This is an unusual and exciting new position which will set up and manage a
Domiciliary Care Branch based in Coleford in the Forest of Dean. Initially the
Branch will provide care and support services to tenants in an adjoining new
development of housing with care accommodation for older people and supported
living services for people with learning disabilities. Longer term the branch will
extend its services to other locations in the Forest of Dean and surrounding areas.

JOB PURPOSE:

The post holder will be responsible for the planning and
delivery of care and support and for the selection,
management and development of staff working within
the Gloucestershire Domically Care Branch.

The service will be based initially around the tenants of
Dora Matthews house and Bank Close, Coleford

The post holder will be subject to registration as the
Branch Manager with the Care Quality Commission.

Support to Tenants:
1.1
Ensure tenants’ needs, rights, responsibilities and aspirations are met and
supported. This includes leisure and social activities according to their wishes.
Ensure tenants are supported in all aspects to retain social and domestic skills.
Ensure the requirements of individual care and support plans are met by the
service.
Ensure tenants receive support when they may be facing risk and ensure
appropriate risk assessments are in place alongside individual care plans.
Ensure the Branch is fully complaint at all times with CQC Essential Standards
Manage relationships and excellent communication arrangements with other
services, agencies, professionals, carers and advocates
Ensure empowerment and participation of staff and tenants with all aspects of
service planning and delivery.
Maintain quality and standards within the service in line with the Heritage Care
Quality strategy and Local Authority contract standards and ensure the service is
fully compliant with the requirements of all contract specifications.
Ensure the safety of tenants is maintained at all times and the service is compliant
with the Local Authority Safeguarding Procedures.

Managing Staff

Recruit and support staff in conjunction with the HR Department in line with the
Employment strategy agreed for the Branch
Deploy staff on a rota basis according to the needs of tenants.
Ensure compliance with health and safety policies and procedures.
Ensure all the requirements with regard to fire regulations are adhered to and that
there is a staff member designated as fire officer at all times.

Arrange for all members of the staff team to receive formal supervision in
accordance with Heritage Care policy.
Arrange team meetings on a monthly basis and participate in organisation wide
communication events.
Assess staff competence in the giving of care/ support and medication.
Identify training and development needs to form the service training plan in
according with the Charity’s training policy.
Work with the Learning and Development department to ensure the service
training and development plan is delivered, monitored, reviewed and evaluated.
This includes supporting the Charity’s QCF qualifications programme where
appropriate.
Deliver internal training as required by the Regional Manager.
Ensure all staff have an annual appraisal.

Managing Finances

Manage the branch budgets.
Ensure completion of all payroll documentation and associated information for
staff.
Support tenants with managing their own finances and benefits.
Comply with specific requirements of contracts, including keeping of records and
reporting of incidences as required.
Assist with the efficient filling of all void flats in Dora Mathews and Bank Close
following the agreed assessment procedures with the local authority and landlord.
Carry out housing management functions specific to the service in agreement with
the Landlord.

Record keeping

Ensure all records are kept and updated in accordance with the CQC Essential
Standards and operational policy.
Manage all record systems for staff and tenants within the principles of the Data
Protection Act and the Charity’s Information, Communication and Technology
strategy.
Ensure systems are in place to record and gather contract and performance
monitoring data and report internally and externally

Act as the Heritage Care representative on the nominations panel for Dora
Matthews House and Bank Close.
Foster positive links and relationships with Rooftop Housing association and carry
our housing functions in accordance with the service level agreement.
In conjunction with the Regional Manager agree and implement growth plans for
the Branch to include services outside of Dora Matthews/ Bank Close.
Ensure own continued professional development.
Act as a good role model, embodying the values of Heritage Care and the
organisation’s management ethos and acting as a professional manager.
Promote the professional image of the Charity.
Ensure corporate policy and local procedures are applied within the service.
Contribute to corporate planning and policy development.
Act as a member of the regional management team
Participate in Managers On-Call systems as required
