Biography
The Honorable Steven C. Vargas is a former Councilmember of the City of Brea, 1998 to
2002. He served as the Senior Community Officer for the Puerto Rico Federal Affairs
Administration, Washington D.C., responsible for 13 western states. He is president of
Vargas Public Affair and owner of SCV Construction Corps, a general contracting
company specializing in commercial tenant improvement, residential remodel and
affordable housing rehabilitation work.
Professional work experience includes 15 years in nuclear industry as a nuclear operator
and quality control technician, working throughout the United States and international
duty in former Yugoslavia. His corporate experience includes seven years with Southern
California Edison as the Employee Programs Supervisor and non-profit liaison,
responsible for charitable contribution programs and grant administration. He currently
works as a Project Safety Representative for Chevron, USA at the EI Segundo Refinery.
His past community service experience includes membership on the Latino Advisory
Board for Mission Hospital, Mission Viejo; Orange County Housing Community
Development Advisory Board, Orange County Library Board and Brea VFW Service
Officer. He is a founding Incorporator of United Veteran Organizations of Orange
County and Roundtable for Food Professionals, California 501(c)3 organizations.
Steven's educational background includes: Bachelor of Science degree work in Nuclear
Technology, Excelsior College, N.Y., Associate of Science, Electro-Mechanical Drafting
& Design, Palomar College and A.S., Maintenance Technology, Gavilan College. He
completed six years active military service as nuclear operator and navy diver on the fastattack submarine, USS Shark, SSN-591. He was deployed in Iraq as a Combat Seabee
with Naval Mobile Construction Battalion Seventeen, Al Anbar, Province, serving as the
Operations Leading Petty Officer.
Born in Bronx, New York, now residing in Brea, Steven is married to Lisa and has five
daughters: Shae, Lauren, Tina, Jennifer, Stefanie and one grandchild; Raycen.

Summary of Action
1bis is to certify that Builder First Class Steven C. Vargas has volunteered for the past
five years for the Brea Veterans Club, Brea Veterans of Foreign Wars (post 5384) and
Brea American Legion (post 181) as the Service Officer from April 2003 through the
present. The VFW and American Legion serve veterans and families of veterans in a
wide range of capacities.
Specifically, Petty Officer Vargas is the primary contact for families in distress when a
member passes on and is in need of funeral information and arrangements. PO Vargas
has participated in over 30 funerals of Orange County veterans, sometimes called upon to
officiate and always ready to serve as flag bearer and presenter. His compassionate
deliveries of eulogy's and farewells on behalf of the friends and family regularly bring
tears of fond remembrance of the departed. In addition to funeral duties, BUI Vargas
visits sick members in hospitals or at home if necessary to assist as needed.
Service Officer Vargas has been the guest speaker at one and Master of Ceremony at four
other Avenues of the Flags, Memorial Day Program at Memory Gardens, Brea, and an
event that routinely draws over 500 family members during the annual presentation. His
service to veterans is known throughout Orange County where he also served on the
Orange County Veterans Advisory Council and is a founding member of United Veteran
Organizations of Orange County, a 50l©3 organization aimed at consolidation the 100
posts and chapters of veteran organizations throughout the county to keep them informed
of issues related to veterans.
Petty Officer Vargas is a team player with vast amounts of potential. He demonstrates
strong character and is well respected by his subordinates and superiors. His enthusiasm
and devotion greatly reflects the quality of people within NMCB 17 and the United States
Military service and are in keeping with the traditions of Honor, Courage and
Commitment.
