Introduction 1.1. The County Council encourages its employees to use public transport whenever practicable and has made available interest-free loans for season tickets for bus or rail travel to work. 1.2. Loans are available to permanent or temporary staff, paid on a regular pay cycle, through the payroll and who have completed their first probation review satisfactorily. The repayment period must not exceed the life of the season ticket or the employee’s contract of employment. This applies particularly to employees on temporary contracts or those proposing to retire. 2. How the scheme works 2.1. Deductions will be made from salary at the rate of 1/12 per month, as from the first available payroll following application. This could result in a full month’s deduction even though the ticket may apply from the middle of the month or, alternatively, there might be no deduction in the first month, with the final payment due after the ticket has expired. 2.2. If an employee leaves before repaying a loan, the balance must be paid in full. A loan may be terminated at any point on repayment of the outstanding balance. Season tickets that have not expired may normally be submitted by the employee to the travel provider for a refund. 2.3. Members of staff repaying a County Council vehicle loan or members of the County Council leased car scheme are not eligible to receive a season ticket loan as well. 3. Applying for a season ticket loan 3.1. Employees should obtain a quotation from the bus or rail provider to confirm the cost of the season ticket and attach it to a completed season ticket loan application form. 3.2. The County Council is a member of the Easit Network. This allows Council employees to purchase an Easit card, which entitles holders to discounts of up to 20% from public transport providers in the South East region. If an Easit discount is available for the season ticket the employee is applying for, the employee should purchase an Easit card and use it to obtain the discount. This discount should then be reflected in the total amount the employee applies to borrow. If the employee wishes, the cost of the Easit card itself can be added to the value of the loan, upon presentation of a receipt. 3.4. The completed application must be signed by their line manager, to confirm eligibility, verify the stated journey to work, and to confirm they are satisfied that the quotation provided is genuine, including any Easit discount that might be available. 3.5. Once the application has been signed by the line manager, the next step is for the Departmental Coordinator for season ticket loans (see list below in Section 4) to check eligibility, countersign the form, seek final approval from their Authorised Officer, and pass the form to the payroll department for processing the loan. 3.6. In all instances, original copies of documentation should be provided, and signed by hand. 3.7. On receipt of the application form the payroll department will make arrangements for the applicant to sign a legal agreement. A loan payment will then be made to the applicant so that they may purchase their season ticket and arrangements made for the monthly deductions from salary. 3.8. Evidence of the season ticket purchase must be provided to the payroll department within a month of the loan being paid. 3.9. It is hoped that this policy addresses all eventualities that might arise in the course of a loan. However in the event of queries or disputes, the Council’s decision is final. 4.
