasis on Faculty. A case be taken up by PEC with HEC,
not to issue N.O.C. to institutions initiating engineering programmes
till sufficient academically qualified faculty is employed by them.
(e) Computer
Engineering
Syllabus.
EA&QEC
asked
Engr.Prof.Dr.Bhawani Shankar Chowdhry, to prepare list of contents
which can be taught by faculty with MSc Electronics / Physics to
Computer Engineering / Computer Software Engineering students
and forward it to PEC within a month.

Communication of Observations to Concerned Universities. The
observations on weak areas be communicated to concerned university
after deliberation in EA&QEC on top priority basis.
