1. Summary

1.1

This report updates the Committee on the Constabulary’s Equality of

Service Delivery Committee (ESDC) meeting, held on 6 December 2006.

Cllr. D. Gillett (Performance Committee) and Mrs. V. Kingsland

(Community Affairs Committee) represented the Authority at ESDC.

1.2 This report supports:

Objective 5, of the Police Authority’s annual objectives for 2006/07.

Item 1, of the Performance Committee terms of reference.

1.4 This report recommends that:

The committee receives an update following the 6 March 2007 meeting of ESDC.

The provision of data be reassessed, following the introduction of the

Intelligent Character Recognition system for C12 input.

2. Background to oversight

2.1 In February 2006, Members clarified the overall position regarding the monitoring of Stop and Search, Stop and Account.

2.2 Feedback from the Authority’s representatives on the Equality of Service

Delivery Committee (ESDC) to the relevant Members/Committees was considered crucial in this process, particularly as the monitoring by the

Authority of the quality work being undertaken by this body would assist the Authority to discharge its statutory responsibilities.

2.3 The Performance Committee consider the following aspects of the Home

Office Stop and Search Manual recommendations:

Supervision: Is the Authority satisfied that the Constabulary has arrangements in place to supervise officers using Stop and Search / Stop and Account, monitored at all levels?

Constabulary monitoring and data collection: Is the Authority satisfied that the force has systems in place for collecting, analysing and monitoring data on Stop and Search / Stop and Account for individual officers?

Intelligence: is the police authority satisfied that the police are effectively monitoring their intelligence for using Stop and Search / Stop and

Account?

3.1 The meeting held on the 6 December consider the following reports:

4. Street Encounters (ESDC Standing Item)

4.1 The ‘Street Encounters update’ paper provided ESDC with details on:

Current position (of street encounters)

Recent Advances with respect to:

- C12 Form

- Data

- Hampshire Police Authority

- Intelligent Character Recognition

4.2 The points below provide a summary of information provided to ESDC; that:

- s.44 of the Terrorism Act 2000

- NCPE Capability Assessment

The Intelligent Character Recognition system was due to go live on

1/12/06 in Southampton, with force wide roll out expected from 1/1/07.

The date has now changed to 6/2/07 for Southampton, with subsequent roll out occurring a month later.

 The ‘C12 form’ new design, for use with the Intelligent Character

Recognition system, would include Hampshire Police Authority telephone and website details.

The data spreadsheets have been amended to capture three extra fields of information: Gender, Sector and the date the C12 is entered onto spreadsheet. This new level of data should enable both the

Authority and HMIC the capacity to drill down to a more local level, in order to identify potential disproportionate use of intrusive police powers.

 The Constabulary’s website has been updated to include data from

2005/06. The screen shot information can be found at Appendix A.

5. Data provision to Hampshire Police Authority

5.1 The Operational Command Unit Link Members received a presentation, from the Diverse Communities Inspector, on 21/11/06, to raise awareness of Stop and Search/Stop and Account.

5.2 Members were advised that Stop and Search/Stop and Account data had been published on the website for 2005/06 (please see Appendix A).

5.3 The data was a raw 43,016 records and the location of the information was relatively difficult to locate. As a result, the Community Consultation

Officer contacted the Force. At ESDC, the Authority was assured that the link to the website would now be two simple steps and that data would be easier following the introduction of the new Intelligent Character

Recognition system.

5.4 The Performance Officer and Community Consultation Officer discussed if the data within the monthly profile was sufficient. As a result, the

Performance Officer contacted the Force and the monthly performance profile now contains:

Total number of stops in the various categories (e.g. stop and account, s 44 etc) in year to date format,

Percentage of stops by the ethnicity categories white and non white

Together with the information already in the profile i.e. percentage of arrests for ethnicity white and non-white stops

The Performance Profile can be found at Item 6.

6. Recommendations

6.1 The committee receives an update following the 6 March 2007 meeting of

ESDC

6.2 The provision of data be reassessed, following the introduction of the

Intelligent Character Recognition system for C12 input.
