Reference Group’s role is to provide a temporary
consultation forum to guide implementation of the
Council resolutions of 11 September 2013 related to
bluestone in Moreland with a technical focus by: •

Scope
Providing a forum for information sharing on
strategy and works specific to bluestone in
Moreland;
Providing advice and commenting on frameworks
and priorities for the implementation of the
bluestone laneway related Council resolutions 1,
2, 3, 4 and 7 of Council meeting in September
2013 (DCI50/13);
Sharing information and providing advice to
Council on Council and community activities
relating to bluestone;
Assisting Council to engage the local community,
organisations and networks; and
Discussing
issues
and
concerns
and
recommending ways forward.
The Moreland Bluestone Laneways Community
Reference Group provides a forum for Council to
consult with key stakeholders and seek specialist
advice on bluestones to guide implementation of the
Council resolutions of 11 September 2013 related to
bluestone in Moreland (DCI50/13).
For clarity, the Group has a more specialised and
technical focus than the proposed “Heritage/Cultural
Significance Advisory Committee” and is not intended to
be formed in lieu of or replace that committee.

5.
Membership and
chairperson
A Councillor will be appointed chairperson initially via
Council resolution then annually at the Ceremonial
Council Meeting.
The Moreland Bluestone Laneways Community
Reference Group will consist of members including a
Councillor and three Council officers (Capital Works
Planning and Delivery branch, City Strategy and Design
branch, Community Development and Social Policy
Unit).
Moreland residents will also be eligible to be a member
of the Group. The Reference Group will comprise of
maximum 8 community members drawn from:

Residents and traders;
Not for profit community based organisations;
Environmental interest groups;
Arts/culture interest groups;
Sporting and recreation organisations/interest
groups;
Businesses/industry organisations; and
Research/educational bodies.
The following organisations will be offered the
opportunity to nominate representatives to the Moreland
Bluestones Community Reference Group:

Overlay Areas Citizens Working Group members
(Bluestones Working Group of 2013)
Save Moreland’s Bluestones Action Group
6.
Current or anticipated
role of staff member
Officers from the Capital Works Delivery Branch will
resource meetings of the Moreland Bluestone
Laneways Community Reference Group.
7.
Meeting frequency
4 times per year with day and time TBC.
Venue: Moreland Civic Centre, Coburg
otherwise arranged.
8.
Timeline for involvement
unless
2 hours per meeting.
Membership is for the duration of the implementation of
the 11 September 2013 Council resolutions related to
bluestones (anticipated to be for a period of
approximately 2 years).
9.
Accountability of
committee and
committee members
The Moreland Bluestone Laneways Community
Reference Group is accountable to Council.

10.
Reporting requirement
The committee is not a decision making body but rather
a reference group. As such it does not require voting
protocols. Any formal advice provided by the Group will
be reached by consensus.
Specific action / outcomes arising may be reported to
Council as necessary.

Any other relevant
information
Moreland Bluestone Laneways Community Reference
Group recommendations are forwarded to Council for
consideration.
A minute taker will be provided by Council. Minutes and
agendas will be circulated at least 2 days prior to a
meeting and emailed to Group members. Any prereading will be circulated at least 1 week prior to a
meeting.

SELECTION CRITERIA
FOR APPOINTMENT OF MEMBERS TO THE
MORELAND BLUESTONE LANEWAYS COMMUNITY REFERENCE GROUP
Selection Process
1.
Public advertisement of calling for expressions of interest to become a member of the
Moreland Bluestone Laneways Community Reference Group placed in Moreland
Leader. Additional promotion through Moreland City Council website and contacting
key stakeholders in the Moreland and metropolitan area (e.g. ex-officio organisations).
2. Expressions of interest received and application form with terms of reference emailed to
prospective members.
3.
Applications received and reviewed by council officers. Outcomes of review discussed
with Chair to confirm successful / unsuccessful applicants.
4. Successful / unsuccessful applicants contacted.
Selection Criteria
The following selection criteria will be used to select the Reference Group members.
Nominees should:
• Agree to the publication of their name and the community group they represent (where
applicable);
• Be able to attend meetings as scheduled;
• Possess a willingness to contribute positively to meetings;
• Have an ability to approach matters with an open mind; and
• Demonstrate their ability to represent community interest and provide feedback to the
community.
The Reference Group will comprise of community members drawn from a cross section of:
• Residents and traders;
• Not for profit community based organisations;
• Environmental interest groups;
• Arts/culture interest groups;
• Sporting and recreation organisations/interest groups;
• Businesses/industry organisations; and
• Research/educational bodies.
