CALL TO ORDER/APPROVAL OF MINUTES -Julian Robb called the meeting to order at 9:32 a.m. Minutes from the October meeting were reviewed; Erin DeYoung requested correction to the attendance log. She was in attendance at the previous meeting. -Minutes were corrected and approved. II. REPORTS A. Chairman Report, Julian Robb - Julian started by explaining the two roles of the Juvenile Justice Council: 1. Assist grant recipients 2. Responsible for being visible in the community -As a result, would like the council to do more outreach events and have more visibility in the Orange County community. -Turkey basket drive was a success. DJJ recognized the Council for this effort. -Legislative event went well. Judge Lattimore attended and two legislative aides. Council gave suggestions to increase attendance for next year: morning event, provide attendees detailed directions to location. -Next year the council will also collaborate with Steve Dalsemer and the Children’s Cabinet for this event. B. DJJ Report, Jerome Hightower -Governor released his proposed budget. Detention and residential will take a hit. -Still trying to iron out civil citation initiative. -Circuit 9 was chosen to do a pilot for electronic monitoring systems (GPS). -Julian recognized Chief Hightower for receiving one of the highest scores for quality assurance in the state for probation. C. Prevention Report, Martin Reid -FL has a 2.5 Billion dollar revenue shortfall beginning FY 2011/12. -Governor Scott submitted budget recommendations to the Senate on 12/8/11. -Governor’s proposed budget for DJJ is a reduction from last year’s budget of $5 million dollars and 628 DJJ positions. Detention reduced 2 million and 77 positions. Residential reduced by almost 7 million and 551 positions. The Governor’s budget is DJJ budget. -Legislature meeting earlier this year due to session starting Jan 10th due to redistricting. Session scheduled to end March 9th -Statewide Advisory committee (SAG) last meeting was 5/19, next meeting Tallahassee tentatively scheduled for February after Governor Scott makes new appointments. SAG allowed a minimum of 20 members, currently less than 20. SAG member from Circuit 9 is Judge Dawson. -Federal DJJ Grants: Aftercare Wrap Around Services, Reach Out Orange, contract terminated 11/14/11 -DJJ Children’s Week is early this year. Week of 1/29/11 and youth Success Day is 1/31/12 - Disproportionate Minority Contact (DMC): DJJ Prevention RFA posted 11/10/11 with financial consequences. Potential of 23 awards statewide up to $50,000 for each contract. -Disproportionate Minority Contact (DMC) DJJ prevention contract X1582: Evans High School, budget amendment is pending to provide services through 6/30/11. Orange County School District is new provider and Kim Mowatt will continue as the Program Coordinator. -Disproportionate Minority Contact (DMC) DJJ prevention contract GQ1102: Real Life Coaching. Second year mentoring program serving 30 minority youth ages 12-17 residing in high delinquency referral areas in Orange County. Goal is to address the issues of disproportionate minority contact (DMC) in the juvenile justice system in Orange County and reduce recidivism of male minority youth residing in high delinquency referrals areas. The program encourages collaboration between DJJ and community stakeholders to address the issue of DMC. Targeted zip codes: Any Orange County high-risk zip code. -Disproportionate Minority Contact (DMC) DJJ prevention contract GP1100: Offering Children Successful Outcomes program. OCSO with Power Princess Organization serves 100 youth is a second year mentoring program to reduce disproportionate minority contact (DMC) in the juvenile justice system within Orange County high-risk zip codes. The program encourages collaboration between community stakeholders to address the issue of DMC. Targeted zip codes: Youth must attend Evans (32808) or Weikva (32703) High Schools or Meadowbrook (32808) or Robinson (32818) Middle Schools. -Girls initiative funding, DJJ prevention contract 3131N: Power Princesses Program. Second year serving 75 girls in a gender specific program ages 10-17. A community based prevention and intervention program developed from “You’ve Got the Power”, an evidence-based program. Multi-faceted community-based program that includes mentoring; after-school enrichment activities; community education and teen awareness summits; and family strengthening support activities to address risk factors associated with poor academic performance and negative peer associations. Targeted zip codes: Girls attending Evans High School, Weikva High School, Meadowbrook or Roosevelt Middle Schools and reside in 32703. -Girls initiative funding, DJJ prevention contract 0131M: PACE REACH, Orange County. Provides gender responsive prevention and general intervention services, including counseling, serving 60 girls ages 1017. Services prevent girls served from offending or re-offending. Targeted zip codes: 32805, 32808, 32810, 32811, 32818. D. Civil Citation Update, Erin DeYoung -Erin met with Major Wells, Orange County Sheriff Office and Chief Charles Brown, City of Ocoee. City of Orlando and Osceola was present as well. Everyone is on board and willing to take a fresh approach. -Proposal made for State Attorney’s Office to process cases and paperwork and road patrol to focus on objectives. Erin stated that the State Attorney’s Office is willing to do more work to assist. -A grid was proposed to use as a guide for police officers so they will not have to act as the judge. -Group plans to notify both the police officer and victim if youth is successful. -Erin stated she is committed to citations for the purpose of diversion and resolving minor offenses. -Julian inquired if it is the offenders second case will they be eligible for diversion. Erin stated it is a case-by-case matter, however, main goal of civil citation is to keep it off their face sheet and keep them from going through the clerk system. E. Subcommittee Reports: Outreach: Circuit 9 was recognized for the holiday turkey basket give away. The Oaks Newsletter article of 11/23/11 highlighting the sponsorship of 13 Thanksgiving baskets by the Council and the DJJ Circuit 9 JPO leadership holiday was published on the DJJ Prevention website under spotlights and included a picture of Council Chair Robb and DJJ Chief Probation Officer Hightower. Research and Data Committee: There has been a declined in cases brought to JAC. III. PRESENTATION Visionary Vanguard Group, Inc gave a presentation. The presenter was Dr. Lauren Joseph. This organization has a gender responsive program for girls titled “Full of Myself”. Challenges the group target: sexual harassment, low self-esteem, teen pregnancy, low pro-social skills, and delinquencies. Demographic of students: 12 – 17 years of age, female Mission: Empowering girls to make healthy choices. 9 month - program with weekly group meetings and monthly field trips and a college tour. One male is assigned to each group to help offset negative images of men. Funded by DHHS office of Women’s Health. This program is one of 10 funded in the nation.
