CHAPTER – 2
ORGANISATION, FUNCTIONS AND DUTIES
{Section 4(1)(b)(i)}
RIGHT TO INFORMATION ACT
The name of the organization is A.P. Infrastructure Authority functioning at # 10-21, III Floor, FDC Complex, A.C. Guards, Hyderabad – 500 028. The functions and
duties of the department are mentioned as hereunder.
STATUTE
A.P. Infrastructure Authority (APIA) is a statutory body constituted under section 3
of Andhra Pradesh Infrastructure Development Enabling Act (APIDEA),2001 to
promote Private Sector Participation in Infrastructure projects and provide enablers.
FUNCTIONS OF APIA Sec.10 of the Act













Monitoring of competitive bid processes and provide enablers
To approve Bid Documents and risk sharing principles
To decide on Financial Support & other contingent liabilities for the project
To prescribe mechanism for user levies & settle disputes relating to the same
To coordinate and resolve issues relating to Project approval process
Project prioritization & preparation of Project shelf
To approve sectoral policies and model contract principles
Administering & managing Infrastructure Projects Fund
Advise Government or its agency on projects & give recommendations
To approve Terms of reference for consultancy assignments
Approval of suo-moto proposals or projects undertaken through Swiss
Challenge
To review status of clearances & ensuing accordance within specified time
frames
Coordination with sector regulators
POWERS OF APIA Sec.11 of the Act




To give directions with regard to implementation of any project under the Act
which shall be binding on the entity
To review and monitor any project and its implementation
To grant final, binding and conclusive clearances or permission required for
any project except sanction to the Project by the Government
To call for any information, details, documents & particulars as required.
CHAPTER – 3
POWERS AND DUTIES OF OFFICERS AND EMPLOYEES
{Section 4(1)(b)(ii)}
The powers and duties of officers and employees are:
i)CHAIRMAN:
He is the overall in charge of the A.P. Infrastructure Authority and the
implementation Authority of the A.P.Infrastructure Development Enabling
Act,2001(APIDEA). He exercises overall supervision and control over all the
functions stipulated under the APIDE Act and all the functionaries working in APIA.
He is head of APIA Board and takes the policy decisions related to all the
infrastructure projects.
ii)Chief Executive Officer:
CEO is the head of the executive wing of A.P. Infrastructure Authority. He
exercises general control, superintendence over the work of all employees of the
APIA. He conceptualizes, identifies projects keeping the overall objectives and
priorities of the State. He advises the Government departments on project
structuring, financial modeling, concessions etc., in consultation with Chairman,
APIA and APIA Board. He assists the Board in all policy matters.
iii) Project Manager(Administration):
He is responsible for the general administration, finance and accounts and
MIS of APIA. He facilitates the IA on Consultants Selection, Project Reports
preparation and budgeting and coordination with all government departments. He
is also responsible for accounts maintenance and auditing of the APIA.

CHAPTER 4
PROCEDURE FOLLOWED IN DECISION-MAKING PROCESS
{Section 4(1)(b)(iii)}
The procedure being followed by the Authority is as follows:
Any representation or paper received in the Authority is numbered and entered in
Personal Register of the Concerned Officer dealing with the subject who in turn
submits the file to the Project Manager (Admn) after examination. The Project
Manager (Admn) in turn puts up to the Chief Executive Officer and finally to the
Chairman.
In regard to Finance, Legal and Service matters and policy issues, the Authority
consults the Infrastructure and Investment Department, Government of Andhra
Pradesh, Secretariat, Hyderabad.
CHAPTER 5
NORMS SET FOR DISCHARGE OF FUNCTIONS
{Section 4(1)(b)(iv)}
This Authority is created for development of Infrastructure Projects in the State and
does not deal with delivery of services to the public.
CHAPTER 6
RULES, REGULATIONS, INSTRUCTIONS, MANUAL AND RECORDS,
FOR DISCHARGING FUNCTIONS
{Section 4(1)(b)(v) & (vi)}
The A.P. Infrastructure Development Enabling Act, 2001 and the Rules framed under
the Act and the Government Orders (G.Os) issued by Government from time to time,
on the concerned subjects dealt by A.P. Infrastructure Authority, are followed,
while discharging the functions of APIA.

CATEGORIES OF DOCUMENTS HELD BY THE PUBLIC AUTHORITY

CHAPTER 8
ARRANGEMENTS FOR CONSULTATION WITH, OR REPRESENTATION BY THE
MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATION OF POLICY
OR IMPLEMENTATION THEREOF

The Authority constituted for implementing infrastructure projects notified by the
Government and do not deal with delivery of services to the public. Formulation of
policy in consultation with members of public does not arise. However, formulation
of sector policies, such as Roads, Transport, Ports, Airports, Urban Development
etc., are arrived at in consultation with the concerned line departments who in turn
consult the public.
CHAPTER 9
BOARDS, COUNCILS, COMMITTEES AND OTHER BODIES CONSTITUTED AS
PART OF PUBLIC AUTHORITY

A.P.Infrastructure Authority:
The A.P. Infrastructure Authority is constituted as per the provisions of the
A.P. Infrastructure Development Enabling Act, 2001 with the Chief Secretary or any
other person with equivalent experience as its Chairman, Principal Secretary to
Government, Infrastructure & Investment Department as its Vice-Chairman and exofficio members, and other members from the fields of banking, commerce,
industry, environment, technology and like, nominated by the Government from
time to time. This Authority is entrusted with the responsibility of implementing
the provisions of APIDE Act,2001, particularly to help the Government in
implementation of Mega Infrastructure Projects.

There is no budget allocation to A.P. Infrastructure Authority with effect

This Authority has no subsidy schemes for implementation.
