WASHINGTON TOWNSHIP SUPERVISORS Regular Monthly Meeting August 09, 2011 The Washington Township Board of Supervisors held their regular monthly meeting on Tuesday, August 09, 2011. Supervisors present: Chairman Robert Hrin, Vice-Chairman Harold Wilson, Steven McClelland Mike McClintick, and Ronald Sunderland. Visitors: Ronald & Mary Margaret Raybuck, Charles & Darlene Smith, Sandra Wilson, Julie Whaling, Mark Foradora, Ed Nasuti, Gary Walborn, Robert Shaffer and Cathy Moore, Courier Express. Chairman Robert Hrin opened the meeting at 7:15 PM. OPEN TO THE FLOOR 1) Mark Foradora, Sandstone Road, asked when Sandstone Road was scheduled for some work. He said it has a great base from when they fixed it before, but the topping is gone. The large rocks are coming up through. Dan Whaling said they just started on Sandstone today. 2) Charles Smith, Beechwood Road, was concerned about the detour route that Penndot plans to use when they replace bridge on Rockdale Road. If they detour out by Beechwoods church, it will be a big mistake. Robert Hrin said there is a preliminary meeting tomorrow night at 6 PM at the Airport to receive public comments. Mr. Smith said the intersection at Beechwoods church is dangerous. He spoke to Penndot about putting a stop sign up and they wouldn’t. Robert Hrin said they talked to Penndot about cutting the hill back. Mike McClintick said we can’t because it is the state’s rightof-way. We need their permission. 3) Gary Walborn, Beechtree Road, said he met with Mike McClintick and Penndot about lowering the speed limit last fall. Penndot didn’t feel Beechtree Road warranted lowering the speed limit, therefore, the speed limit is 55 mph. Mr. Walborn said 55 mph is way too fast. He owns a business and has tractor trailers coming and going. He is afraid for his neighbors, employees and vendors; someone will get hurt. People coming flying over the hill. Mike McClintick said Penndots solution to the problem was to erect signs; Hidden driveway, Quarter mile plaque, Farm machinery, and Truck crossing, several of each. The cost would be approximately $3,400. The Township can’t justify buying signs and erecting them on a state road. Gary Walborn said he would purchase the signs out of sheer concern for his family and neighbors. He asked for the Township’s backing. Mr. McClintick said they are doing everything they can. Darlene Smith said the signs won’t slow the traffic down. APPROVAL OF MINUTES On a MOTION by Harold Wilson, a SECOND by Ronald Sunderland, all the board voting in favor, the minutes of the July 19, 2011, regular monthly meeting minutes were approved as presented. APPROVAL OF BILLS DUE AND PAYROLL On a MOTION by Harold Wilson, a SECOND by Steven McClelland all the board voting in favor, the vouchers due for payment and the payroll for the employees from June 20, 2011 thru August 09, 2011 were approved. 1 WASHINGTON TOWNSHIP SUPERVISOSRS Regular Monthly Meeting August 09, 2011 TREASURER’S REPORT On a MOTION by Steven McClelland, a SECOND by Ronald Sunderland, all the board voting in favor, the monthly Treasurer’s report was approved as presented. A copy the Treasurer’s report will be on file. CORRESPONDENCE 1) A thank you letter from John and Sharon Campbell for the Supervisors input on the traffic issue on SideHill Road. 2) A letter from the Jefferson County Conservation District with their comments after reviewing the stormwater management plan that was submitted for the Avera Companies building site at the Airport. The plan does not meet Township’s Stormwater Plan regulations. 3) News release from Jefferson County on the burn ban effective July 28, 2011. 4) A letter from EXCO notifying the Township of their intent to apply for an Erosion & Sediment general permit for the Mitchell pad. 5) A letter from Horton Township concerning the purchase of the 1976 Miller Trailer. SOLICITOR’S REPORT Greg Kruk reported that the public hearings for the Airport/Air Commerce Park Zone and the Airport District Overlay Ordinance have been held, the Township can move forward on: 1) advertising the Airport District Overlay ordinance 2) enact the A.D.O. ordinance Mr. Kruk said the Supervisors can enact the ordinance with or without the recommendations from the Township’s Planning Board/Airport Committee. Recommendations (attached) were submitted to the Supervisors last month for their review. Mr. Kruk reviewed the recommendations with the Supervisors. The Supervisors wanted a portion of the lighting section to be eliminated. Mr. Kruk suggested taking the whole section out. Mike McClintick said it does have some good language (bird strike hazard). Mr. Kruk will rewrite Section 7. Recommendations: 1) Section 4: Page 4 of 7 - add zones: primary surface zone; non-precision instrument approach surface zone; transitional surface zone; horizontal surface zone; conical surface zone. Make references to zones shown on map with the boundaries. 2) Section 5: Page 5 of 7 – insert: on line 4 at the word shall {and exceeding height limits in Ordinance 2005-02 (which is 35 feet) and/or exceeding an elevation of _1817 airport}. In our current Zoning Ordinance you must obtain a waiver to exceed 35 feet. There is an exception of 50 feet for Industrial. Rigs and cranes are considered structures. 3) Section 5: Page 5 of 7 – definition of the word vicinity? Vicinity is the areas within the overlay zones. 4) Section 7: Page 5 of 7 –add: restrictions on lighting (how high, how bright, wattage, angle) 2 WASHINGTON TOWNSHIP SUPERVISORS Regular Monthly Meeting August 09, 2011 Recommendations continued… 5) Section 9, Page 6 of 7 – line 4 delete: permit the municipality, at its own expense, or change require the to require that; line 3 delete the word to after Section 6 and change the word require to requiring. Would read as follows: Section 9: Obstruction Marking and Lighting. Any permit or variance granted pursuant to the provisions of this ordinance may be conditioned according to the process described in Section 6 requiring the owner of the structure or object of natural growth in question to require that the person requesting the permit or variance, to install, operate, and maintain such marking or lighting as deemed necessary to assure both ground and air safety. On a MOTION by Ronald Sunderland, a SECOND by Steven McClelland, all the board voting in favor, the Solicitor was directed to advertise the Ordinance. On a MOTION by Ronald Sunderland, a SECOND by Mike McClintick, all the board voting in favor, the Airport Hazard Zone will be enacted with the recommendations from the Airport Committee with the rewriting of Section 7. NEW BUSINESS Approval of Gary & Carol Arblaster, Kyle Run Road… On a MOTION by Steven McClelland, a SECOND by Harold Wilson, all the board voting in favor, the subdivision for Gary R. and Carol J. Arblaster was approved as recommended by the Planning Board. Ron Sunderland said he attended a luncheon at the Airport with all the developers involved with construction of the new building. Avera Companies home base in Texas will be making well heads for deep high pressured wells. They may put up an additional building. Work has already begun. OLD BUSINESS TCC – Steve McClelland said the TCC will be meeting on August 23, 2011. Complaints from last meeting… 1) Greg Veltri – 61 Beechton Road – Ron Sunderland said he checked it out. Needs the grass mowed but he didn’t see anything else out of line. Looks like a neighbor dispute. 2) Dep reported garbage and diapers being burned on Hill Street. No one has checked it out yet. Mike McClintick will check it out. 3 WASHINGTON TOWNSHIP SUPERVISORS Regular Monthly Meeting August 09, 2011 ROAD REPORT Mike McClintick said he had complaints on Church and King Road. Exco has those roads bonded. Exco has No. 3’s down which is too rough for regular traffic. Mike said no more No. 3’s; too rough. Dan Whaling said he spoke to Exco and the Township Exco agreed to have the Township fix Church and King and bill them for material and labor. Dan said they have the roads done; he’s working on the bill. Ron Sunderland said he looked at Harvey’s Run Road and EQT have it looking great. EQT blacked topped in front of all the houses on Harvey’s Run. 1976 Miller Trailer… Dan Whaling said Horton Township submitted a letter with a offer on the 1976 Miller Trailer. Horton offered $500 because it needs new tires, brakes and wiring. On a MOTION by Mike McClintick, a SECOND by Ron Sunderland, all the board voting in favor, the offer of $500 from Horton Township for the 1976 Miller Trailer was accepted. Duane Brooks – John M Road… Dan Whaling said Duane Brooks offered to widen the end of John M Road at his expense. He will use his equipment and pay for the materials needed. It would have to be done to the Township Road specifications. Dan and Mike McClintick will meet with Mr. Brooks. Ron Sunderland wanted to know when he was going to get the decal on the new Twp. Truck. OPEN TO THE FLOOR Julie Whaling said she was having trouble with getting their prescriptions filled. The board told her to call Foradora Insurance, the Township’s broker.
