ORGANISATIONAL BACKGROUND
The Yorkshire and Humber NHS Pharmaceuticals Purchasing Consortia
(YHPPC) is responsible for the procurement of medicines and medicines
services for fourteen acute trusts in the Yorkshire and Humber Strategic
Health Authority region. YHPPC is operated by the Leeds Teaching Hospitals
NHS Trust, Medicines Management and Pharmacy Services under a Service
Level Agreement between the member trusts

OUR VISION AND VALUES
Our Aim is to support local trusts in delivery of savings on medicines
expenditure whilst ensuring only quality medicines are procured.

SUMMARY OF REQUIREMENTS
The service framework agreement is for a service to supply unlicensed
medicines imports ie. medicines that do not have a UK license but are
licensed elsewhere in the world. A list of products that have been previously
used by the Consortia is in Appendix 1.
The agreement period will be 36 months with an option to extend for up to a
further 24 months commencing late 2010.

SUMMARY OF PRE-QUALIFICATION PROCESS
This Pre-Qualification Questionnaire (PQQ) has been developed to allow
bidders to be evaluated in relation to their organisational capability, relevant
experience, technical capacity and ability to meet the specified requirements
as set out above in section 3.
We will apply the following objective criteria to the selection process:

Economic and Financial Standing - the bidder must be of a financial
standing to participate in a procurement of this size.

Track record - the bidder can demonstrate that it has delivered similar
goods/services in similar circumstances to those detailed in the
Summary of Requirements section above.

Capacity and Capability - assessment of the totality of resources and
core competences available to the organisation.

Completeness and Compliance - full completion and submission in
accordance with the requirements of the PQQ.

Scoring Matrix
Score Definition
An exceptional response, indicating all the features, attributes
behaviours and strengths over and above that you would normally

expect from a winning bidder. Contractors scoring 5 will progress to
the next stage of the tender.

Submissions will be evaluated on the basis of the information provided within
your response to this PQQ together with any supporting documentation
requested, such as SID4HEALTH profile. Contractors must ensure that all
documentation submitted as part of the PQQ is relevant to the service being
tendered.
Bidders who fail to complete this PQQ in full or to provide any of the
documents requested may have their applications rejected and may not be
considered further for inclusion in the list of organisations invited to submit a
response to the Invitation to Tender (ITT).
4.2

Any information/documents submitted in response to this PQQ must relate to
the bidding organisation and not to other legal persons or organisation[s]. The
bidder is the organisation that you propose will enter into a formal contract
with Leeds Teaching Hospitals NHS Trust for the supply of goods or services.
