Generally speaking, yes. It is an offence for anyone to own an unlicensed dog, unless the dog falls into one of the following categories:(a) An assistance dog (e.g. a Guide dog) used by a disabled person; (b) A police dog; (c) A puppy under 6 months old and kept by the person who was also the keeper of the bitch that gave birth to the puppy; or (d) A dog kept, and on offer for sale, in a licensed pet shop. Q9 Do I get anything apart from a Dog Licence? Yes. You will get a coloured disc to be fastened to the dog’s collar, except when it is working or being shown in competition. The disc is not proof of licensing and an authorised officer may ask you to produce your Dog Licence. Q10 Can I get a replacement dog tag? If you lose a dog tag a replacement can be bought at Environmental Health Dept – cost is £1.00. Q2 When should I get a Dog Licence? You must buy a Dog Licence before you take possession of a dog. If you do not, both you and the supplier of the dog are committing an offence. Q11 Do I need any other form of ID on my dog’s collar? Yes, you are required to fasten a disc with your name and address to your dog’s collar. It is also advisable to put your dog’s name and a telephone number (mobile phone number is preferable) on the disc Q3 How much does a Dog Licence cost? Basic Licence £12.50 Block Licence (see Q16) £32.00 Concessionary Licence (see Q4) Q12 Can a Dog Licence be transferred? Yes. If your dog dies, and you hold a valid Dog Licence, you can apply to Environmental Health Department with details of the replacement dog. Control condition(s) imposed on an individual dog will transfer to the new owner. Q4 Who is entitled to a Concessionary Dog Licence? What is the cost? Yes, but only if within 30 days from the date of issue:(a) you do not take possession of the dog; (b) you dispose of the dog; or (c) the dog dies. To apply for a refund you should fill in the relevant form and hand it in with the coloured disc at the Environmental Health Department. Q5 How do I apply for a Dog Licence? You should complete the application form overleaf and either hand it or post it in with the appropriate Licence fee to the Environmental Health Department, Moyle District Council, Sheskburn House, 7 Mary Street, Ballycastle, BT54 6QH Q14 How do I renew a Dog Licence? When a Dog Licence is up for renewal a reminder will be sent to you. Q6 What information do I need to apply? You will need a description of the dog including the breed, colour, age, sex, name, microchip number (if available) and owner’s contact details. Q15 Q7 How do I pay the Dog Licence fee? Payments can be made by Cheque/Postal Order or, if you apply in person to the offices, in cash. Who can get a Block Licence? Any person who keeps on the same premises:(a) 3 or more unsterilised bitches any of which is used for breeding; (b) 3 or more dogs (including bitches) registered with the Kennel Club or other approved registering organisation; (c) if a person keeps as part of a registered guard dog kennels 3 or more dogs which are used as guard dogs elsewhere. Q8 Must I be a minimum age to obtain a Dog Licence? Yes – 16 years. Q16 How long does a Dog Licence last? A Licence is valid for one year from the commencement date. TABLE 1 Over 65s Concession Verification of age is required for all new licences and licence renewals after 3rd October 2011 Any document showing a date of birth is accepted, e.g. birth certificate, drivers, licence, SmartPass Neutered/Sterilised Dog Concession Letter or invoice from a Vet or indication of neutering on vaccination card Income Support/Housing Benefit Concession Proof of receipt of Income Support Proof of receipt of Housing Benefit If the dog was micro-chipped prior to 3rd October 2011 and at the time of chipping it was declared that the dog was neutered, the certificate from the registering database will be accepted Any document dated within the financial year of the licence will be accepted As personal circumstances may change, this verification will be required ANNUALLY If it is obvious from a visual check that the animal has been neutered and can be verified by the Environmental Warden Proof required once for each dog NOTES: (1) (2) (3) It is an offence to apply for or obtain a Dog Licence while disqualified from keeping a dog under animal welfare legislation. If you keep or take possession of a dog without a Dog Licence you will be liable to a fine of £1,000. In line with changes introduced under the Dogs (Amendment) Act 2011, from April 2012 it will be a condition of any dog licence that the dog in respect of which it is issued has been fitted with a microchip.
